Winnipeg Free Press (Newspaper) - August 5, 1963, Winnipeg, Manitoba Much is that Doggie in the i la be a Good boy Puppy love for Sale 6 and i Promise to bark softly .9 Wanna buy a dog the Winnipeg City Pound has about 35 of them. Some bite. They Are not for Sale. Others have been turned in by their owners because they bother mailman. But most Are nameless strays picked up by the Pound during the past two weeks. Lost or abandoned by their owners they Are lonesome and unhappy. Many still have the shreds of a broken Leash hanging on their collars. They come in All shapes sizes and colors. Some just mutts most Friendly homely muffs but some Are purebred. They Range in size from a tiny Black Spaniel Pup which can hardly walk to a great Bear of o German Shepherd Collie weighing 70 pounds. Some show signs of haying been Well trained follow ing commands readily. Others Are still pups All legs and Tail and Tongue and not much sense. The Price of a dog at the Pound is plus the Cost of a licence if the purchaser lines in the City. If the buyer lives elsewhere the Price is plus the Cost of a licence. Kept week for owner after a dog is picked up it is kept one week to be claimed by the owner. If the owner does not appear the dog is offered for Sale and kept another two or three weeks or until if is sold. O dog is not claimed or sold at the end of this period it is put to unless Pound keeper Joseph Zajaac s heart softens and he takes the Dag Home himself. The Pound handles about 30 to 40tdogs a week Al though there Are More in the Winter when they can t scrounge for themselves or. Zajacz says. The corporation made up of 28 Winnipeg businessmen was established this Spring by special act of the Manitoba legislature. Its task will be Urban redevelopment in downtown Winnipeg especially in the area Between main Street and the red River South of the car station the area known As South Point Doug Las. The redevelopment will be car ried out in conjunction with the development of a Manitoba arts Centre opposite the City Hall As a project marking the Canadian and Manitoba Centennial. The form of the redevelopment is the topic of a mounting dossier building up in the offices of corporation executives. While the corporation has been in existence since Early May it is yet to hold a formal meeting. It is waiting for the Manitoba Centennial corporation which will Pilot the arts Centre project to be appointed by the government. Master plan but while they Are waiting corporation members have been meeting informally and the file of ideas borrowed from develop ment projects in other cities or brainstorms from Winni Eggers has been growing. The first formal meeting will probably come Early in the fall. The corporation will set up offices and appoint a manager. The plan will probably break up development plans into five year segments. As this is going on the corporation will be preparing to raise the first million dollars of the Many millions it expects to raise before the redevelopment is completed. The corporation can raise funds by Selling Stock which will not pay dividends and by Selling government guaranteed debentures paying a maximum of five per cent interest. Corporation officials expect the Money to come in in Large chunks of several thousand Dol Lars each. A Small part of the land the corporation will need for the re development is already held under option although none has1 yet been purchased. If it has to the corporation will be Able to ask the provincial Cabinet to expropriate other land it needs. Arts Centre the corporation plans to buy the land piece by piece As the redevelopment program spreads. Officials Hope the project will Start reaction promoting High class developments by Pri vate Enterprise. Any profits made by the corporation on resales of land to private developers will be used to establish a foundation which will help support the provincial arts Centre Here too while nothing official has been done preparations have been proceeding rapidly behind the scenes. The Manitoba museum expected to be housed in the first stage of the arts Centre has spent the summer studying museum projects in other cities and deciding what will be needed in Winnipeg. When the Centennial commis Sion gets into operation and plans Are turned Over to an architect the museum association will be ready with an outline of the facilities that should be included in a museum building. A first for Canada giant Scales for City by Alec t. The City s engineering department has in stalled 300-ton weigh Scales at Logan Avenue and Mcphillips Street a first for Canada. An engineering department spokesman said the traffic department had been instrumental in the setting up of the double scale in the City. Because of the increase in the size of construction and other machines the spokes Man said the police department had been finding it difficult to prosecute offenders who loaded trucks Over the 50-ton limit. Without proper Scales to weigh the suspected offender s vehicles the police were unable to get evidence to take to court the spokesman said. Kellar the double Scales Are expected to be opened i Early september. There is a 300-ton scale and a 50-ton scale Side by Side. The Scales Cost More than the two new Scales will bring the total of Scales in the City to five. The three present Scales Are of 50-ton capacity. The spokesman said that because of the Complex sewer and underground wiring sys tem in the City it was necessary to keep strict control on the weight limit of vehicles. Mckinnon said the modern trend to increased vacation travel has even brought a number of euro Pean campers to Falcon Lake. However the bulk of Falcon s summer population is still drawn from Manito bans and americans who Are now making extensive use of the new trans Canada High Way. The main complaint about Falcon s Camp grounds has been that a few people Park their trailers in Choice locations at the beginning of the season then Only return occasionally during the sum Mer. One camper Arthur tur pin of St. Vital suggested recently that no trailer should be permitted main in one location at the grounds for More than a month. According to or. Turpin this would allow the passing visitor to use the better trailer facilities and it would t be a hardship on season Long campers because a special parking lot could be built to accommodate their " vehicles Between weekends. Comments or. Mckinnon the provision of adequate trailer arrangements is a Canada wide problem because this phase of summer activity has grown enormously in re cent years. I Don t know what eventually do at Falcon but the trend has been to gradually reduce the number of trailer Sites Avail Able for season Long Camp some idea of the trailer site s popularity was gained from Camp attendant j. H. Leetus who. Said the line up for 1963 locations started eight Days before the sea son s opening on May 11. Altogether we have about 300 trailer Sites and approximately 350 spots where tents can be or. Leetus said.
