Ryan associated press staff writer the red chinese bidding for leadership of communists in the underdeveloped world Are try ing to capture that element among latin America s Young men who would Welcome any change As Long As it is violent. Echoes of the soviet chinese quarrel reverberate loudly among latin american communists. In Many areas they Al ready Are divided into the con tending Camps. There Are not Many communists in latin about card carriers. But Castro ism provided them with fruitful sources for recruiting Fel Low travellers. Their potential for mischief is big in an area soldering with revolutionary restlessness. Red China s line is revolution at any Cost. This appeals to Young men who ache for Swift upheaval. The soviet line advocates Vio Lence Only where it. Does not raise the threat of . Intervention arid possible involve ment of Moscow in a dangerous crisis. The soviet line preaches capture of labor movements strikes and demonstrations electoral campaigns for seats i f one big. Family there Are not Many communists South of the ., but their potential for mischief is big in an area soldering with revolutionary restlessness parliaments United fronts with other parties of the left All Man Ner of presence against established regimes. Nowhere have the results of the argument been so clearly crystallized As in Brazil which is beset by monumental eco nomic and political problems. In Brazil the communist party but operating seems to be ripped apart. Last month at a communist backed seminar of students from underdeveloped countries in Brazil the meeting broke into two Camps. Pro russians ram med through a Resolution sup. Porting both peaceful and non peaceful ways to revolution but they won Only because of sup port from leftist but non communist students. Most of the communists in the delegations leaned to the chinese line. Today Brazil has two communist parties. The splinter group is the communist party of Brazil which has about card carrying followers and is headed by a three Man committee. Its adherents Are mostly Young men and extremists from the hungry Vior Lence minded Northeast chronic ally poverty stricken. It s pro chinese. The brazilian communist party is pro russian. It has about card carrying Fol Lowers. Its Leader Veteran Luis Carlos Prestes in the Best mos cow tradition Calls the other group both sides watch Cuba As a key to their future. But the communists of Cuba themselves seem divided. Despite Premier Fidel Cas Tro s heavy dependence on rus Sia for his regime s existence his lieutenants Are pushing the violence line espoused by the chinese. The pro Moscow old line communists in Havana sup port the More cautious approach of soviet Premier Khrushchev. Castro Calls his revolution an example to latin America. Like the chinese he appeals to Young men., his Brand of communism has Young violence minded Zea lots in Many areas. Guerrilla fighters Long have been Active in Venezuela at tempting to prevent orderly elections this year and to re Duce the nation to chaos. In Ecuador during the regime of the recently deposed president Carlos Arosemena terrorism was popular with Young revolutionary elements. It has diminished since arose men s fall. In Mexico arid Central Amer Ica there Are signs that the communists Are dividing into two Camps. Castro agents Are reported stepping up their activities on behalf of the violent line in Central America. In Peru which has about 000 card carrying communists the pro chinese Are the Young militants fired by the Castro example. There has been no slackening in the past couple of years. The City s population has Pas sed 70jooo and with every indication that the present an Nual growth of 10 to 12 per cent will continue Canberra expects to reach in 1969 and by the end of this Century. The appointment of the National development commis Sion ensured that this Mush room development did not conflict with the original concepts of Canberra As a planned Garden City. Invested with extraordinarily wide Powers wider than any other City planning body in the world the commission has been Able to Lay Down and enforce the highest standards in All new building from government offices to Villas and blocks of Flats. It has been Able too to carry to fruition the most controversial part of Burley Griffin s prize winning plan _ the lakes scheme. Many experts doubted its feasibility but the chief commissioner j. W. Overall has always been a lakes Champion and he has pressed through an ambitious if slightly modified scheme at a Cost of some where Burley grif Fin planned a series of lakes or. Overall is putting the Fin Ishing touches to one Large irregular shaped Lake some four Miles Long by up to half a mile wide pushed into three basins. Flood Gates two Graceful Bridges one completed and the other nearly ready will Span the Lake which will the administrative Section of Canberra from civic Centre the main business and shopping area. The level of the Lake will be controlled by Hood Gates four and a half Miles up the Mol Anglo River. It should provide Good fishing boating and sail ing. When filled by the end of the year the Lake will bring a new cohesion to Canberra covering the meandering and somewhat scruffy bed of the Molon Glo As it passes through the City coordinating traffic and bringing a Lakeside Beauty to Many government build Ings and several suburbs. Eventually a permanent parliament House the present building was designed As a temporary expedient will Rise on the Southern Shore of Central Basin the main Sec Tion of the three Basin Lake which will be bounded by for Mal gardens lawns and Pic nicking areas. Already new Canberra the fastest expanding City in Australia is attracting tourists private enter prise is Matching the govern ment in building activity with new hotels motels big departmental stores and Busi Ness premises the australian National University founded in 1946 As a Small purely re search institution has incorporated the Early Canberra College which came under Melbourne University s Juris diction and is expanding rapidly to Cater for an expected students within the next 20 years. Far East defence network but there by treaty right. Malaya scarcely less anti communist has a similar relationship with Britain. Indo Nesia has so h title official fear of communism that its presi Dent plans to include them the announcement May be expected on August 17 in a Nasa Kom nationalist religious and Cabinet. Its official relations with the soviet Union and communist China Are close and Friendly and it despises and affects to fear its cousins alliances with the West. R inevitably to indonesian Domi nation of the entire area these and a score of other questions remain to be an swered. Yet in the common in Terest of the countries concerned in the interest of stability in South East Asia and even in Australia s interest there is much to commend in the proposal. Racially the links Are Strong. That the three Peoples have followed such divergent paths is primarily the Accident of european colonialism and the manner of its going. And in any event the future not the past is what they must be concerned with. Nightmares though they Are not All afraid of communism they Are fearful of the chinese and chinese expansionism. In their nightmares the chinese do Minate All of Continental East Asia and off Shore East Asia also. Divided they might fall one by one to the chinese designs. United they Are a potential counter Force. Eventually Malaya and the Philippines in div the Western bases from which they draw their Security now.
