St. Joseph s Hospital in Ham Ilton has a 76-bed floor ready to be opened As soon As staff is available. Medicine Hal general hos Pital in Alberta has suspended its first year of nursing training for the 1963-64 term because of a shortage of instructors. These Are examples of a prob Lem that has been receiving wide attention in Canada in re cent problem of getting enough nurses. A Cross Canada Survey by the Canadian press shows the extent of the problem ranges from real shortages of nurses in some Rural areas to a tenuous balance Between Supply and demand in Urban regions. In some places the shortages Are spasmodic Felt during summer vacations or when new hospitals or wings Are built. In areas where there Are enough general duty nurses there May still be Lack of Public health administrative or teach ing personnel. Hospital officials and spokes men for nursing associations offer a variety of reasons for the shortages that exist. Some times it s a combination of fac tors. On the one hand More canadians Are seeking Hospital treat ment. But while admissions to hospitals have been rising the nurse s work week has in most regions been reduced gradually to 40 hours. Business and Industry Are attracting More and More women who might previously have gone into nursing. And the Sal Aries paid nurses Are rarely High enough to draw any but the most dedicated Young women. Improvement in the training of nurses is in itself a contributing Factor. Nurses now perform some medical procedures for Merly doctors. The result is that More nurses Are needed for the same number of patients. Higher salaries in the United states act As a Magnet for some Canadian nursing graduates. Duties broadened or. Canada s ratio of nurses to populations one for every 260 considered one of the Best in the world she says. And 10 per cent of High school Grad fairly Good proper into nursing although an average of one in five Don t finish nursing school. But utilization of nurses is not or. Mus Salem declares emphasizing that 15 per cent of their time is spent on non nursing duties. This opinion is shared by Dorothy m. Percy the Federal health department s chief Nurs ing consultant who says that while nurses Don t do As much cleaning and scrubbing As they used to the clerical work has increased. Miss Percy concedes that the increasing availability of Nurs ing assistants helps but that standards tend to get diluted unless there Are enough registered nurses on staff. There Are practising nurses in Canada. But Many others have Given up nursing for various reasons often to get married and raise families. In Ontario alone of registered nurse Are not work ing at their profession. In predominantly agricultural areas the Supply of nurses May depend on the crops. In a Good crop year Many married nurses quit because they no longer need to supplement their Hus bands income. In a bad year they May go Back to work. Lff iian Pettigrew Secretary of the Manitoba association of registered nurses says shortages exist in Rural areas and even increased Sal Aries Don t seem to help. Most hospitals have adequate staffs but would be happier with More nurses. In Ontario a committee of experts appointed to investigate the situation said that to keep Pace with needs the province should expand the capacity of nursing schools to double the yearly output by 1968. This would mean graduation of nurses a year compared with the present in that province. Jeanneret always a staunch supporter and other Toronto friends with helping her found the Alli Ance Ca Nadienne. Launched in 1953 to Foster an essentially Canadian patriotism to encourage contacts and Friendly relations Between Citi Zens of French and English expression and to promote the greater use of both languages the Canadian Alliance began with branches in the capital cities of Ontario and Quebec. These were followed shortly by other groups in Montreal Winni Peg Sudbury and this work proceeds at Saskatoon Vancouver Edmonton London Hamilton and in several maritime centres. As Madame Saint thaire sees it this is truly a Miracle Organiza Tion we have no formal administration and few funds but it grows and Broad interests l Alliance Ca Nadienne. However is just one of Madeleine Saint Hilaire s remarkable endeavours. Though her efforts Are provincially sponsored and she is doing a spectacularly Fine Job of sell ing Quebec in ways there is nothing insular about her approach. Her interests Are As Broad As the country she serves she helped organize the Quebec Citadel Branch of the business and professional women s club and is Quebec representative 01 the Public relations committee of its Canadian federation. She was the official Delegate of Canada s business women when the Cana Dian Centenary Council recently held its third annual meeting Anc she is marshalling a special women s committee in her Home City its objective a Centen Nial project which Quebec women might sponsor for the 1967 world s fair in Montreal and for Canada s Hundredth birthday. You know we women in Quebec province Are still try ing to achieve the Equality already enjoyed by our Sis ters in other parts of the country Madame Saint Hil Aire explains but that is not to say we Aren t vitally interested in everything that makes for the Good Canadian life. Women of Quebec know they can t get something for nothing. 3ut we have not been Given the asic knowledge we should have o be really Well informed. She broadcasts and appears on television for the Csc and a privately owned station in Quebec City. She talks to service clubs Church groups and University classes presents books on French Canada to College Libra Ries and shows films on the Cul Tural resurgence taking place in Quebec province on the new and traditional skills of its artists and craftsmen its writers and musicians. She describes the fun and fantasy of the Quebec Winter carnival the Beauty of the que Bec Countryside the friendliness and Good sense of its people. Separatist factions she does not deny the exis tence of separatist factions but having devoted ten years of her life to the promotion of Sicul Tural ism by peaceful and More potent Means she tells her audiences Don t judge the separatists by what you read in the scare headlines.
