An armed gang of for Mer gendarmes has been terrorizing Large areas and euro peans have taken Refuge with protestant missionaries. A farm at Toshiba mob near Kasenga has been surrounded and fired on by the outlaw soldiers said we have been placed it s Plain to see in the impossible Posi Tion of having to contribute to the restoration of the american payments position in a manner which is in direct conflict with longer term Canadian and am Eri can interests and on a scale completely out of proportion to our capacity to do so. The dram on reserves following from the president s tax announcement is Only the beginning it must inevitably increase unless either the Canadian authorities take the severely restrictive measures needed to Stop it or the american authorities come around to granting a total exemption from the tax. These choices the first economically undesirable the Sec Ond apparently politically undesirable arise in the extent of our deficit in transactions with the United states. We were debtors to the extent of million last year Well be debt ors probably by close to that amount this year. We must have the reserves to offset that debt reserves which Are now to be denied us by the american action or we must take measures to reduce it measures which will Hurt both countries in their application. Common capital Market these choices would not now confront us if the authors of the to number Motorman impaired Toronto up a motor Man pleaded guilty thursday to operating a Streetcar while under the influence of alcohol. A Toronto transit commission official said he believed it was the first such Case in Etc his tory. Their initial Blanket application of the tax was qualified in the exemption from it on new Canadian issues they May yet be persuaded to exempt outstanding securities As Well. In the meantime our re serves Are to be drained for american Benefit. This unhappy condition Illus trates the larger Issue of a free world shortage of liquidity the underlying cause of the Ameri can payments difficulties which the americans Are Only now coming around to recognize. In deed As recently As the last meeting of the International monetary fund they were main Taining in their rejection of British proposals for enhancing liquidity there was nothing amiss with the present system which could not be cured by ending the american deficit. It s Worth recalling that at the tune the americans were projecting a first half improve ment in their position through the last half and towards a considerable reduction i the deficit. That first half improvement however was owing mostly to the flight from the Canadian Dollar when that flight was reversed during the last half that improvement was wiped out. There was then As there is now the reminder that in the present shortage of liquidity a Gam in the payments position of one country can Only be brought about in the loss in the pay ments positions of others. The application of this Prin Ciple in contemporary terms Means a swing about in the Range of billion in Payr ments positions Over the next two years if president Ken Nedy s estimate of the duration of the investment tax some time into 1965 is Correct. The american deficit is running at an annual rate close to the Arger figure compared to an actual billion last year. To bring about a balance inflows of billion a year must be generated in addition to existing flows. The additional inflows into the United states will mean precisely the same outflows rom other countries. This would be a reasonably operable condition Given the american willingness to at the ame time take the Steps so Long needed towards expanding free world liquidity were the in Estment tax principal Means or bringing it about to apply n a discriminating manner. By Canada in spite of the exemption for new issues in the manner which it sunders the common capital Market Between the two countries. That Market in its own Way had become at least a partial answer to the questions of liquid Ity As they applied to transactions Between the two countries. It has been in retrospect the consequences of historical and geographical forces which continue to press towards a unified Economy in North America Des Pite the political division. Its provision of the liquidity upon which Canada must draw to meet its deficit in transactions with its neighbor has been a logical development and in Many respects a More satisfactory Solu Tion in the miniature than those now being proposed through the International monetary fund. And yet like most of our genuine values it has t been recognized until two Canadian governments first through or. Fleming and his withholding tax and subsequently through or. Plies available to the chinese trading corporation concerned with specific quantities prices and shipping periods to be negotiated periodically. This agreement should be important to the banners of Western Canada. It does show the need for Grain in China and could perhaps be looked upon As a permanent Market. The increase in population makes food supplies Paramount in that country today. There Are other parts of the world similarly situated As re Gards population increase. And it is estimated by the experts that there will be a billion people in China by 1980, just 17 years hence. China took 57 million bushels of our wheat in the crop year just closed. If she follows this up with a similar amount in the new crop year it May help to untangle the congestion that will occur from the country Eleva tors through to the Eastern and Western Seaboard ports. The quota delivery on flax is Only 200 bushels which must look Small to a Farmer who has Large acreage. Broomhall mentions in his lat est review that general frosts have been reported in the Argen Tine. Rye Rye was the most Active Grain on the upside with the near by october future showing comparative strength compared to december and May. During a three Day inspection report this week no Rye was listed. That is a very unusual occurrence during Harvest time in this country. We should not forget that the quota allows a Farmer Only 500 bushels to be hauled to the Eleva Tor. If he has bushels of Rye a Mere trickle of 500 bushels will not be a very pleasant situation to be confronted with. Should there be a marked in crease i Export business no doubt this quota will be increased. At the moment the Rye Farmers will have to wrestle with the 500 Bushel quota till a change is made by the Canadian wheat Board. Coarse grains oat prices have scarcely moved during the week and trading has been Stag Nant. Barley also has been quiet with Only minor fluctuations.
