Lord general manager Winnipeg Friday january 22, 1954 crisis in Italy in the free world s Chain of defence across Europe Italy appears to be the weakest link and its weakness is increasing. Sir. Amintore Fanfani who has recently formed a new government in succession to or. Giuseppe Pella faces a scene of political confusion a growing communist movement and a restive Public. The immediate state of italian politics results from the general election held last june. The ruling Christian democratic party had hoped for something like a Clear mandate after Load ing the election Law in its own favor. It received 40 per cent of the votes. The communist party received 37 per cent. The grim fact is that in another election Only about 2 per cent of the National vote would have to change to make the communists the largest party. They would then be entitled to the Chance to form a government with the support of the left Wing socialists. While no Early election is in Prospect the communists Are attempting to Plant a Trojan horse in the government by persuading the Christian democrats to ally themselves with the Radical Nenni socialist. The new prime minister or. Fanfani is not a socialist much less a communist but he stands on the left Wing of his party advocates a new Deal and is confronted by deep divisions among his own supporters. The present Cri Sis certainly the most dangerous since the beginning of the postwar Republic arises from the obvious fact that the communists know precisely what they want and their splintered opponents cannot agree on any Basic policy. All this represents much More than an upheaval in the Domestic politics of Italy. The growth of the communist minor Ity there and the division of the anti communist majority Are the cause of deep alarm throughout the free world coalition. Even if an outright communist government is not in Prospect the shifting combinations which have tried to govern Italy in the last six months can add no strength to Europe s defences and could gravely weaken them in the vital Region of the Mediterranean. The press of the United states Points out that the govern ment of president Truman was greatly damaged by the loss of China to communism and that a similar development in Italy would damage the Eisenhower government. That however is Only a minor aspect of the italian problem. It cannot be Meas ured in Republican party votes but Only in terms of Western Europe s stability. Yet it is difficult to see How the United states or any out Side Power can solve the problems that the italians must them selves solve in the end. In 1948, when Italy seemed to stand shakily on the Edge of communism the United states gave it massive financial Aid the anti communist parties were successful in a National elec Tion and the Christian democrats of or.
