Staff writes eight of Canada s 10 prov inces have legislation based on the principle that a woman doing the same Job As a Man should be paid at the same rate. But Are the Laws effective a Cross Canada Survey by the Canadian press shows women s groups involved in the Long Campaign for Equality agree the Laws have helped but they feel improvements Are needed. They note for example that Quebec and Newfoundland Lack equal pay acts and would like to see this remedied. They Are unhappy because the individual employee is the one who. Must Lay the complaint that starts the wheels of investigation turning. Sometimes they say the employee Toler ates injustices because she fears she will lose her Job even though most acts protect her against dismissal or discrimination. Wording of some acts is of concern to women s groups and prime minister Pearson recently asked the Canadian federation of business and professional women s clubs to look into this. The Federal act which covers More than women employed by Banks railways communications firms and other businesses under Federal Juris diction provides equal pay for identical or substantially Iden tical the same wording is used in the Manitoba and Alberta acts. The federation in a Brief presented to the government asked that the wording of the Federal act be changed to work of comparable character As in the Saskatchewan legislation. Says Law fails in Quebec one of the two provinces without equal pay legislation a labor department spokesman says minimum wage Laws make no distinction be tween males and females but that such distinctions Are Usu ally made in collective bar gaining Between labor and management. Is Bresner assistant general manager of the International ladies garment workers Union in Montreal says Quebec s minimum wage Law is not work ing effectively. It is being evaded and the workers exploited particularly in the children s Wear and Lin Gerie industries which employ to a Large extent foreign work ers who Aren t aware of legis Quebec is divided into two zones for minimum wage Pur poses. The greater Montreal area is zone i and has mini mums for experienced workers ranging from 64 to 70 cents an hour. Zone a comprising the rest of the province ranges from 60 to 64. Rates differ Newfoundland is the o Only province that sets different minimum rates for male and female employees although a temporary disparity occurs in the Industrial heart of Ontario. The Newfoundland rates Are 35 cents an hour for women and 50 for men. The Newfoundland federation of labor says it has been try ing for years to get minimum wages increased to for women and for men. It also wants equal pay for men and women doing comparable work. In two provinces Nova Scotia and Prince Edward Island minimum wage rates apply Only to women. The , act covers women in hotels and restaurants in Charlottetown and Summerside and within five Miles of each Community. Minimum for wait resses is a week during a probationary period and afterwards. Other female help gets a minimum of while Cashiers get at least Law not proclaimed Nova Scotia which has had a minimum wage Law for women since the Early 1930s Al though the present legislation was passed in 1956, approved a Law for men in 1945 but never put it into effect. Minimums for women Range from in smaller centres to in cities for a 40-to48-hour week. A labor department spokes Man says infractions of the Law Are fairly frequent but that most settled of court. Minimums in new Brunswick Are 55 cents for female hotel and restaurant employees and 60 cents for others. The Only minimums for men Are 65 cents an hour in fish packing and in logging. Ontario has had a 67-cent minimum for women since 1923 and this remains in effect in the rest of the province Al though labor minister h. L. Rowntree has said the new rates will be extended progressively to the remainder of on Tario. Legislation in All four Western provinces applies to both male and female workers. Manitoba the Only province that specifically forbids discrimination against men As Well As women has a minimum of 66 cents an hour in Urban Cen tres and 61 in Rural areas. The Manitoba Cabinet is considering a nine cent increase in rates As proposed in a january report to the minimum wage Board. Saskatchewan has a minimum of a week for those Over 18 in cities and in the rest of the province. In Alberta where business and professional women s clubs Are campaigning for the government to take Over the task of seeking out breaches of the Law the minimums Are a week for communities with less than population and for communities with More slightly lower rates apply to workers 18 and under. The British Columbia act passed in 1953, has a minimum for factories and shops and 75 cents for office workers.
