Winnipeg Free Press (Newspaper) - July 7, 1954, Winnipeg, Manitoba Freedom of Trade Liberty of religion Equality of civil rights Winnipeg free press printed published Dally except sunday by Wynn Aptt free Pratt company ctr Tom Stowt Winnipeg. Manitoba. Authorized at a court matter of the office department. Ott Fatwa. Tom Kent editor Grant Dexter am Clute editor Victor Prei dem pull her r. S. Vice president we. Jed re general manaure Winnipeg wednesday july 7, 1954 life with China sir. F. Knowland Republican Leader in he United states Senate has now made Plain his utter determination to deny recognition to the piping regime and to fight with almost any weapon Lor chinese communist exclusion from the United nations. His position is summed up concisely in tuesday s statement by one of his House supporters or. Kit Clardy when red China walks in one door we should walk out. The a conference Between senator Knowland and Secretary Dulles on the same Day produced a meeting of minds on the immediate Issue. The Eisenhower administration is firmly resolved to oppose admission it differs from or. Knowland in refusing to contemplate the withdrawal of the United states from the United nations. As a responsible government it is also bound to protest against schemes for Mana cling the state department in ils conduct of foreign policy by congressional riders and resolutions. Clearly the intransigence of the influential Knowland croup is a direct reflection of the deepening conviction in other capitals that recognition is now virtually unavoidable and is in any Case the Only realistic course in present Circum stances. Thus a Long smouldering Issue threatens to up dividing the free nations and dangerously weakening the front against militant communism. A what is most urgently needed at the moment is a Calm reappraisal of the position of the Western world in its relations with Mainland China. It should be candidly recognized that in dealings with piping the democracies have faced not a Static but a constantly changing situation. At the out set the British May Well have been premature in extending recognition to a surly regime in the arrogant flush of military Victory. Nevertheless by the Spring of 1950, As Public opinion in the United states recovered from the Shock of the nationalist defeat. Washington for reasons valid enough was also moving towards recognition. Chinese aggression in Korea altered everything. As senator Knowland very properly argued it was intolerable that any Power should be permitted to shoot its Way into the United but it does not follow that the senator is right today because he was right yesterday. The fighting has stopped in Korea where the military Mission of the United nations has been accomplished. The struggle in Irlo China was in origin a civil War and remains outside the jurisdiction of the United nations. It is indeed imperative that communist aggression open or disguised should by brought to a halt by concerted resistance hut it ran he argued powerfully that the Knowland policy far from advancing this cause is now a positive deterrent to the realization of those ends which the senator has at heart. T is to often assumed in the United states that recognition implies approval of the government concerned. Yet in practice Washington commonly conforms notably in relations with the latin american states to a much older tradition. Far from being a moral act recognition implies solely that a particular regime effectively governs a Given territory As the piping government certainly controls main land China. What in essence is the counter argument of the know land Dixon Clardy Fortes in the United states in his recent furious attack upon democratic policies the vice president charged they failed to recognize that communist inspired and controlled revolutions like the one in China like the one in i Rio Chiria were really aggressions against free or. Nixon in other words sees China As the instrument of russian communism which is he believes by its nature aggressive. The other View implicit in the in charter is that aggression arises from overt acis and cannot possibly be equated with the Mere existence of an objectionable regime. The Nixon thesis is untenable for two reasons. In the first place it is absurd to deny recognition to a government which Washington considers a satellite when the United states continues to the soviet government which is the heart and Centre of the communist world. Secondly would follow from or. Nixon s argument that the United states regardless of the conduct of communist states should go to War to destroy them. This of course is completely unacceptable to other free nations and no . Government could advocate it without wrecking the free coalition. In Auckland this week the new zealand minister for external affairs argued for recognition on the grounds that such a policy would make it possible to detach red China from soviet Russia. Senator Knowland and his allies May be entirely right in replying that this is for the present a very faint Hope. Rut in the Knowland Nixon policy there is no Hope. It is worse than Barren because it forces China into russian arms. It Means that in virtually All situations the Kremlin must act in International affairs As the spokesman of the piping regime. The eventual Goat of any realistic policy must be a chinese government that is the master of its own affairs but the effect of the Knowland policy is to ensure in Advance that the conditions for such a development cannot mature. Of More immediate concern is the disruptive effect of the Knos land Nixon Campaign upon the free world coalition recognition is not urged As a counsel of appeasement. What is imperative is a United front and an agreed Tine of resistance in Asia. The efforts to establish a line on which the free nations Arr prepared to stand and fight against further aggression Are at the moment being frustrated by the Campaign of those in the United slates who profess to be most anti communist. Worse still the existing measure of collective Security threatened by the aggravation of this tragic rift. In Brief the knowl Anri program offers the United states the Choice of All out War without allies or a foreign policy of utter confusion and weakness. It is obvious that the United states will not fight in such conditions and the alternative is a situation made to order for the Kremlin. Washington though right yesterday is wrong today. The Only realistic course has become the de Facto recognition of the piping government. . Should buy off communism by giving away our surplus wheat j to needy Peoples. Are Kcf j principles the same for bricks 1 As for wheat in the face of according to word from Sas that Brick pile at Estevan. Who slant reminders to the More unworldly . Politicians of a political education laced with such phrases As poverty in the midst of plenty and production for use. Not for it is possible leaving aside the needy of Asia that there Are still a few under privileged persons in Saskatchewan who could use bricks. Naturally distribution presents some problems and it May he found that there is a tendency on the part of the envious or ungrateful to hurl bricks As they would the phrases of politics at the More fortunate or politically favored How or. Douglas proposes to Deal with this matter remains to be seen. As an interim and precautionary measure How Ever he might be Well advised to Call in or. Argue and in the interests of party and Public Tranquillity dissuade him from furl her speeches until ministers Are Well nut of Range of those surplus bricks. Gallant lady a Gallant lady. Senator mar Garet Chase Smith of Maine has inflicted a notable defeat on senator Joseph Mccarthy. Opposed by or. Robert l. Jones a local advocate of sen Ator Mccarthy senator Smith has easily won the Republican primary in her slate and assured her re election to the Senate next november. Her Victory is significant be cause it was senator Smith who first among members of the Senate declared War on mccarthyism. In she is sued her private declaration of conscience repudiating senator Mccarthy s attack on personal Freedom. She was Lold then by Iho so called practical politicians of her party thai she had Thorsby committed in Lilica suicide. At that time it was widely assumed that no Republican could break with the Wisconsin senator and the forces behind him and avoid defeat at the local polls. I senator Smith scorned the counsels of appeasement con i tinned her Campaign and re fused to retract a syllable of her declaration. The vol is of j Maine recently delivered their verdict on the issues thus raised. They gave senator Smith the enemy of Mccarthy i ism about five Rimes As Many i votes is they gave or. Jones her opponent. I her Victory of a Nius. Can not he attributed Rel icily to her v news on senator Mccar thy. Such an Able and popular Daug Hirr of Maine probably would have won anyway. Bui Republican politicians through out the nation have not failed to Nole that the ideals of free Dom in her declaration of conscience Are not. As Thev feared a political liability. The danger of opposing Mccarthy ism evidently has born exaggerated. The teacher s better lot recruitment for schools by a. F. Qualified teacher who j. Wants a Job today has no unemployment problem there simply Are not enough teach ers to go round. Last year for example 556 permit teachers had to be licensed to fill the i jobs going begging in Mani Toba. This is a decline from 1947 when a record 871 per mits had to be issued but the teacher shortage is still the most pressing problem facing i this province s department of education i the background to this Scarcity is clearly drawn. There Are More schools and More pupils every year and there is a trend to smaller classes As seen in the follow ing table. Year number of pupils number of teachers 1953 senator Knowland s strength recognition of China ratio of pupils to teachers 30 attendance at Normal school is significant aspect 3p7 Washington an informal poll shows hat More than 6f senators from both parties Arr ready to sup port senator Knowland s Campaign to rut off funds to the 1 Niord nations and have hip 1 Nitro Stales withdraw from that Organiza Tion if China becomes a Mem ber. By m. F. Watch those bricks Kat Chewan. There Are still a lot of bricks at Estevan where knows what demands will be made upon Premier Douglas the government Plant recently j by the Wilder spirits of the returned to production after j parly being closed Beau set a j of course or who won his last election by convincing voters that he had parted company with the illusions of his youth knows perfectly Well that it is uneconomic to ship bricks to new Guinea. It might be possible to Trade off the bricks for wheat a 1 in turn to give the wheat away except that the wheat Board has a monopoly in that sector which the . Stoutly defends. So there the bricks sit con stockpile of eight million bricks. It is to be feared that this situation is Likely to cause a certain embarrassment to the More responsible leaders of the . Ministry in re Gina. Barely a week ago or. Hazen argue Federal member for Assiniboia was making speeches in Manitoba about How to dispose of another sur plus. He urged in Effort that the Canadian government store diplomacy a most delicate diplomatic task is bring demanded of its employees by the government liquor control commission. In a commendable attempt to be hospitable to american Visi tors and so support our flour Ishing tourist tide the com i Mission Orpi looks the lesser i value of hip . Against i he Canadian Dollar. It accepts the american Dollar at Par in ils liquor stores. But there is one harsh exception to this ruling j if a Canadian tries to profit by it using is. Money is discounted at four per cent. It s up to liquor store clerks to spot the Canadian and save a few cents on every Dollar. How does he do it How can he be sure not to offend americans by mistaking them for vice versa in earlier years of course the typical visitor was distinguished by his somewhat in formal clothes his Cigar and camera and by his accent. But nowadays even the deep South of St. Boniface can produce some amazing drawls canadians Are becoming More flamboyant every year and to complicate matters some americans Are pretty conservative in dress and manners. Perhaps the liquor commis Sion has some other measuring stick one of its officials re plies with a vague wave Well you know what americans Are in the interests of anthropological re search at least this intriguing statement should not pass unchallenged. Come gentlemen what Are americans like today s scripture woe unto them that rail evil Good and Rood evil that put darkness for Light and Light for darkness that put bitter for swept and Sweet Lor bitter Isaiah a 20. Senator Knowland seems confident thai he has ample votes if put the adm Nistra lion under notice in avoid any appear mint of China. In fact several leaders of the House of representatives wish to associate their Ham her with the Senate s action. Senator Knowland new say that the free world must choose Between having China or the i United states in the i Nitrel nations. Rut the Choice is by no Means so Stark. Beyond and question a decisive majority exists in Congress for any move to keep China out of the 1 Nirri nations. The threat to withdraw from the t filed nations causes far More anxiety. Certainly that decision to ult never be reached without strenuous debate in these Nate. It should by understood that senator Knowland. Now Forti fied by powerful democratic support describes his action not As an ultimatum to the Eisenhower administration hut As an ult Maunn to Amer Ica s allies. He has accepted the pledges of president Eisenhower and or. Dulles that they will continue to re Sist the admission of China. All the Senate wishes to do. He insists. Is in put its authority behind Chr administration so that it will be Able to stand firm against the Blandishments of London and Paris. Tran blvd and divided i to spite of or. Adlai Steven son s vigorous statement Over the Weck Ond in criticism of senator knowl Anri the demo cratic party is troubled and divided. It is afraid to support China s membership because the republicans would at once say that the or mortals Are simply continuing their traditional policy of weakness and confusion towards China. In fact the Republican National committee is delighted rather than repentant about the uproar provoked by vice president Nixon s recent speech in which he charged i that China was lost because of or. Acheson s policies. The committee believes the re pub or. Hoover so it should be possible for the republicans to american j run for two or three years More against or. Acheson. Among leading republicans in Congress there is great satisfaction thai the Public de Bate has once again swung bark to China. They would much rather concentrate on the problems of China than on i lie sad Drift of events in indo China where the failure of or. Dulles s and or. Nixon s policy or massive retaliation stands revealed to All the world. Lending critic it would be a mistake How Ever to attribute the present troubles to party politics. Senator Knowland does not create this Public protest he merely expresses it. For Mil Lions of americans his warn Ings Are heeded with respect quite april from his prestige As Republican Leader in the Senate since be has been for Many years the leading critic of chinese communism and Many americans Are con Vinced thai he was More far sighted than the stale depart ment. Whatever irritation May be caused by his personal Ven Tures into diplomacy senator Knowland is a figure of great Force and National stature. It would be perilously wrong to bracket him in a gesture of impatience w i t h senator Mccarthy. What happened in the past few Days to stir his anger can be stated very simply As he brooded on or. Helen s unfortunate references loan East can Locarno he suddenly that the British government seemed ready to respect the existing frontiers of the communist Empire. Now thai idea was abhorrent to him. How could he accept the British thesis when the american government refuses to the right of the communists to Rule China and supports Chiang Kai Shek As head of the legitimate govern ment then after a hit of research had shown him that Locarno brought Germany into the league of nations he began to suspect that the cautious j i expositions by sir Winston Churchill and or. Eden on the need for a new attitude to wards the piping government were designed to prepare the Way for China s admission to the United nations. Hence his outcry. China for an unpredictable period from the world Community. Many Veteran diplomatic observers believe that die Public debates s 1 a i i e d by senator Knowland in the past few Days with their angry tides of criticism lashing away at British and French policy have wiped away much of the Good will produced by the Churchill Ken Mission. Or. Ken May have con Vinced or. Dulles that an Eastern Locarno does not mean a Pacific Munich he still has to make american Public opinion accept that elementary lesson. In Washington today there is a feeling that the real de Bate began not with the visit of the two British leaders hut with senator Knowland s ultimatum. Officials in the a rate department Are so disturbed by this development that some of them Are studying ways to postpone the opening of the Crne ral Assembly until after the congressional elections. They Are afraid that disaster May result if the chinese is sue is debated while Ameri can politicians Are on the bust Ings All across the country j there is a precedent for postponement. The effective Busi Ness of the Oen Cral Assembly was delayed until the presidential Campaign was concluded. These statistics emphasize a significant aspect of the prob Lem. The yearly Supply of new teacher Lias greatly increased hut the turnover in staff holds the teacher Force Down contrary to established folklore. Women teachers Are a Man map Eagle group. Efforts Are being made to retain married teach ers. But the Ideal solution is to attract More men. There has been in fact a gradual increase in the number of male teachers last year com pared with 1.192 in but Many possible teachers regard the profession As poorly paid and otherwise unrewarding they go instead into other occupations. The department of Educa lion therefore must convince More Young men that Learh from the books Kro Rii turf Fol woman by William Wordsworth she As a phantom of de licht when first she gleam it upon sight a appear Tion sent to by a nine no s ornament her pops is stars of Twilight fair like ton. Hei Rynsky hair Bui All things else about her drawn Omni May Limp and the cheerful Down a Lancing shape an image Cay to haunt to its role and Lav. Ing As an occupation has come a Long Way since depression years. Specifically the task confronts or. E. A Reid who was appointed on june 10 to the new Post of supervisor of teacher Supply. There is. In or. Reid s opinion Concrete evidence that the lot of teach ers is decidedly better than is generally believed. Basic salaries for example have increased substantially since pre War years and continue to Rise annually. The Fol lowing table shows the gains average salary for All teachers 1933 s 992 194ft 1952 2.3-3 r moreover new and better schools Are making jobs Mcfrye congenial pensions have been improved and collective bargain ing has been firmly recognized. There Are other features of the movement to improve teaching conditions. With a Bat Lical leaves a qualified teacher May take a year off. Go anywhere and do what he pleases while drawing a salary of there is no compulsion to study although it is assumed that the teacher will improve his knowledge. Aside from leaves a teacher has Exchange opportunities in which he can travel to overseas posts and still receive his regular salary. Tuition a totals the Man who wishes to sep up teaching can train himself at relatively Low Cost. A nor Mal school student can take a year s tuition with room and Board for s357. If he is in financial need he May receive an interest free loan up to s250 he can be awarded a bursary or a scholarship and even get limited employment at the school. Once qualified a teacher Carr improve his position by attending inexpensive summer schools at the Mani Toba technical Institute or the Gimli summer Camp both operated by the department of Kri ucal Ion. These Are certainly consider Able advantages to the teacher. The department of education is confident that much of its trouble exists simply because favourable developments in the teacher s lot have gone unnoticed. If this is Correct and if the up to Date facts about teaching can now be brought Home to Young men and women a steady decline in the teacher shortage should soon begin. Strange anniversary vice president Nixon has infuriated the democrats by another Vio Lent attack on the policies of or. A c h e s o a which he holds directly responsible for the loss of the sub sequent War in Korea and the present indo chinese crisis. This is a Moth eaten charge plausible Only on the some what remarkable Assumption that the chinese were Pas Sive spectators of their own vast civil War. Such accusations appear peculiarly ungracious to the democrats at this Lime since the Eisenhower foreign Aid program was Only recently passed by a coalition which numbered More opposition democrats than Mem Bers of the president s Republican party. This is not of course the time that a vice president violence of partisanship. With out inviting comparisons it May be permissible to men Tion the most famous of All. Which involved not merely political differences but also a Persona feud. At . New Jersey 150 years ago on july 11 Aaron Burr shot and killed the famous federalist Lender. Alexander a Milton and by this act tar Nisliet and ruined his own Cai Eli. In the elections of 1soo the democrats had named Burr As their vice preside in Ial no Minee to run on the same own j ticket with Thomas Jefferson. Rut on the tally of electoral Voles it was found Hal the two men were deadlocked and the violence of the Public lican party can make Impi Tant gains by developing this response shows that senator theme. As one member put it j Knowland regrettably Speaks with cynical clarify the democrats ran for 20 years against for vast sections of american opinion in wishing to exclude Domestic dilemma when a weary husband drags himself Home from the office his wife is in for a Tightrope act. That at any rate is what a doctor writer says in a newspaper column. If a Man feels that his health is suffering from business pres sure and worries his wife must not agree too readily with him or he is Likely to take to his bed. For a wage earner this is bad business. On the other hand the Doe Tor says the woman must t ignore her husband completely or he would be offended. Hence the Tightrope Between too much and Loo Little sym Pathy a neat Little problem for which the doctor does not seriously attempt to prescribe. This May be a very real dilemma for women but it will strike husbands As unsubstantial stuff. When a Man moans about a terrible Day at the his wife does t in fact sympathize with him nor does she disregard him. She immediately responds with a dreary catalogue of the Day s events at Home of squalling children cooking a failures and surly butchers. Woe is Ever matched by woe. Ait yet in t that fellow Mccarthy terrible has distinguished himself for purr was thus in a position to hid for the presidency itself. He had a certain amount of federalist support enough to Force 35 inconclusive ballots in the House of representatives. In the end however his ambition was thwarted by the powerful opposition of Hamil ton which ensured Jefferson s Victory. R again in Iso to when Burr still Roe pc silent aspired to the governorship of new York. Hamilton stood in the Way of this dangerous uttering certain remarks reflecting adversely on Burr s character. The Challenge resulted. And so in the words n the Coroner s jury. Aaron Burr tint having the fear of Gorl before his eyes but being moved and seduced by the instigation of the Devil Felo piously wilfully and of his malice aforethought did make an assault upon Hamil ton s person with a certain pistol of the value of one Dol As duelling was then an accepted custom no prosecution resulted. But Burr s Star was falling. He drifted to the South Western states and be came involved in a scheme allegedly designed to detach a Large Frontier area from the Republic. For this Jefferson had him arrested for treason. The court s finding of not guilty was rejected by the Public opinion of the time Burr became for a period a self exile fell upon evil Days i and never regained the esteem of his countrymen. The report of the Coroner s jury on the Burr Hamilton of i fair is now on Public display in new York. It is curious that Public interest in an ancient quarrel involving an Early vice president should thus be stimulated at the very time when or. Nixon is making the news by his efforts to Des Troy the More recent tradition thai vice Percsi dents should be but not heard ;
