Winnipeg Free Press (Newspaper) - January 18, 1954, Winnipeg, Manitoba Winnipeg free press monday january 18, 1954 Page f first round feared lost to Kremlin bad precedent set in negotiations with reds by Joseph Newman London special Nyht the West has lost the first round in the tattle at Berlin. That is the conclusion Teing drawn from the outcome of the Over the site of the big four conference of foreign ministers opening in Berlin Jan. 25. According to an unconfirmed re port the United states was primarily responsible for acceding to soviet demand that meetings Al Ternate Between West Berlin and communist East Berlin. Moke reluctant great Britain and France Are said to have been More reluctant to give ground on this Issue for fear of damaging Western prestige particularly in Germany. The Issue which appears to be Petty is regarded As an important one and the outcome May set a precedent favourable to Russia and unfavourable to the three Western Powers. The Issue would not have Arisen if the conference had been held on Neutral territory such As Lugano Switzerland As originally proposed by tile Western Powers or even in one of the four capitals directly concerned. Berlin is the one place where Russia could Best raise and press this Issue and it is now fell that the Western Powers blundered by accepting Moscow s proposal o meet in this divided City. Hitherto each of the big four Powers was treated As a separate entity and meetings of the Council foreign ministers alternated from one country to another. Applying this precedent the Western Powers at first insisted that three meeting should be held in West Berlin for every one held in East Berlin. Russia for the first time since the Council of foreign ministers was created undertook to break precedent by insisting that the three Allied Western Powers should be monthly pains halted or amazingly relieved in 3 out of 4 Casti in doctors Titi Are you putting with the functionally caused cramps pains and weak no Good feelings of menstruation in doctors tests Lydia Pinkham s compound and Tablet brought Complete or striking Relief from distress in 3 out of 4 roses created As one in negotiations the soviet Union and that the meetings should alternate equally Between East and West Berlin. The ministers will meet the first week in West Berlin the Sec Ond week in East Berlin and the third week in West Berlin. If the conference goes into a fourth week the Western Powers May argue about the meeting palce once More but it is Felt that they could not very Well refuse to re turn to East Berlin after agreeing to alternate during the first three weeks. It is believed Likely that Russia will seek a succession of conferences of foreign ministers to follow the one at Berlin. This would encourage the idea that the danger of War was steadily decreasing making it unnecessary for France and other countries to proceed with the creation of the european army.
