That when the red hued planet comes swinging nearest to us in its unceasing orbit through space. On july 2 at 3 a.m., to be exact it will be Miles away. In 1956, it will come within Miles of the Earth its very closest approach. And if world wide preparation Means anything we re not going to Muff the slightest Chance of observation. The american astronomical society has set up an International Mars com Mittee and for the first time Mars will be closely watched every minute _ this week. Astronomers Are going to have a look to the editor mysterious temporary Clear ing of Blue Haze in the Mart Ian atmosphere and temperature changes. One the most import ant problems concerns the appearance of the Martian the existence of these markings on the planet surface is no longer doubted but their interpretation has been a baffling mystery. 11 appears that All the dark1 markings ran be resolved into Complex Fine detail if Large telescopes Are used. Since the markings Are too intricate to be drawn satisfactorily photography will be used to record them. Edison Pettit will use the fractional second periods of super seeing to photograph these markings with the Aid of a m6tion-picture camera throughout the 24 hours of the Day. This program will be car ried out by at least 17 observatories in 10 different coun tries As far away As France Egypt South Africa India South american Australia and Java. Some observatories in this country will participate in the project. Unfortunately however the planet will be Low in our sky which is Why there is a preponderance of observatories in Sou Thern latitudes astronomers Are looking for certain specific information which in turn will gov Ern their 1956 plans. They Are seeking physical data about Martian Clouds season Al changes in the dark Mark Ings climatic changes the t hardware stores everywhere at the code focus of the 100-Inch Telescope at the it. Wilson Obser vary. The 200-Inch, Telescope will be used by or. M. L. Huma son to make photographs on which Mars will be five eighths of an Inch in Dia meter the largest images far achieved. With the same Telescope temperature measurements will be made by a sensitive Radiometer. The diameters of the Satel Lites around Mars will be measured with the lick Observatory 36-Inch refractor. These measurements will be used to determine the mass and shape of the planet. Spectroscopic studies to determine the presence of familiar gases like nitrogen argon oxygen and water " ill also be undertaken. Polarization experiments will be made by Yorkus Observatory personnel. In Africa or. Slipher of the Lowell Observatory will try re measuring the diameter of the planet while at his Home Observatory the same problem will be executed photo electrical by. The Martian canal first came to attention in 1877, when the Brilliant ital Ian astronomer Giovanni Schiaparelli first reported an elaborate network of spi Der web lines which covered the planet. Astronomers Are con Vinced that seasonal changes on the planet Are actually changes in the vegetable cover of its surface. S of what floes this vegetation consist we Don t know for certain. Spectroscopically scientists have tried to find the lines of chlorophyll in the spectrum of Mars. As yet they have not succeeded. However or. Gerard p. Kui per of the Yerkes Observatory has succeeded in show ing that the infrared Spect rum of the Green areas is comparable with that of mos ses and lichens. Mosses and lichens Are the hardiest plants of Earth and could definitely exist under the extra Erie conditions on Mars. But while this might establish the nature of vege tation on the surface it would not give a clue to the pre of animal life. There is Little oxygen and water vapor present in mar atmosphere that even the simplest animal life on the Earth could not survive. The presence of oxygen is inferred from the presence of Plant life but it has not definitely been found. From this astronomers infer that there is less than one per cent of the amount contained in the atmosphere of the Earth. During the Many years i have been answering quest ions in the Fels planetarium the predominant question asked was fun t it possible to find a form of life in the universe based on completely different chemical processes from those we some of the better read visitors even raise the captivating possibility of life based on the Silicon atom rather than the Carbon atom which is inextricable Lin ked to our own existence. This land Deal was subject to ratification by City Council and the Parks Board recommended its acceptance. Instead of accepting or ref acting the agreement As would be done in any Ord Miry business transaction the above named aldermen have chosen to publicly create an Issue out of a purely business Deal. 1 it becomes evident Asb fesses. I at the meeting of City finance committee held Friday Alderman Blumberg proposed that the City Fence off 43 feet of Tuxedo Park Boulevard lying on the Easterly Border of Assiniboine Park and the City Surveyor was asked to place a valuation on this 43 foot strip of land. What these aldermen have failed to comprehend is that the 43 foot strip of land they Are talking about has nothing whatever to do with the proposed land Sale or any of the conditions relating thereto. Back in 1906 eight years before the town of Tuxedo was organized the Tuxedo Park land com Pany and the Winnipeg Parks Board. Mutually agreed to each set aside a strip of property 431 feet wide to create a Roadway on the East Side of the Park. When the town of Tuxedo was organized in 1914, this Roadway became known As Park Boulevard. It is therefore just As logical to talk of closing off this 43 feet As it would be for the town of Tuxedo to talk of closing off Assiniboine drive Parkway which extends along the River from Tuxedo Barracks to the Northc East Gate of the Park. This land comprising acres was donated to the City in 1920 by the town of Tuxedo and enabled the City to open the River Road leading from Wellington Crescent to the Park Entrance. In the recent discussions Between the Parks Board and the town of Tuxedo it was agreed that at some time in the near or Distant future As Winnipeg grows the logical development would be to provide a double Lane Roadway with Centre Boulevard on the East Side of Assiniboine Park running from the South East Gate of the Park on Roblin Boulevard to the North East Gate on the Assiniboine River. A double Lane Roadway on Park boulevard1 is not required for town of Tuxedo traffic and probably never will be. There is already congestion of Park bound traffic in this area and in All probability the congestion will become More serious. The present 86 foot Roadway would not be wide enough to accommodate a double Lane Roadway with a Centre Boulevard and the agreement Between the Parks Board and the town of Tuxedo provides for the eventual widening of the present 86 foot Roadway. This widening would be made possible through the Parks Board providing the necessary land on the Easterly Border of the Park. Under the terms of the agreement the Roadway would be widened and paved at some future mutually satisfactory time with an equal Divi Sion of costs Between the town of Tuxedo and the Parks Board. It would therefore appear that aldermen slumbers Simonite Bebchuk and Scott Are talking about a 43 foot strip of land which was involved in an agreement entered into Back in 1906, when the agreement before them for consideration involves an entirely Dif Ferent strip of land which would be used not for the Benefit of Tuxedo but to handle Park traffic and to beautify the Eastern Side of the Assiniboine Park. This further statement has been issued by Council of the town of Tuxedo in an Effort to clarify a simple business Deal. If Council of the City of Winnipeg does not wish to ratify the agreement entered into with the Winnipeg Parks Board All it has to do is allow the option to the Parks Board to expire on july 8th, and the subject will be closed.
