The people could not help this disaster yet the Federal provincial govern ments seem to be taking their own Sweet time in deciding what is to be done. Favors canal to by pass City sir i have a fair idea what Winni Eggers must be going through As i lived in Elm Park for 30 years in fact was Sec Ond House there in .1916 had the Waters of the red River up to my. Door. Now i see from photo graphs the River has swept right Elm Park other parts of suburban Winnipeg. For 30 years i watched the ice go out every year from my Garden in Elm Park. I used to study the 1 River often wondered what 1 would happen if some Day a real 1 flood came like you have now what could be done to avoid it alleviate remedy local conditions. I used to talk this Over with old colonel hut Tan then City Engineer several times i made i suggestions which however did not meet with any particular response maybe justly so. However though i know you must now have some of the Best engineers in the country studying these flood conditions i though i would just Lay one or two ideas before you in Case they would be of any Benefit in trying to solve these disastrous conditions. When i first came to Winnipeg in 1911, in travelling through the country i noticed Many sloughs in Southern Manitoba in Northern Dakota that were filled with Brush Alder such like fibrous growth. These sloughs would retain Many millions of tons of ice that would not melt when the Ordinary sur race Snow ice were melting. Hence the run off was not so rapid. Since that time Many of these sloughs have been cleared out for irrigation purposes in other words nature s blotting paper has in most cases been cleared away by modern farming. After such a severe Winter As you have had the ground being Frozen deeply when the thaw came most of that water would run off instead of soaking Inlo the ground. Many years ago often meditating on this question i Felt that if a great flood came some Day one Way to help would be to build a canal or Call it another River if you like from South of Winnipeg to some Point on Lake Winnipeg make this a straight canal or River no curves As in the present Stream where the ice jams hold the water continually. Such a scheme would create work. The Cost would be heavy but it would pay better than widening or straightening Banks of the present Stream because the present Stream has been silting up Lor years. The River is wider shallower because of the locks at Lockport Lockport is a spill Way lock. If in building a new canal or River you want to lock it for navigational purposes in warm weather these locks should go right Down to the Rock bed Bottom of the Stream. I have a remedy costly but permanent. Dig a canal or ditch by passing Winnipeg with this unwanted water. The Entrance to this canal would be some distance South of the City North of Winnipeg. The canal of course would have to h a v e a carrying capacity As big if not Digger than the present red to keep the flow in regular Channel below flood less than 18 feet. Gates would be built at Inlet to divert All water Inlo regular Chan Nel when flow was Normal to pre serve summer height. If thought advisable sufficient water could of allowed through canal in sum Mer to prevent it from becoming stagnant or let it go dry. All backing o sewers would then be a thing of the past even in sum Mer when heavy Rains cause River to Rise. The surplus could he diverted through canal. I believe sufficient depth could be obtained without striking solid Rock so it is just a big Job of moving dirt which modern steam shovels drag lines would find easy. The dirt could be placed on Banks As High wide As wanted rounded off grassed to prevent erosion. Winnipeg could use some of the surplus dirt to raise River Banks where necessary feasible Stop All flooding at any about 20 feet.
