Winnipeg Free Press (Newspaper) - February 27, 1964, Winnipeg, Manitoba Winnipeg free press thursday february 27, 1964 but nip objects fair wage Bill gets Okay in principle labor minister obie Baizley maintained. Wednesday that h i s fair wage Bill implements five of six recommendations made last year by a labor management committee studying legislation in the construction Industry. He admitted under questioning however that labor representatives had suggested to him that the Bill be withdrawn. I would be very Happy to withdraw the Bill but repeal the fair wage act at the same he said. The Bill replacing the present fair wage act which sets mini mum wage and hour standards in the construction Industry received approval in principle in the legislature by a vote of 47 to 7. Only new democratic party members voted against it. Plan amendments Liberal Leader Gildas Mol Gat said his group would vote for the Bill in principle but would pro pose extensive amendments when it goes to Law amendments com Mittee later in the session. Both or. Mol Gat and new democratic party Leader a. R. Russ Paulley had complained that the Bill ignored the recommendations of a labor manage ment committee which studied the fair wage act last summer. Or. Baizley said this was not the Case. The special committee had made six recommendations that a fair wage act be retained that zone a be left to cover a 30-mile radius around Winnipeg that zone b be extended to cover All the rest of the province that a single Basic wage apply on projects in zone b with a value of less than that zone a rates apply to All projects Worth More than and that differing maximum hours of work be allowed in the two zones. Substance or. Baizley said his Bill retains zone a although it. Reduces it in size to the metro area permits a Basic wage in zone b for projects under and zone a rates1 on projects Over although it does not actually fix a Dollar value on the projects to which different rates should apply and provides for variations in Maxi mum hours As recommended. Leaving aside the figure the minister said his Bill implements in substance five of the six recommendations of the Spe Cial he said the results of Consul tation with labor and manage ment were valuable and the consultation would be continued during committee study of the Bill. He promised that in commit tee such changes As appear to be reasonable and in the Best interests of the Community will have my whole hearted or. Paulley asked him if labor representatives had asked that the Bill be withdrawn. I had representations from labor suggesting that they would like to appear at committee to make recommendations for the minister said.
