Of a Price maintenance Combine in the Canadian tobacco Industry is alleged in a report by f. A. Mcgregor commissioner of the combines investigation tac made Public today. The report has been presented to Hon. Norman Rogers minister of labor. The commissioner investigated the wholesale distribution of manufactured tobacco products after an application for an inquiry had been received from certain Alberta Deal ers. The commissioner finds however that agreements sponsored by the Imperial tobacco company have had the result of substantially eliminating Price Competition in the wholesale and retail distribution of practically All tobacco products throughout Canada since agree ments of this nature have been put into effect by this company not Only in Alberta but throughout the Combine exists. The commissioner reports a Combine within the meaning of the combines investigation act exists in the distribution of tobacco products and the Imperial tobacco com Pany of Canada limited the Imperial tobacco Sale company of Canada limited and the Northern Alberta tobacco and confectionery jobbers association have been parties and privy to and have knowingly assisted in the formation and operation of this or. Rogers will Forward a copy of the report to the attorney general of Alberta. The combines investigation act Federal legislation places the responsibility for prosecutions or other court procedures arising from the commissioner s reports if such Are deemed advisable on attorney general of the provinces. The con Sumer on the other hand is deprived of that element of Competition among dealers which is his most effective safeguard and is exposed to the costly elements which Are of non Price com Competition suppressed the conclusion of the report is that the suppression of Competition which has been effected in this Industry is in itself against the inter ests of the Public both in its Hamp ering effects on reasonable Freedom of Enterprise and in the longer term economic loss to the Community arising from such private monopolistic regulation of an important one of the documents annexed to the report is a study made in 1937 by or.
