Text of Bill following is the text of the six clauses in the Bill introduced in the House yesterday for the mobilization of manpower and resources 1. This act May be cited As the National resources mobilization act 1940. 2. Subject to the provisions of Section three Hereof the governor in Council May do and authorize Quiring persons to serve in the military naval or air forces out Side of Canada and the territorial Waters thereof. 4. The Powers conferred by this act shall remain in Force Only Dur ing the continuation of the state of War now existing. 5. Every order or regulation passed under the authority of this act shall be tabled in parliament such acts and things and make forthwith if parliament is in session from time to time such orders and a regulations requiring persons to place themselves their services and their property at the disposal of his majesty in the right of Canada As May be deemed necessary pediment for securing the Public safety the defence of Canada the maintenance of Public order or the efficient prosecution of the War or for maintaining supplies or services essential to the life of the Community. 3. The Powers conferred by the next preceding Section May not be exercised for the purpose of re and if parliament is not in session within two weeks of the opening of the session next following the Mak ing of such order or regulation., 6. The governor in Council May prescribe the penalties that May be imposed for violations of orders and regulations made under this act. And May also prescribe whether such penalties shall be imposed upon summary conviction or upon indictment but no such penalty shall exceed a Fine of or imprisonment for any term not exceeding five years or both Fine and imprisonment. Britain talks of dictatorship by three men by Helen Kirkpatrick London june 19. Special can proposal is finding favor in great Britain s political circles for the formation of a committee of Public safety to consist of prime minister Winston Churchill Ernest Bevin labor minister and David Lloyd George. Lloyd George now is the most enthusiastic advocate for continuing the War. The Salis Bury group of conservatives who helped make Churchill prime min ister Are meeting monday to con Sider the present situation and the proposed committee. But the prime minister s reaction is not Clear. It probably would mean adjournment of parliament for the duration which Many Mem Bers Are advocating. The reaction to Churchill s speech yesterday showed it to have been the steadying influence needed. The Only criticism which newspapers made was his failure to Tell the people exactly what is wanted. This is the feeling which May Force setting up the committee a three Man dictatorship. Most feel that Britain must be made an armed fortress which Means immediate evacuation of unemployable women and All children overseas. A Board has been set up to discuss the evacuation of 200.000 children Ages five to 16. A Fleet of american and Empire liners would be sought to take off the children from Irish Western ports. Arrangements probably will be made for the compulsory evacuation of children from certain areas in Britain but Only to other areas. Evacuation abroad will not be compulsory. Impressed on government it had been impressed on the government by its advisers from the outset that this War depends on output of resources of the coun try in the form of food and munitions. There could be no greater mistake than taking men from skilled jobs to be put under arms. The debate this or. Joseph Thorson Liberal Sel Kirk protested any kind of recrimination at such a time. Wholehearted support As a Canadian whose origin is neither British nor French. Lardin in an address in French plainly directed at French speaking members on both sides who had opposed the mobilization of Man Power in the measure. Our Job is to make it the economic revolution ahead All broadening of government controls the adoption of the new Deal idea in vastly increased form the plan to set up a new hemispheric Economy of North and South America. That became inevitable after the Battle of France. But the president s announcement of compulsory government service for every boy and girl in the country at the age of 18 was something deeper than Economy. It meant changing the whole Outlook of the american people forcing them to accept at last the one thing which they have always regarded As the Core and Symbol of the european system. And Roosevelt would never have demanded this thing if he did not know that the people would except. Awakening at last it smooth announce ment from the smiling Man in shirt America is awaking at last from a Long sleep that the Ideal of the More Abund ant life the drive for More Lux Ury and More ease must be re placed now by a new Ideal of ser vice a harder and tougher life or America is going under. That by Long Odds is the most important thing that has happened in America of which vast military preparations and revolutionary economic changes Are merely the outward reflection. There Are other conclusions that one is bound to take Home to Canada after 10 Days in the Nightmare of Washington. The first is that if Britain can stand the siege for a few months until the autumn America will come to its Rescue. I am in a position to say that the american government believes Britain can stand the siege and survive. More Aid soon no one i have talked to in Washington doubts that by autumn America s Aid will be very great including air planes on a Large scale and no one doubts that if Britain hangs on the United states will be in the War. In fact America is in the War now and knows it. If it went to War formally tomorrow there is nothing absolutely nothing More in a material Way that it could give Britain Over and above what it is giving now. There can be no that the american government has told win Ston Churchill to hang on to count on american Aid to the limit when this country has got its Industrial Plant mobilized. The War has thus settled Down to a siege of Britain and a com plete blockade of Continental Europe backed by the americas which will sell no goods to any country under Germany s Domina Tion. Through America s decision Hitler now faces the gravest Dan Gers of his spectre of starvation next Winter of every kind of shortage in the sinews of War. Mighty military machine the second conclusion one brings Home is that America will produce during the next two years the mightiest military machine the world has Ever known More pow Erful even than Hitler s. This country has just realized that it has now no military machine at All Only a Navy. With fury at itself with bitter disillusionment and Hurt Pride this country is going to now and build a Navy larger than any the world has Ever seen. But this will take several years. The third conclusion now obvious to everyone is that the idea represented by the new Deal and stubbornly opposed by this country s business leaders has triumphed completely and will go on to new Heights. Even business has stopped complaining about that. Every Busi Nessman knows that he is in for More and More government control More and More taxes and All those other things which 10 Days ago he was sure would ruin the country. The idea of planning which has kept this nation split and quarrelling for seven years the idea of spending which business regarded As mad and ruinous becomes the established and accepted policy of the nation. Standards will drop another inevitable conclusion is that standards of living will drop As they must while americans More and More pour their incomes into government taxes. Equally inevitable is the conclusion that the economies of Canada and the United states Are about to be merged. The United states knows it must share up the business of Canada which is threatened by the loss of european markets. This will be done by Tariff agreements under the new hemispheric Trade plan and perhaps by direct loan. Most men in High places in Washington look for an ultimate customs Union Between the two countries but no one thinks or wants political Union. Finally you leave Washington with the feeling that there is now Only one question All others swept away by the tide of events. This question is How much of Liberty now much of democracy we can save under the new system we Are now building. Thought that it might be a month before the real attack came. Suburb bombed Hanover Germany june 19. Hanover suburb of mis burb. Site of i g. Farber Indus try s synthetic gasoline Plant was bombed by Allied planes Early this morning. Police said that the Plant had been damaged badly. It was understood that because of repeated bombing raids recently the equipment and personnel of the synthetic gasoline Plant had been moved to an undisclosed locality. Smoke still was rising from the Plant at noon. Salvation army seeks assistance general George l. Carpenter of the. Salvation army has issued an Appeal to salvation lists adherents and friends for financial assistance to help make Good the loss of 000 in salvation army material which was destroyed or abandoned in the Retreat from Flanders. Commissioner Benjamin Orames the Canadian Leader has already cabled to general Carpenter on behalf of the Canadian salvation army in connection with this Spe Cial emergency Appeal. . No serious damage was done to any military five children killed at least nine persons including five children were killed when German bombs demolished a Row of eight houses and blew 15-feet deep craters in their Yards. Two houses adjoining were badly damaged. It was believed that the plane which dropped most of these bombs was shot Down nine Miles away. In one Home the father and Mother of a two year old baby were billed but the baby lived. In the nouse next door a baby was killed out its parents sleeping alongside its cot were Only bruised and scratched. Two persons were killed and five wounded in one thames Estuary town. Slight damage to Many houses was reported in the Estuary area. One German among the Crews of the planes shot Down tried to bail out in his Parachute but it be came entangled in his plane s Tail and he crashed with it to Earth. The raids extended Over York Shire Lincolnshire Lancashire Norfolk Suffolk Cambridgeshire Northamptonshire Essex and Kent counties and lasted until Long after Dawn. It was just before Midnight that he germans dropped their first bombs in. The thames Estuary area. Anti aircraft guns and searchlights went into action an air raid alarm was sounded and tens of thousands of persons startled from sleep fled to shelter. A few hours before the raid prime minister Churchill had warned that such attacks must now be expected and air marshal sir Philip Joubert in a National Broad cast had said a swarm of enemy sombers will descend on our coun military experts suggested that Here might be a slight respite be fore the offensive on Britain while Adolf Hitler wound up his Cam Saign in France.
