But its worry is very special even comic or pathetic depending on How you look at such things. The chamber s latest Brief to the Federal government says that the present year does not offer a Good Opportunity Tor easing the Overall Burden of in the year s masterpiece of under statement the chamber seems unnecessarily disturbed. Of All the dangers before us the horrid Prospect of tax reduction is the most Remote. We can safely something else. Perhaps the chamber should be comforted by the news from Albany . There governor Rockefeller is planning in impervious bomb shelter to House the state tax depart ment safely underground. That Man has a Strong grasp of essentials. He has made sure that if new York the nation and the entire planet Are blown up the tax collectors will be ready next morning to continue their work. For this provident arrangement let the Good people of new York give Praise in Advance since they won t be there after the bomb Falls. Meanwhile they May wonder what the tax collectors will do to keep occupied when they cannot find a single taxpayer. Any Canadian who reads the debates of parliament the speeches of the Legislatures and the news of the municipalities will hardly be impressed by the menace of lower taxes. No doubt the rates will fluctuate now and then in Ottawa and elsewhere More by the election than the keynesian Cycle but the import of All current debate is quite unless we change our whole Way of thinking the total Bur Den of taxes Over the Long haul is going up. So it must if the state is going to do All it promises to do. Assuming that parliament represents our collective thinking a vastly expanded state is what we want at least with half our minds while the other half does t want the taxes needed to pay for it that phenomenon known to Medicine As schizophrenia is old and familiar but something new has recently been added to the argument. The Diefenbaker government was elected on the Promise to expand the state on a wholesale basis while reducing its Cost. The Bills were to go up but the taxes Down. Throughout that interesting interlude of great expectations no conservative politician mentioned the unpleasant mathematical fact that taxes were bound to go up and when they did a cer Tain cynicism developed among the taxpayers. They began to look for a politician who would have the1 courage to Tell them that if they wanted More government they would have to pay for it. Now at last they have such a politician. On Page 1693 of Hansard the disillusioned taxpayer will find or. Pearson advocating government schemes of capital assistance to encourage Industrial and economic re develop ment in the less fortunate parts of Canada. And then a statement which shatters All the conventions and fictions of politics if that should i suppose it heavier tax burdens no Canadian has the right to complain if the taxes if the Money from those taxes is. Used to put into effect constructive and Forward looking plans worked our in co operation with the provinces we not have under developed areas in this country indefinitely the or. Pearson s words have the great and in politics the unusual virtue of Complete Candor. Among opposition Lead ers indeed they must be unique. Other opposition leaders have commonly promised us tax reductions along of course with increased expenditures. Or. Pearson tells us that if we Are to spend More As he thinks necessary we must pay for it not by some monetary Mira Cle not by mirrors in the Bank of Canada or sleight of hand in the East Block but by the old fashioned method of taxes. But is it enough the City of St. James might request in All fairness that the name should contain some reference to its historic Assiniboine connections. Perhaps metro Winnipeg should be called the red River and Assiniboine metro Politan corporation or red Boine for Brevity. The Kildonan would be excused if they took exception to this so it seems Only fitting that the name should be t h e red River Assiniboine and Kildonan metropolitan corporation. Its Short form would be Kil Redbone. Does this sound silly of course but no sillier than the argument that the Plain simple and sensible name of metro Winnipeg should be made into a Tongue twister to satisfy a minority of t h e people concerned. Coal for Japan the increase of 51 per cent in Japan s sales to Canada in the first 11 months of 1959 is most encouraging. It would be even More so but for the Cana Dian government s strenuous efforts to make that the increase does not continue at is but will severely restricted by so called Volun tary Japan is Canada s second Best customer for wheat and is a Large importer of our bar Ley. But these Are not the Only Canadian products which Japan buys in substantial quantities. That country now has ordered or intends to or Der a total of Long tons of Alberta Coal from the Crow s nest pass Fields and another tons of anthrax cite Are reported to have been ordered from the Canmore Field. Japan wants this Coal for her expanding steel Industry. A recent japanese information bulletin noted that Japan s production of Blister steel in creased by 35 per cent in 1959 and this expansion is expected to continue. Which Means that the Market for Coal is an expanding one also. But Japan will buy Canadian Coal other things being equal Only in the amount that she can afford to. Restricting japanese sales to Canada is a certain Way to restrict Canadian Coal sales to Japan. It is therefore in the interests of Western Coal producers to bring All influence they can to Bear on Ottawa to permit the freest possible flow of Japan Ese goods to Canada. On wednesday or. Hugh Gaitskell the Leader of the labor party will submit a draft of his proposals for the re statement of labor s Aims to the National executive of his party. If the draft or the sub stance of it were to be rejected or. Gaitskell s position As Leader would., be gravely challenged but the Assumption is that a majority of the National executive will sup port or. Gaitskell. That would by no Means a the end of the controversy for any re statement of Aims approved by the executive would have to be submitted to the representatives of the party As a whole at the annual labor Conven Tion in the fall and the critics Are expected to fight hard at that on thursday two parliamentary by election results will be declared. Labor is defending Brighouse and Spenborough an Industrial constituency in the North of England which was the party at the general election of last october with a majority of forty Odd. The conservatives Are de fending Harrow West a non Industrial dormitory area of greater London which they cd at the general election by j. F. B. With a majority of the conservatives naturally sup pose that they will be Able to capture Brighouse Speri Borough because labor at this moment is torn with Dissen Sion. But it May not be so easy As that and it is a Safe prophecy that the conservative majority in Harrow West will fall. Both by elections Are being fought in rather Peculiar circumstances. In Brighouse and Spenborough there is a straight fight Between a lib eral arid conservative and labor As there was last octo Ber but the Independent. Liberals in the constituency Are annoyed that they were discouraged by party head quarters in London from run Ning a candidate of their own. Last week eight former officers 6f the constituency lib Era party issued a declaration in favor of supporting the ground that the government candidate was filth Ting under false colors by describing him self As Liberal As Well air there for decades been a quarrel in this constituency Between the Independent liberals and the National Liber als who were formed in 1931 by the Liberal member for the constituency sir John Simon later lord the National liberals Are indistinguishable from conserva Tives and have no connection whatever with the Independent Liberal party which is now trying to re establish it self As the Radical alternative to the conservatives what the effect of the declaration by the eight Independent liberals will be on thursday s voting remains to be seen but it will certainly bring some support to. The la Bor candidate. There is a special complication in Brighouse and Spenborough because of its dependence on the Wool textile Industry. The Woollen Trade in the u a. Is conducting a Campaign against the . Tariff on textile imports and since the . Government can do pre Cious it some of the frustration May express itself in abstentions from support of the government candidate. The Harrow West contest is even More complicated. When seat fell vacant by the death of the conservative member there was fierce Competition for the conserva Tive nomination what could be jollies than an majority in a sear so near Westminster the conservative association finally chose mr., Jack Page but this selection left behind it a great Deal of bitterness within the party. Last october conservatives had a straight fight with. La is disease without a cure pressing social problem a colder climate is fre Quentin considered a healthier climate. And so it May be for most diseases. In the Case of multiple sclerosis however the reverse is Rue. The incidence of is is greater in Manitoba than in Florida and frequency of the disease grows As one travels from South to North. The ocal governments Are Reluct ant to take on responsibilities which in time will be assumed by the impending metro Council. In some cases this is. The proper attitude. It would be wrong for a local Council to Start a major undertaking which might clash with metro plans. On the other some matters simply must be Pur sued. The metro Council will have s hands full for the next couple of years with a number of very Complex matters. If the municipal councils let things Drift now they will make the task All the harder and May even do an injustice to the people they represent. The Powers accorded to the metro Council do not become effective the minute the coun cil is elected. They have to be taken Over stage by stage and each new responsibility is subject to approval by the lieu tenant governor in Council. Until metro takes Over any particular function it is up to the municipal councils to carry on. With the work that has to be by a. F. It is a clue which so far has yielded no tangible Evi Dence to support any theory about is. Multiple sclerosis a disorder there is Patchy destruction of the nervous system and a consequent paralysis was first described by Charcot a French neurologist in 1868. He also described a related condition Amy trophic lateral sclerosis which took the life of the noted baseball player Lou Gehrig. Nearly a Century of recognition has failed to produce any thing to reduce its mystery. Research has followed Many paths including the search for a virus the study of fat metabolism and the theory related to the cold climate incidence that is May result from a toxic agent. It is a trial and error course but everything reasonable must be Given a trial. The multiple. Sclerosis society of Canada exists primarily to stimulate research and pub Lic interest in this crippling disease. The Manitoba chapter for example supports investigations being conducted by three doctors in the Princess Elizabeth Hospital. It is no less actively engaged in direct Aid and encourage ment to people who have multiple sclerosis providing Ortho medic appliances and. Attempt ing the mental and emotional distresses of the victims. Bulk of recent for the Manitoba chapter have come from the Sale of oranges an annual Effort and this Money has been augmented in particular by the work in various Fields of the St Boni face kiwanis club. A notable contribution by the club was its Campaign in 1957 to establish an out patient department forms patients at Princess Elizabeth Hospital. The greatest need at the moment however is addition Al support by citizens in the rehabilitation work of the society. Or. I. Alex Rosney chairman of the Manitoba chapter said recently we Are desperately in need of assistance from a ladies auxiliary which would be in a Posi Tion to visit Many of our patients in their respective Homes and nursing the work at present is being carried on by an extremely Small and overworked executive. The society s claim for pub Lic assistance is. Strong. Multi ple sclerosis appears to have a far greater incidence than polio in Canada. A Survey in Quebec five years ago showed that one third of All paralysis cases in that province were due to multiple sclerosis. In spite of every Effort by the medical profession is re Mains to the patient a slow deterioration of Many of his it remains an out standing social problem that should arouse the interest and support of Many More canadians. They base their Hopes on the Energy of the candidate a Young Man on dissensions within the labor party and on the fact that there is a revival of interest in liberalism which should show itself particularly in such a constituency As har Row West where voters May dislike socialism and find conservatism too materialistic. Or. Dayton is rather an oddity. He is far to the right of the conservatives. He does not want the . To be entangled with the German French und american admirals and generals in nato but wants the . To stick to our real cousins in the at a re cent press conference he was asked if he were a pour Aclista replied or Dayton be cause i Don t like the he is a successful civil engineering contractor and regards government departments As incompetent i should be surprised if or. Dayton polled More than a thousand votes though he May attract the old fashioned imperialists who otherwise would have voted conserva Tive if they voted at ill. It is possible also that or. Dayton May attract the votes of those conservatives who Are uneasy by the con sequences of the decision to treat the Federal German government As an equal in nato. The . Government stands on the principle that the Best Way to prevent Germany from becoming once More a threat to european peace is to treat her As an equal within the International control exercised by the nato Council. But this is leading to results which Are certain to Embarrass the government. Some Mem Bers of the Public will not Wel come the presence within Bri Tain of Federal German troops even though they would be training to perform a nato role. Or. Dayton does not want germans . Because he does not like foreigners at All. The labor and Liberal candidates Are both reluctant to see nuclear weapons in the hands Jot German troops. Or. Wallbridge is in fact a Mem Ber of the Campaign for nuclear disarmament and in. Cer Tain circumstances would sup port unilateral disarmament the . In this he goes beyond offi Cial Liberal policy which agrees that the Western Alli Ance but not the . Should Dave the nuclear deterrent. Or. Jenkins stands on official labor policy but it would not take much to turn him into a unilateral disarmed too. The electors of Harrow West therefore have a splendid Opportunity to pronounce upon some of the principal controversies in current . Poli tics. Shades of 1953 or. Roblin has come a Long Way in the past seven Acari. Back in 1953, As conservative member for Winnipeg South he introduced in the legislature a Resolution to legalize the Sale of coloured Margarine in Manitoba. Nothing came of it and of similar resolutions in the years that followed. But in 1958 or. Roblin became Premier of Manitoba and today Heads a government with a solid majority in the House. Surely one could have expected or. Roblin to put into effect the Resolution he so bravely introduced in opposition seven years ago what has happened last year a conservative Back Bencher or. Richard Seaborn introduced a Resolution essentially the same As that introduced by or. Roblin in 1953. Did or. Roblin and the rest of the conservative group in the House stand up and vote for their colleague s Resolution on the contrary All conservatives except or. Seaborn weasel de. They voted for an amendment to put the question of coloured Margarine in the hands of an Independent Board of inquiry that would investigate the economic and social con sequences of coloured Margarine. That was or. Roblin s first evasion. In september he appointed the promised commission. It was a one Man com Mission in the person of Dean w. J. Waines of the univer sity of Manitoba. Or. Roblin said that Dean Waines would provide the government with an authoritative review of the pros and cons of the Dean Waines heard Many submissions and made his report last january. It said that colouring Margarine the same As butter would not have an appreciable effect on the Sale of butter or Margarine. He therefore flatly recommended the removal of the ban on the Sale of coloured Margarine. There was or. Roblin s authoritative review of the pros and cons of the question. What did or. Roblin do he evaded the Issue again. The government refused to bring in legislation to implement the commission s recommendations. Instead or. Seaborn again brought in a Bill As a private member s measure and or. Roblin announced that the government would permit a free vote on it. That was the second evasion. Debate so far in the legislature on or. Seaborn s Reso Lution is exactly that which has been going on for the past ten years. The commission and its recommendations have had absolutely m effect on the legislators. The taxpayer can Only wonder Why or. Hoblin bothered setting up the commission at All except of course As a Handy Way out of his dilemma last taxpayer would also like to know How much the commission Cost How much he has to pay for or. Rob Lin s continued evasion of a very important question. R looked for a while on Fri Day As though All the estimates were going to be cleared away in one huge surge of Effort. It did t happen to turn out that Way but the com Mittee of Supply has certainly been making up for lost time. The municipal affairs Esti mates which were introduced at on Friday evening took Only ten minutes of the committee s time on monday Only one item remained in passed and that one had been left open on Friday to allow Edmond Prefontaine who missed Friday s debate to speak. Prefontaine commented that Maurice Ridley the minister was Lucky that his predecessor in office or. Prefontaine had left things in such Good shape wished him Luck and let it go at that. When John Carroll introduced his labor estimates his opening statement was even briefer than or. Ridley s was on Friday. This debate confided or. Car Roll i become increasingly impressed with the virtue of by p.m., labor was All packed up and the minister had his Money. After what happened to his Public utilities estimates he must have found his Good Fortune hard to believe. However fortunes in the sup ply committee Are by no Means found they Are made. And one Way to make them is darned Well not to let the Las go Home until they pass a satisfactory number of items. But of moving concurrence but at while Gur Evans was glowing on and on about the marvelous co operation enjoyed by every one involved in civil defence a Little conference was convened at or. Campbell s desk with messes. Campbell Rob Lin and Paulley As the Princi pals. Or. Paulley came away from the meeting beaming. Twenty minutes later when the last item in the Industry and com Merce estimates was checked off or. Roblin adjourned the House. When it comes to techniques at the bargaining table the labor conciliators that the Kcf worried about most of the afternoon could probably Benefit greatly by a lesson from these three gentlemen. After that the capital Supply estimates have to be discussed but with the committee in its present stage of weariness they should to take too Long. Or.
