The commissioner finds however that agreements sponsored by the Imperial tobacco company have had the result of substantially eliminating Price Competition in the wholesale and retail distribution of practically All tobacco products throughout Canada since agree ments of this nature have been put into effect by this company not Only in Alberta but throughout the Combine exists.
