The explanation began with an acknowledgement More explicit than any previous one that at the present time and for some years to come the peace of the world rests on the balance of nuclear Power Between the soviet Union and the United states. That is Why the Moscow agreement to stabilize the existing balance of forces is an event in which every country including France is bound to rejoice it is within the shelter of the user Usa nuclear truce that the general is conducting French policy. Given the nuclear truce the critical ques Tion for him is How subsequent relations within the Western Alliance and relations with the East Are to be conducted.
