Winnipeg Free Press (Newspaper) - July 1, 1955, Winnipeg, Manitoba Page 12 Winnipeg free press Friday july 1, 1955 views on sport ram.6on Helfand must win in this fight new York Nyht the Illinois boxing commission chair Man Livingstone Osborn is making his pitch for the Rocky Marciano Archie Moore fight a prospective delicious Plum fiscally and fist Cally on the plea that Chicago s climate is better right now than new York s. Jim Norris. Back at is new York desk thursday for further conferences with a Weill will make his decision shortly perhaps today. If he decides against new York the Assumption May be that he is getting even with Julie Helfand for putting him on the stand. The warring fight managers Hope that s the Way it will be. It could be a wrong Assumption. Norris indicated that he favors the Yankee stadium the week of sept. 19. They Aren t talking about the weather in the two cities when they talk about climate. Helfand six months in office As chairman of new York s boxing commission knows that climate Means the atmosphere surrounding his current inquiry into boxing and the punitive action he will take against the defiant local chapter of the International boxing Guild of managers. In new York or Chicago boxing s prevailing climate consists of constant turbulence and heavy Clouds of suspicion and Rumor laced with evidences of mob influence undercover deals and assorted skullduggery. It is the almost unchanging nature of the sport. Helfand is learning to live with new York s climate but he obviously intends to live with it on the terms set flown by the state boxing Law he is authorized to administer. His retort to his Illinois counterpart there s nothing wrong with our climate for a Marciano Moore bout. We have just held iwo title fights which were splendidly promoted. I leave it to the Public to the former Racket busting assistant d. A. May not be Able to change boxing s climate but he is sure Bent on cleaning House. At 1he moment his House cleaning is aimed at settling the Issue Between the commission and the fight managers. Who is going to run boxing in this state the state s Legal Agency or the fight managers now that four world championship bouts have been fought in 44 Days with two titles changing hands the fight fan can concen trate on this Battle Between the commission and the managers. The Public s Champion under the Law has got to be the commission not the fight managers. Helfand has been building his Case during his two month inquiry with great care. He is meticulously keeping within jurisdictional Bounds. The fight managers through their counsel Murray Frank Are challenging his right to inquire into the affairs of the Guild on the ground that the private association of managers organized under the unincorporated Laws has the stature of a Trade Union. Helfand does t concede that the Guild is a Trade Union and even if it is he believes he has the Power granted by the boxing Law to examine witnesses in All matters pertaining to the administration of the affairs of the commis to wit boxing. The managers talk of their human rights and their constitutional rights. But they May have been led Down a dead end by their counsel in challenging the commission. The Guild has built up a fund from its to donations or assessments no one knows How perhaps to carry its fight through the state s courts even to the supreme court of the United states. It May never go that far. There Are Fig lits in the managerial ranks already. On the evidence Helfand has been putting on the record he is prepared to argue that the managers Are usurping the authority of the commission when they ground a fighter ground a ground a promoter. The commission issues a License the managers have the evidence shows operated to nullify the privileges granted by the License. The managers resent some of the High handed actions of the commission in turn they have been getting pretty arrogant. The threat was reportedly voiced by Jack Kearns one of the Guild s masterminds when the question of letting Martinez fight came up. Are you afraid of the Little Kearns said.
