Up Cable joyfully greeting an assured peace today faced the task of undoing War preparations that Cost Many millions of they did not care about the Money. As tension sagged it was realized that millions of persons had worked frantically to pre pare for a tragedy that has been averted that the Strain had made Many people ill that some had committed suicide and others had worked grimly with out admitting until it was All Over How frightened they had been. Last night a theatre crowd of leaped to their feet and yelled or five minutes when the manage ment announced news from Munich than an agreement among the four statesmen assembled there might be expected momentarily. Mrs. Chamberlain acclaimed mrs. Chamberlain was almost mobbed when she left St. Michael s Church where she listened to the archbishop of Canterbury address an overflow congregation on the subject of simple friendships loves and Homes. A Large crowd applauded her for several minutes while she waited on the Steps of the Church. As she entered her car shouting women tears streaming Down their faces grasped her hand and clambered or. The government thursday morn ing announced it had agreed in principle with some reservations to a British proposal for gradual application of the French British plan to cede sudetenland to Ger Many. Opinion in Prague was that whatever was decided Between the four Power leaders there could be no doubt that Czechoslovakia would be the loser. It is prepared to cede to Germany containing More than 50 per cent of German inhabitants and asks for itself Only frontiers of such a kind As to make a new czechor slovak state capable of existence and defence. The czechoslovak government however cannot agree to a plebiscite As Well in the areas which con Ain a Large czechoslovak majority or those which Are entirely czechoslovak As demanded by Many for military reasons. The czechoslovak government agrees to supervision by an inter National commission and by the British legion As Well As to occupation by British troops before the territory is handed to the germans. It agrees to negotiations regarding demobilization and to the recall of to troops and to the revision of its system of treaties but in the in rests of its own defences and that of the Che Choplok and democratic 3erman minority and also of the tews in the territory it cannot evacuate and demobilize or abandon he fortifications before the de imitation of frontiers has been fixed and an Exchange of population guaranteed and a new system of International guarantees has been initialled. Agreement mulch sept. 30 the official communique issued at the end of the four Power conference follows Germany the United kingdom France and Italy taking into consideration the agreement which has already been reached in principle for cession to Germany of the sudeten German territory have agreed on the following terms and conditions governing the said cession and the measures consequent thereon and by this agreement they each hold themselves responsible for the Steps necessary to secure its fulfilment the evacuation will begin on oct. 1. The United kingdom France and Italy agree that the evacuation of the territory shall be completed by oct. 10 without any existing installations having been destroyed and that the Czecho slovak government will be held responsible for carrying out the evacuation without damage to the said installations. The conditions governing the evacuation will be Laid Down in detail by an International commission composed of representatives of Germany the United. Kingdom France Italy and Czechoslovakia. Occupation by stages of the predominantly German territories by German troops will begin on oct 1st the four territories marked on the attached map will be occupied by German troops in the following order territory marked number one on the first and second of october territory marked number two on the second and third of october territory marked number three on the third fourth and fifth of october territory marked number four on the sixth and seventh of october. The remaining territory of preponderant by German character will be ascertained by the aforesaid International commission Forth with and be occupied by German troops by the 10th of october. The International commission referred to in paragraph three will determine the territories in which a plebiscite is to be held these territories will be occupied by International bodies until the plebiscite has been completed. The same commission will fix the conditions in which the plebiscite is to be held taking As a basis the conditions of the Saar plebiscite. The commission will also fix a Date not later than the end of november on which the plebiscite will be held. There will be right of option into and out of transferred Terri tories the option to be exercised within six months from the Date of this agreement. A German czechoslovak commission shall determine details of option consider ways for facilitating the Transfer of population and Settle questions of principle arising out of the said Transfer. The final determination of the frontiers will be carried out by the International commission. This commission will also be entitled to recommend to the four Powers Germany the United kingdom France and Italy in certain exceptional cases minor modifications in strictly ethnographical determination of the zones which Are to be transferred without. Plebiscite. The czechoslovak government will within the period of. Four weeks from the Date of this agreement release from their military and police forces any sudeten Geri nans who May wish to be released and the czechoslovak government will within the same period release sudeten German prisoners who Are serving terms of imprisonment for political offences. Annex to the agreement his majesty s government in the United kingdom and the French government have entered into the above agreement on the basis that they stand by the offer contained in paragraph six of the Anglo French of sept 19 relating to an International guarantee of the Neil boundaries of the czechoslovak state against unprovoked aggression. When the question of polish and hungarian minorities m Czechoslovakia has been settled Germany and Italy for their part will give a guarantee to Czechoslovakia. The Heads of the governments of the four Powers declare that problems of polish and hungarian not settled within three months by agreement Between the respective form the subject of another of the head. Of of the four Powers Here present supplementary declaration All questions which May arise out Rotthe Transfer of territory shall be considered As coming within the terms of reference to the International commission. Up agreement was signed Here Early today by great Britain France Italy and Germany designed to end the czechoslovak German crisis and give the world reprieve from War. In general terms occupation by Germany of the sudeten areas of Czechoslovakia starting to Morrow and final determination of the Republic s new boundaries by a commission representing the four Powers and Czecho Slovakia. In addition to the areas to be occupied immediately plebiscites to determine future sovereignty will be Hequin other areas under conditions set by the International commission. At 2 . 7 C.s.t., thursday the agreement was handed Over to two representatives of the czechoslovak govern ment by prime minister Chamberlain of great Britain and Prem Ier Daladier of France who indicated it must be accepted for the Sake of general peace. Naturally it would not come into operation if the Prague govern ment turned it Down. But there seemed to be every Hope Here it would be approved by president Benes and Premier general syr Ovy thus removing the last threat to the immediate peace of Europe. This Hope was the fact the new agreement follows in Gen eral lines the Anglo French plan which Czechoslovakia already accepted but is in an accelerated form.
