It is the latter who group the Active democratic forces within the six countries and they who therefore difficult for British political parties to Side with their opponents on general tical issues but line up with the Gaul St regime on Community issues. _ it is most unlikely on the other hand that five of the pre sent members of the Community would any dilution of the existing institutional arrangements. Britain _ As a member of the Community in its existing to reinforce. Their own efforts to obey its rules. Deal with the authoritarian tendencies within its. Member countries. Once inside it would . Interests there Are a number of areas of economic policy in which Bri Tain s own interests would Sug Gest either a hastening of the Rome treaty s timetable a strengthening of its present mechanisms for policy making or an Extension of the process to new Fields. Clear for instance that the role of. An enlarged Community in world Trade would be so important and the British in Terest in safeguarding the econ Omic prospects for common wealth countries so compelling that it would be hardly possible to delay the formulation and implementation of a common com Mercial policy until the end of the transition period. Once Bri Tain had entered this would be a major priority. For the same reasons Britain would also be anxious to see the evolution of a concerted Effort in the Field of Aid policy again in order to safeguard the interests of the developing common wealth countries and to see that the Community did in fact con tribute to their welfare. In the same Way the needs of Britain As banker for the Sterl ing area would also compel a rapid development of close co operation if not More Radical Steps As far As monetary policy was concerned. Planning Given also the present apprehensions about the United King Dom s ability to arrive at a High rate of growth and the govern ment s own acceptance of the need for much greater Overall economic planning than before we should also find it in our own interests to develop the com own action to promote growth. In this context it could be that the labor party would also apply pressure in this direction. An evolution of this sort would not be at All surprising in View of its own Basic ideas and the attitude of Continental Socia list parties. It is much More doubtful on the other hand whether the United kingdom would readily accept the need or the desirability of other changes of a far More explicitly political nature which Are already being Canvas sed in the present Meinberg countries if is difficult to. Imagine for instance that in the first few there would be much spontaneous enthusiasm for direct elections to the european Parlia ment. Apart from a natural resistance to a measure that Many would undoubtedly interpret As a Means for further reducing parliament s own role in affairs there is no doubt that him t -1 f i v j a r 7 f 4 t Loose Diamond Sale special Purchase of Carat.y2 Carat 1 Carat diamonds Mckinney have recently purchased a Large parcel of Loose diamonds j direct from the Diamond cutters this is a real honest to goodness 5 direct from the Diamond cutters Opportunity to choose a Large Diamond and mounting at great savings. Strong group to this context the Central problem is the existence in Strasbourg of a Strong Christian Democrat group which at pre sent holds the Centre of the stage in terms of numbers and influence. It is most unlikely that British conservatives would wish to enter that group for fear of the taint of Popery they would therefore be in danger of political isolation. The accession of Denmark and Norway might prove particularly helpful by providing a fur ther nucleus of conservatives of rather similar views. But while it might Well be that on Many issues British conservatives would find it possible to agree with the Christian democrats it would undoubtedly time for them to come to terms with the political complexion of the parliament. Until they had done so it is unlikely that they would be in favor of so. Radical a step As the institution of direct elections which the present members of the parliament have already proposed. For the labor party the pro Blem would undoubtedly be much less acute. As members of the socialist International with. The Continental socialist parties they already have Many personal contacts and a certain common Stock of political ideas which they share with them. Nevertheless for them too there would be a number of immediate difficulties. Labor the views of a majority of the parliamentary labor party on integration certainly differ very much from those of the bulk of the Continental socialists and it is doubtful if they would wish to subscribe to the european pro Gram elaborated by their Continental colleagues. On such issues As Berlin and East West relations there Are also considerable tensions and it would be unrealistic to expend that these would be resolved overnight. Similarly for the Bri Tish liberals the direction taken by to Crimond is far from tha characteristic of the Liberal group of the parliament which includes such figures As m. Ple Ven and signer both of whom Are much farther to the right. That party therefore would also need time to find its feet for All these reasons and quite apart from the natural resistance Likely to be encountered in the country at Large to the novel and indeed revolutionary idea of european elections it is quite Clear that no substantial pressure for be expected for the first year or two from a Britain inside the Community. Parliament on the other hand the medium to Long term Prospect might Well be quite different having prided ourselves with for. So Long on our own parliamentary system and criticized the Continentals for hav ing failed to make their own apparatus of responsible govern ment work properly we could hardly be satisfied for Long with the present arrangements within the Community. While it is True that at present most members who have had experience of the consultative Assembly of the Council of Europe and other similar bodies Are inclined to regard All inter National assemblies As Mere talking shops the european parliament would appear in a different Light once it became Clear that its own Powers both actual and potential were in a quite different category. It would then not be unreasonable to expect that the strength of British respect for parliamentary government would reassert itself in the context of the Community and seek to build up the strength of the european parliament. As far As the. Political Exten Sion of the Community in other directions and particularly foreign policy and defence is concerned a rather singular Evo Lution could be expected. Iny tally the whole weight of Bri Tain s traditional attitudes to Continental political involve ments would undoubtedly work against any moves Likely to carry Community treatment of these matters beyond the stage of closer consultation on the lines being proposed at present by the French regime. C wealth fears that any deeper involve ment might threaten the present fabric of Commonwealth Politi Cal links involve Britain in sup port of German Aims in the East or French policies with regard to nato would All Point in the same direction considerable caution and a reluctance to assume new commitments. On the other hand a change of regime in France and the realization of the positive role thai the Community can play in such issues As helping the develop ing countries could find Britain in the Lead in suggesting further coi ordination Between the Mem Bers of enlarged Community.
