Winnipeg free press. Fat that february la Pace u experimental plan to test Merit pay for teachers Barf coff Loffi by Joan Cohen the provincial government has rejected me recommendations of the Royal commission on Edu cation on establishment of a system of Merit rating for teachers. Instead it will adopt in full a report by a government appointed Merit rating committee which proposes a study be made of the Basic principles involved in evaluating of teachers and that a Pilot project of Merit rating undertaken in one Manitoba school division. Hon. Stewart Mclean Educa Tion minister announced government decision thursday in a Surprise statement before com Mittee of Supply. He said the re port had Only recently been received and no Steps had yet been taken on its proposals. Not True plan he said he could mention Only intention to follow the recommendations they have the committee was appointed last summer by the government to Deal with this single aspect of the commission report. The pre report rejects outright the commission proposals on Merit rating As not constituting a True Merit the commission s report on Mer it rating presented to government m an interim report in 1958, Calls for individual Merit raises to teachers on the Basil of evaluation by school principals and inspectors. The Manitoba teacher s society has one on record As strongly opposing the commission s plan. In in report the committee re on the deceptive simplicity the ventral principle of pay according to it says that the following practical prob lems of implementation Lead to increasing perplexity in applying the principle the extreme difficulty of de fining and measuring teaching competence in other than Subjec Tive terms. The consequent difficulty of attaining uniformity and consistency in the rating of teaching. The variability in teaching situations and conditions. The problems of staff relationship when rating is attempted for salary differentials. No simple Way because of these problems the report says no simple formula can be readily found by which the principle of Merit pay can be implemented. Furthermore it is doubtful whether any scheme externally contrived can be successfully imposed upon any group of teachers. In the opinion of the commit tee the recommendations of the Manitoba Royal commission re Garding the payment or withhold ing of salary Grants on the basis of Merit completed do nol constitute True Merit rating plan. The committee is unanimous in the opinion that it would no be feasible to implement a sys tem of Merit rating on a pro Vince wide basis at this the report says the committee decision was based As Well on an extensive and comprehensive re View of information on experiments in Merit rating in the . And Canada. Experiment first the committee recommends in Stead that an experimental pro act in Merit rating be undertaken n a Manitoba school division under certain controlled Condi ions. The conditions Are the concurrence of the school boards and teachers concerned arid the approval of the depart ment of education. Sufficient administrative and supervisory personnel available. Acceptable salary schedules. At least 75 per cent of teachers qualified for the positions they Lold. Development of an acceptable system of evaluation of teach ing performance. A second recommendation Calls for the setting up of a provincial committee to study teacher evaluation and formulate principles for such evaluation. On the com Mittee would be representatives of the trustees organizations the Manitoba teachers society the department of education and. Pos Sibly citizens at Large. Minority group the committee itself makes no recommendation on principles t somebody has lost something up there Washington special Nyht the Pentagon puzzled thurs Day Over a spook satellite circling the poles. At the air Force they s ail May be it was something the Navy fired forgot about. At the Navy they said maybe it was something the air Force launched and lost. They re always losing discos the Navy Man said. The air Force has had trouble be tackled in Merit rating. And a minority group on the commit tee splintered off from the recommendations of the majority on the establishment of a Pilot pro Val of the department of Educa Tion. report would await of Merit rating principle by the Central body before going ahead with the Pilot project. Or. Mclean noted that Many people to sleeve erroneously that the Merit rating Lyrtee would save the government Money. I should perhaps i think perhaps different people the subject of Merit rating from Dif Ferent Points of View. Some peo ple Wink it will Lave Money. I am now satisfied that Merit rat no does not save Money. Indeed t has been shown to Cost More Money rather than members of the committee were r. W.
