Farmer members rap gasoline rebate policy Farmer members of the Manitoba legislature Rose in protest wednesday against the provincial government s method of issuing re Bates for tax free agricultural Gas Oline. In a two hour debate Dur ing consideration of the 1946-47 estimates the usually taciturn Back benches held the gasoline tax act under the gun. It All happened while the House was in committee of Supply and while Premier Stuart Garson was explaining expenditures in the taxation Branch. R. H. Mooney Virden started proceedings when he complained that the rebate sys tem was inconvenient for Farmers. The Torch was immediately taken up by Earl Collins ind. Due then by a. W. Harrison Coal. John Norfolk and George Renouf Coal collected and there would trouble about rebates be no Swart now and then the remarks of these members were punctuated by comments from the Premier. To said that the rebate method had stood Many tests and had come out on top. In North Dakota for example the system of taking off the tax As agricultural gasoline was purchased had proved much More unwieldy than Manitoba s Way. Or. Collins had found that under the rebate system Farmers got themselves entangled in so Many Miles of red tape that they were often unable to collect the Money owing them. The invoices handed out by the government were Flimsy bits of paper. A Man might stick it into his overalls pocket and in time the figures on it would be unintelligible. Then he could not collect what was due him and this might be a sizeable amount. Collins suggestion his suggestion was to have the Farmer take his affidavit that the gasoline was to be used for Agri cultural purposes at the time of Purchase instead of afterwards. Then the tax would t have to be Rex Issue a product of Quality a superfine tissue Creed for greater softness. Pure and Safe. Pure Are Only a nuisance to Farmers and the mix up Over invoices puzzled Premier Garson. He. Knew that duplicates were kept in the depart ment and could not understand Why anyone should have difficulty collecting if he lost his own copy. But he would take the whole matter into consideration. Upholding his Farmer colleague or. Harrison thought coloured Gaso line might solve the problem. The . Could pay the Odd sur prise visit to various towns on a saturday night and test the qual Ity in car tanks any offenders would be fined a nominal amount but would be put on the govern ment s Black list and debarred from buying tax free gasoline. Or. Renous agreed that the whole system was a source of irritation and should be abolished and he found another supporter in or. Lawrie. It gives a Man a headache these Days to try to figure out the whys and said the member from Norfolk. He was More concerned however with the wartime prices and Trade Board order to increase the ceiling Price by two cents a gallon on Gas Oline and motor fuels in part of Manitoba and in Saskatchewan and Alberta. Reason for increase the Premier pointed out that while he had protested this in crease at the Dominion provincial conference he could understand the Federal government s position. The jump in Price was to protect the Small refineries which other Vise would be in dire Straits. G. S. Thorvaldson Coal. Winni Peg also had a Bone to pick with the taxation department. He wanted to know if something could not be done to prevent queues forming up when Auto licence time rolled around. Perhaps auxiliary centres scattered throughout the City would be the answer. W. C. Miller Morden Rhineland thought a lot More of it could be handled by mail while Roxy Hamilton Coal. Rupert s land suggested that separate rooms be set up for truck men and automobile owners. The Premier said he would take All these suggestions under further consideration. Among Bills receiving second Reading was one concerning Winni Peg Beach brought Forward by Hon. J. O.
