Winnipeg free press thursday August 8, 1963 mexican labor Bill in Congress again by Julius Duscha Washington special tons intensive lobbying is under Way on Capitol Hill to revive the Bracero Bill. Last May the legislation which would permit the importing of mexican farm workers for two More years suffered a Surprise defeat in the House. Since then Large corporate Farmers in California Texas and Arizona have organized a Mas Sive Effort to Rescue the Bill. The Farmers Are expected to win in the Senate where a vote on the Bill is expected this week or next. The real showdown will come later in the House where the legislation will probably be brought up for another vote and where the outcome is in doubt. The Farmers have enlisted the Aid of canners and other food processors who Are bombarding members of Congress with pleas for extending the Bracero arrangement in their communication and personal visits to senators and representatives the canners and other food processors have argued that some of them might be forced out of business if Bra Eros were no longer available. It is also argued that prices of fruits vegetables Cotton and other commodities picked by braceros would increase if the mexicans could not be hired. Canners do not hire Bracers but the use of braceros on farms helps to keep Down throughout the food processing Industry As Well As among farm labourers. The big corporate Farmers and the food processors generally work together on legislation be cause of their close relations in the production and processing of food. By enlisting the processors in the Battle for the use of braceros the corporate farms also Are seeking to bring National pres sure for legislation that essentially Only the three states of California Texas and Arizona. Of the braceros brought into the United states from Mexico last year worked in the three southwestern states. Only 1 per cent of All the farms in the . Use braceros. The Bracero program is an outgrowth of the second world War labor shortage. During the War setbacks from Mexico swam across the Rio Grande River or walked into the United states to work on farms. In 1950 Congress first Bill legalizing the use of the mexican farm workers. It has been extended five times. Under the program Farmers must prove that they cannot find americans to do the stoop labor that most braceros Are employed to do before mexicans can be hired. Opponents of the program led by labor unions and religious groups say that americans can not be found to do such work be cause the wages paid by the Farmers Are so Low. The pay is generally Only about an hour and ranges As Low As 60 cents in some areas. The Bill extending the program Tor two years was Defeated in House by a vote of 174-158 on May 29. Although there were More than 100 absentees opponents of the program Are confident that they an defeat the Bill if it comes to he House floor again.
