Winnipeg Free Press (Newspaper) - August 10, 1963, Winnipeg, Manitoba Winnipeg free press August 10, 1963 h Black White unite against Portugal s dictator Salazar by Patrick Keatley London special the guard Ian Algeria and a number of other Independent african states Are reported to be ready to consider an important new diplomatic Initia Tive which would link the under ground White opposition move ment inside Portugal with the pan african movement which seeks to take Over Power in Angola Mozambique and the other portuguese territories in Africa. The first overt demonstration of this new policy will be a tour of african states by the Leader in exile of the portuguese democratic general Humberto Delgado. He is expected to Fly to Europe from his exile Headquarters first to consult his followers in the pm branches and then to embark on his tour of. Africa. The Climax of this will come when he reaches dares Salaam the Tanganyikan capital where he expects to hold discussions with president Julius Nyerere. First time accompanying him on this trip will be a Young portuguese banker turned politician Antonio de Figueiredo who has been organizing some details of the tour from his exile Headquarters in London. He is the Secretary for overseas affairs of the pm and its representative in this country. The significance of this news is that for the first time the White and the Black opposition to the Salazar regime have opened negotiations with a View to uniting. In a message from Rio de Janeiro to his London office Gen. Delgado has outlined a firm policy line that if the opposition movement in metropolitan Portugal is Able to bring Down the Salazaar government it pledges itself to take immediate Steps to Institute democratic government in Angola Mozambique.
