The police chief had indicated a delegation from the Winnipeg police commission will appear next week before Winnipeg s civic finance committee to support a proposal that a Money bylaw for a new police station be put be fore City ratepayers this fall. The police commission decided wednesday its members should appear before the. Finance com Mittee when it discusses Money bylaws to be submitted to the ratepayers during this year s civic elections. The finance committee meeting is expected to be held aug. 22. Mayor Stephen Juba said he was confident t that the citizens of Winnipeg will approve the Money bylaw giving authority for the construction of the new police station. Police chief Robert Taft said that if finance committee de tides against a police station Money bylaw then an application should be made to the Federal government for renovation of the Rupert Avenue police Sta teachers Clear Lake meet set Manitoba teachers will Dis cuss the development of Leader ship within their ranks and their own organization during a six Day conference which begins Sun Day at Clear Lake Man. The new police station mayor Juba hinted would be built near a Large parking Structure to be erected near Princess Street and William Avenue. The Cost of the new police Sta Tion would be drastically re mayor Juba suggested because the City would not have to pay land acquisition costs. The area in which the police station would be erected can be used by the City free of charge provided that the building in this area is used for civic purposes. A Money bylaw for a new police station was submitted to the rate payers in the fall of 1960 and was Defeated. At that time All Money bylaws needed the approval of 60 per cent of the rate payers who went to the Polis. Mow 50 per cent plus one vote is needed to pass Money bylaws. Police cars to Fly Black fatality flags Winnipeg police Cruiser cars will Fly Black flags for 24-hours every time there is a traffic fatality in the City the Winnipeg police commis Sion decided at its meeting wednesday. The commission gave authority to police chief Robert Taft to adopt the measure. Aid. J. The three youths charged with unlawful Assembly a charge not heard in magistrates court since 1961, were Given two years sus Pended sentences and ordered to pay court costs. Magistrate Ian Ubienski said he was sorely tempted to make an example in this matter by giving harsher sentences. The youth charged with both unlawful Assembly and Possession of an offensive weapon a soup ladle was Given an additional two years suspended sentence to add to the Oneise was already serv ing for theft. He was also ordered to pay court costs. All four youths were ordered to obey a Midnight curfew for the next six months. Another youth of the 12 to 15 youths Between 18 and 23 years old believed involved in the fight has pleaded not guilty to a charge of possessing an offensive Wea Pon. And then this is How eight year old Michael Kotyk describes the horror of the last few moments before an uncontrolled Stock car crashed into the stands at Brooklands Speedway tearing his brother s right leg off below the knee and pinning his Cousin s leg to the stands. His Cousin lost his leg. The crash occurred during the second last race wednesday night. An uncontrolled Stock car crashed through a two foot re Taining Wall and a rotted plywood Fence Only 30 feet from the racing strip. Miles Ela Diuk 14, of Stony Mountain Michael s Cousin lost his right leg when the Stock car pinned it to the first Row of stands. His left leg was. Broken on Impact. This morning Winnipeg general Hospital officials reported him in improved condition. Randy Kotyk 11, of 6 Ellis Wood Street Brooklands Michael s brother had his right leg ripped off below the knee As the car hit the stands. He was under observation in Winnipeg general Hospital this morning with broken ribs and unknown internal injuries. His condition was described As serious. Michael was taken to Hospital in Shock after the Accident but he was allowed to leave Early de the Henkels mrs. Kotyk sat in her Brooklands Home awaiting news of her son Randy. Michael sat beside her silent and shocked. Today. In Shock two unidentified women were also taken from the Speedway to Hospital suffering from Shock. This morning race track own ers Harry and Bill Henkel gave Brooklands police chief Art Gebauer a guarantee they would not reopen the track plete safety at the track is ensured. They said they would erect a crash Wall of either Earth or Concrete and a proper guard rail just in front of the stands. Chief Gebauer outlined safety Steps that must be taken before racing could resume. These in clude Banning spectators from the pit areas where cars Are serviced no customers to be allowed to stand anywhere in eluding areas along the track and everybody allowed in mus have a seat. Murphy s car went out of control and jumped the two foot panel of Inch thick plywood fencing and the six feet of Chicken wire on top of it then knocked out a six foot first Row panel on which the boys were sitting. It was originally intended to be the final race of the evening but when 30 cars entered the promoters decided to run it off in two separate heats police said the race was postponed about 15 minutes then completed and the final race was run As scheduled minus he portion of retaining Wall at the North end. The Brooklands Speedway is owned and operated by the Brothers Bill Harry he and Art and mrs. Don Rish.
