Morocco today adding Industry to Independence by Stephen Hughes Rabat special owns after obtaining political Independence from France and Spain four years ago Morocco is struggling to Ach Ieve economic Independence without which the nationalists say their Poh Cal autonomy is mean ingless. As in most newly Independent colonies the problem Here is to free the country of foreign econ Omic domination which is consid ered to be a dangerous form of outside political pressure. In mor Occo As elsewhere thin Calls for drastic reconversion because for nearly so years this country was merely a subsidiary of the Span ish and French economies particularly the latter since Over 80 per cent of Industry plus 75 per cent of foreign Trade and finance were controlled by the Frerich. The first Steps were diversification of Trade by signing a score of new commercial agreements with countries such As communist China Russia East and West Ger Many Italy the United Arab re Public Iraq etc., and virtual withdrawal from the Frame zone Fol Lowed by devaluation and the Crea Tion of a new floating currency the dirham which goes into circulation this year. Bad aspects the shift i Trade coupled with higher import reduced the Trade deficit and also Cut France s of the moroccan Market to Lees than 50 per cent unfortunately the improved foreign Trade balance is also due in part to a reduction in capital equip ment imports without which eco nomic development is being slowed considerably. Similarly by leaving the franc zone and devaluing its currency Morocco normalized its finances but at the came time these measures caused a flight of precious capital be cause of Lack of Confidence which was already at a Low ebb for political reasons. Furthermore economic develop ment depended in the past on Aid from France which suspended its assistance three years ago and this has been replaced Only partly by . Aid amounting to i four years almost As much As France used to give in a single year. To promote economic develop ment and inspire Confidence the left Wing government of Premier Abdallah Ibrahim has sought to allay fears of nationalization and encourage new investments by hit Ting on a new formula which is a mixture of capitalism and social ism. Controlled monopoly an investment charter guarantees foreign investments repatriation Grants num Erous fiscal and Tariff and provides several real incan lives for investors who Are often 6ffered monopolies of the moroc can Market. This monopoly idea which works by raising the Tariff on imports of the products to be manufactured in Morocco by the new concern could Lead to the foreign economic domination the government is trying to avoid if it were not for the fact that the government itself also participates in the ventures. This is the Case with new in vestments like the italian Oil re finery French truck and Automo bile Assembly plants and an Amer ican tire factory in which the government holds Between 75 per cent and 40 per cent of the Stock. Sim Ilar arrangements Are to be made for an ambitious steel Mill and chemical Combine. The advantages of this system As far As the minister of economics Abderrahim Bou Abid is concerned Are that it inspired Confidence by showing the government is willing to Gamble its own Money while also giving the state a Finger in the pie and enabling it to control the Economy. Or. Boua bid s capital socialism has produced Concrete results in the form of new investments Worth with the possibility of doubling this in the near future. The Sun says Hong Kong police believe the smuggling ring is master minded from Hong Kong and there is a network of brokers and agents in the countries in which it operates. Police believed the largest num ber of smuggled immigrants were sent to Vancouver. Montreal and Winnipeg were other priority tar springtime laughs at rumours of War by i. E. Norman Smith Cologne Germany special it is perhaps just the kind of skin deep observation that re porters Are said to Deal in but in the last couple of hectic Days and Miles it has seemed hey take their world crises More easily Here in Europe than at in Ottawa. In Ottawa last wednesday most people thought we were mad to be packing bags for Europe the papers and radio and to were full of gloom and it was news if someone said officially there would be no War. Only Sally in our of fice had it philosophically right maybe you re going to the Best place if they re going to Start shooting those things you la be safer there than driving Down the North Shore of the Ottawa River to Montreal things settled a bit. The Black and White cows ruminated in the Mea Dows fresh dandelions a pleasant change from Winter feed. Farmers had an Eye on the rising River but neither they nor the watching Laurentian Hills seemed to be giving Khrushchev a thought. In Dorval Airport All was noise and confusion but that had Little to do with Khrushchev. Still above and beyond that Airport s custom Ary bedlam the radio could be heard and parting guests talked about rockets and a ticket taker seemed to be putting undue sincerity in his wish that we have a Safe return. But there was Ireland and All so Calm that it seemed the most natural thing to do some shopping in the tax free port at . Our time. A bowl of porridge brought not a word from the about Khrushchev and the Colleen at the sweater counter was All for gearing us for sports and not air raid shelters. No War could not have come to Ireland not yet anyway. No guns then Paris. This was a bit Dif Ferent for As we coasted along the Tarmac our Pilot muffled a Yawn into his Loudspeaker and said that if we looked out the port windows we could see Khrushchev s plane. And there it was Large As a barn yet seemingly mounting no guns. Matter of fact. Just As our lot was shepherded into the comfortable Salon and Din ing room of orgy Airport the great Nikita was a few away saving Farewell to France. There he was on the to screen in our restaurant room. Five Youngish French people by Young ish i now mean in their forties Tat at a table nearby quaffing their periods and greeted Khrushchev s upraised oratorical fist with mock fear or roaring guffaws meanwhile the waiters and attendants Ness. Went on could t about care their Busi less they seemed to say and the travelling French stocked up at the Book counter with mysteries and Pic Ture magazines. A Mere transient and in route to Germany i could t go out into France so to speak. But through the Airport All looked much As usual in France workers in Blue not work ing very Izard a woman on a Bike with a Yard of bread under her a thu Driver arguing with a policeman. Everything to be March ing Well Here but next it up germ any and that was destination too so on guard every one and count your be fore leaving. Dussek Orf was having rain and who can War in the rain indeed they seemed rather to like it. It had been a Good Spring and As we drove along in a car towards Cologne the eternal Countryside looked More so than Over. Interesting neither the friends who met us nor anyone else so much As mentioned the oddity of two people leaving Safe America for War threatened eur Ope. Indeed it was some hours later that i dropped in As off hand a manner As possible a gentle enquiry As to whether West Germany was very excited about Khrushchev s going to East ber Lin. Just folks the query scarcely gained a serious answer. If anyone in the world had been surprised at Khrushchev s rudeness in Paris it was not West Germany. We be been saying All along you can t negotiate with that they seemed rather pleased that the great Summit had fallen on its face even before Berlin or germ any was mentioned. Maybe the allies would now realize that if no Compromise or agreement can be found on the German questions the fault May lie More in Moscow severity than German obstinacy. But whoa that is and my wife and i Are letting out to have a bit of a look at Europe not in terms of politics and economics and statistics but of people. Perhaps some politics later. I suppose i should t have surprised to see the new Cologne its Graceful new Bridges is crowded stores with so Superior a Knack of display of goods than ours its Coffee shops whose Choco late is still better. These people livestock Day program set for june 10 up to Date livestock research projects at the University of Manitoba will go on display june 10 when the agriculture faculty holds its annual Manitoba livestock Day. Research work completed last year by the animal science Divi Sion of the faculty will be out lined by staff members at the live Stock Day scheduled to Start at Cost. Special emphasis will be placed on nutrition in Swine Dairy cattle beef cattle and sheep. The pro Gram also for discussion on pelleted feeds rotational grazing and the use of hormone implants and a tour of the rotational grazing area and tin new livestock build Ings now under construction if scheduled. Seemed not worrying about Khrushchev. Radios were not blaring anywhere in the town though that was the Day of Khrushchev in East Berlin. But i was surprised for i Haven t seen Cologne since 1946 when it seemed but one Large Brickyard and scrawny half Clad children ran wild almost like dogs through the ruins Quick to smell out a tourist with gum or possibly a pfennig. Cologne like All West Germany has indeed risen again but in t it interesting that one of these Rhine Bank communities so utterly devastated in the last War seems not to be patently Ner Vous about a next War Spring blooms note i say seems not for doubtless underneath there must be the Strain of living so close to the Eye of the Hurricane even though it appears quiet is it strength from a philosophy of helplessness can a country not even count itself a country but is a Bouse divided and beset can such a place and people continue Day in Day out to live dangerously nervously and with fear or must it develop a protective hide and simply carry on with its own affairs hoping and working for the Best in any Case War is not in the air for the air just now is too full of Spring. X War last night the president held a reception in Bonn and a Little later society and diplomacy found itself at a Ball Given by the military War this after noon in fact just As soon As i finish this paragraph somewhere and of us Are going to the soccer play Down in Cologne. The photographers for the Walt Disney picture the vanishing Prairie. In an excellent series of Bird pictures the grouse and Scarlet tanager shots were among the most colourful. Pictures taken in the government Buffalo Parks at Wainwright alta., and in Mon Tana showed animals of All Ages from Tawny awkward calves to the aged bulls Bosses of the herds.
