Based on study the nine member advisory to be an outside watchdog Over the financial operations of the unemployment insurance to forecasts on an actuarial study prepared by j. W. Kroe cer senior actuary of the fed eral department of insurance. The Kroeker study said the und can be expected to be in tie Black by about y Deo. 1 this year. But Winter unemployment would eat away at this surplus having a deficit by March 31, 1964. By May 31, 1964, he nosedive into the red would amount to about the study said. Both or. Kroeker and the advisory committee said that pos sible legislative overhaul to the unemployment system will not Lave a significant effect on the operation of the fund this Winter. The government plans to bring legislation before parliament at the fall session to implement some of the recommendations of a special committee of inquiry hat studied the unemployment insurance program. The committee headed by Toronto insurance executive Ernest c. Gill proposed a drastic overhaul of the insurance scheme to place it on a better looting.
