If a province agreed to maintain uniform tax rates and exemption Levels the Federal government would undertake to guarantee that province minimum revenues and possibly would make collections for the provinces. The question of collections by Ottawa would de Pend upon whether the province signed an agreement with the in Deral government. Consequently for the Canadian taxpayer it would mean he would be Only required to fill out one Ottawa collected the tax for the it would not mean double taxation. The total amount he paid in taxes would be no greater under that setup than under the present tax rental agreement. No extra Cost the discussions with the Finan Cial authorities have revealed the Federal government is suggesting the provinces Levy a personal in come tax of 10 per cent of the Over All collection and a Corpora Tion income tax of per cent. Ii the provinces accepted this proposal Ottawa s share of those tax Fields would be reduced by identical amounts so that the taxpayer paid no additional amount. Premier Maurice Duplessis is reported to be insisting that he be allowed under the new plan to Levy a corporation income tax of 10 per cent the Federal government May seek to Compromise with a nine per cent offer delegates suggested. As part of the Over All plan the Federal government would return to the provinces 50 per cent of Suc cession duties collected in each province. At present under the tax rental agreement All provinces except Ontario and Quebec have rented the succession duty tax Field to the Federal government. The revenues for the provinces from the above tax collections would be less than they can now obtain under the tax rental agree ment it is understood. The Federal government would undertake to make up the difference with equalization payments. Ont. Criticism under this plan Quebec and Bri Tish Columbia Are expected to be entitled to equalization payments while Ontario would not qualify. This has already aroused objections from Ontario. They criticize it on the grounds that it Means about for Quebec More than that province is now receiving because Quebec has not joined in the tax rental agreements. Finally under the Federal for Mula there May be a stabilization guarantee to ensure to each pro Vince that it would meet from such an arrangement the direct taxes and equalization Grants a certain minimum amount or floor below which its income would not fall.
