Winnipeg free press wednesday february rapid passage hoped for redistribution Bill by Ken Keity Ottawa have started among the five political parties aimed at rapid passage through the commons of legislation to Redis tribute parliamentary constituencies. The basis for discussion is the redistribution Bill introduced late last session under an All party agreement that it would not be proceeded with until the current session. If agreement is reached on a substantial part of the Legisla Tion it is expected to go through the commons with a minimum of debate. A formula is provided for determining the Basic population of a constituency in each prov Ince. The commissions would not be allowed to vary from that figure by More than 20 per cent higher or lower. This 20 per cent tolerance May prove unacceptable to the progressive conservatives who proposed in that a Varia Tion of one third with even wider variations in particular cases.
