Winnipeg Free Press (Newspaper) - September 24, 1964, Winnipeg, Manitoba Winnipeg free Petess thursday september 24, 1964 Shastri gathers a group of leaders round him by Sundar Rajan fourth of a series Bombay special a look at India s 500-member parliament can produce bewilder ment. The maps speak some 15 languages dress in As Many ways and even their food is Dif Ferent. A superficial observer would think that the Only thing that holds them together is the eng Lish language. Hindi the National language is spoken by Only a third of the maps. Many know neither English nor hindi. What really holds them to Gether is the desire to make the parliamentary system of govern ment enduring. Of course a Dic Tator May also succeed in keep ing them in a Bunch hut As Sardar k. M. Panikkar. The great Indian historian remarked the very diversity of India makes some form of democracy inescapable. While every optimistic conclusion about India can be offset by a parallel pessimistic one it seems that the Post Nehru Era will witness greater National consolidation than in the past. Lacking a National stature prime minister Lai Bahadur Shastri is gathering round him self a set of leaders who will form what is described in the press As a collective leadership. These men come from the Many Corners of the vast country. The main strength behind or. Shastri is Kumaraswamy Kama Raj chairman of the ruling con Gress party. A year ago or. Kamaraj was just a provincial politician in the Southern state of Madras. Today he is known in new Delhi As the King maker and Many foreign diplomats Are anxious to cultivate his acquaint Ance. The Shastri Kamaraj Axis is it self a remarkable instance of what historians love to Call India s Unity in no two men could have so dissimilar backgrounds yet no two men could be so devoted to each other. Dozen words or. Shastri a northerner Speaks hindi. Or. Kamaraj s Mother Tongue is tamil. I Kamaraj knows exactly a dozen words of hindi while or. Shastri is More Likely to be at Home with the Eskimo language than with tamil. The two can Converse Only through interpreters. Or. Shastri is deeply read in hindi and English literature while or. Kamaraj finished school when he was 12. The Congress party chairman told a foreign correspondent recently that he does not know what a cardio ram is. The two leaders have been party co workers for Many years what has brought them much closer in recent months is their common anxiety to preserve India retained much of her colourful past like the crack Rajasthan Camel corps. Unity within the Congress party which everyone agrees is the Best guarantee of Indian demo Cracy. Or Shastri relies on or. Kamaraj for the support of the four Large South Indian states which Are also the most politically conscious areas in the country. There is a Strong que Bec Type separatist movement in or. Kamaraj s native Madras state. Copies of the Indian Constitution have been put to the Torch by the separatists in Madras and one Man publicly Burnt himself to death As a pro test against hindi the other partners in the collective leadership Are Tulya Ghosh from Bengal san Jiva Reddy from Andora yes Van Trao Chavan from Maharashtra Gulzar Ilal Nanda from Gujarat and mrs. Indira Gandhi from utter Pravesh. A tradition or. Ghosh assures the loyalty of the turbulent and talented bengalis of the East. Or. Reddy is the Strong Man of Andora a stale where communist influence is very Strong. Gen. Chavan the defence minister is the Boss of the Maharashtra is of West India. Or. Nanda is from Gujarat from where most of India s business men come. Mrs. Gandhi information minister and daughter of Nehru has a following which cuts through provincial and language boundaries. Next to the hindi speaking minister South Indian have by far the largest representation in the Indian Cabinet. A tradition has been evolved under which the president and prime minister of India will belong to different linguistic areas. The president or. Radhakrishna is a telugu from Andora. Co operation among the Vari Ous language groups is of course nothing new in Indian politics. What is however quite new is the awareness that if Nehru the Era after him May bring greater consolidation. India is Kepi together As a single nation and a democratic nation at that no one language or provincial group can think of dominating the country. The hindi speaking majority like the English speaking one in Canada is also realizing More and More that political Power will have to be substantially shared with the other language groups particularly with those from the South. Many indians Are visualizing a Day when a southerner May become the country s prime min ister. At the moment of course such a Prospect is dismaying to the majority of hindi speaking indians. Or. Shastri is trying o make up for his Humble National standing by projecting the image of a Man who belongs to the whole of India who sympathizes with the aspirations of the linguistic minorities and who when it comes to that has the sincerity and moral courage to defend the minorities against the majority. This is of course not an easy path. Already there Are re mors that some of the minority leaders Are indulging in a Subtle blackmail of or. Shastri. He is also under pressure from hindi speaking politicians to beware of tamil speaking intrigues who would like to shift the Centre of Gravity of Indian National poli tics to a place As far away South of new Delhi As possible. Canada parties. Ins and the outs by Warner Trover Ottawa delegates to the Frederic ton conference obsessed with definitions of and similar terms a humorist suggested that Canada s parties might Best be described As the ins and the most progressive conservative delegates to their party s portentous by named National conference on can Adian goals had no doubt about their affiliation they belonged to the outs. Broad casting executive Finlay Mac Donald told delegates the conference was the Price this party has to pay for be ing Defeated in last year s nor did or. Mat Donald have any doubt the Price was a High inc. For the academics in at Tendance As for key Mem Bers of the National executive of the party the Federal caucus and the pc brains Trust the conference had Clear purposes. But or most delegates the conference seemed either to be a grop ing and seat of the pants at tempt to move haltingly to Ward new policies and redefinitions of purpose or merely the desperate attempt of a party in the wilderness to find a sense of direction. The conference was clearly not intended to provide the progressive conservatives with a new manifesto of political intent for the very Sood reason that the present Leader of the party is no Man to accept any manifesto or platform drafted at any Point outside his own office. Keenly aware party members at whatever level Are keenly aware of this fundamental fact in their corporate party life. Nor do senior in influence party workers believe the time is right to present Canada with a new look conservatism. What men like Dalton Camp and George Hogan appear to believe is that the time is right to begin preparing the climate inside the party for a new conservatism that will emerge full blown with a new Federal Leader when Ever and whomever that May be. The so called tory thinker s conference was mis named both in its official designation and its nickname. It was not really a National conference it did not really define Canadian goals it was not chiefly devoted to thoughtful examination of problems common to the whole of Canada nor were the thinkers present particularly although most were within some Shade of the definition of that word. There were delegates from across the country of course. But there was a heavy imbalance in Point of View and representation favouring on Tario first then Quebec the maritime were somewhat French ease up ily William Millton shop Ijarvis special owns frenchmen As a nation remain the world s hardest drinkers but they Are be ginning to ease off alcohol and a sort More Mineral Waters and fruit juices. No one present except Davie Fulton strongly pressed views Peculiar to any part of a Zinada West of Cne stadium in Toronto. Speakers and delegates did not generally discuss goals. They agreed that confederation is a Good idea there was no doubt that the influence and fiscal needs of fed eral provincial and municipal governments Are in a state of flux there were no disclaimers to suggestions that the institutions of education government parliament and Commonwealth w Ere in some ways too rigid too slow to adapt to changing needs but goals were not defined Only problems. Good idea As for the traditional concept of the tory these delegates were variously asked to embrace free Trade were lectured on the Virtues of government eco nomic planning even told that a True conservative is As one who preserves the Good things in society a Man who must defend the welfare state As a Basic Tenet of his philosophic and political Faith As it now exists and is Good. Party faithful in Atten dance seemed As concerned with what they weren t As with the More positive aspects of what they were or might be. The two names mentioned intake slips Down gallic Gul lets in the form of wine but Brewers have been getting an increasingly Large share of the Market since the War. Of non a consumption of Beer has jumped s3 per cent in the 10 years. At one. Time it was a regional drink. Frenchmen in the. North quaffed it like Anglo saxons while southerners would hardly look at the stuff. Now Beer is making head Way even in the famous wine growing areas of France. Shot up Al the same time con sumption of fruit juices has shot up by 85 per cent and Mineral Waters by 34 per cent. One reason for this change in pattern is that the Frenchman now coming of drinking age often prefer soft drinks to the Strong aperitifs and Ordinary Gros Rouge wine their fathers grew up on. Also firms making hand some profits from bottling spa Mineral Waters have successfully appealed to the hypochondriac that lurks within the liver conscious Frenchman. Perhaps too the crusade against alcoholism since the War is beginning to show results. Almost certainly the major reason for the changes in French drinking habits is the marked increase in Prosper Ity Over the past decade. More people can now afford to drink fruit juice which is More expensive than the cheapest Ordinary wine. And More people can pay for better wines than in the past. Copyright observer foreign service the least either in formal meetings or round the clock Bull sessions were Diefenbaker and Goldwater. With a very few exceptions the 200-plus people who invaded the University of new Bruns Wick Campus were members not of the Diefenbaker party but of the progressive conservative party. They made their Point not by cult deism of the chief for there was virtually none of that rather they emphasized in every Way their interest in conservative philosophy in party organization in build ing a party dedicated to Prin Ciple rather than leadership image. Some delegates bristled when press reports claimed that there was a majority of anti Diefenbaker pcs pre sent it simply was t True they said. They were right. The majority was composed not of anti Diefenbaker conserva Tives but of in Diefenbaker conservatives. These people were not plotting against their Leader of wasting Energy disliking or blaming him they were rather waiting him audience blanched . Presidential nominee Barry Gold water mentioned Only once in formal session when a very in conservative lady observer shouted at a gentleman expounding a particularly reactionary Point of View during a discussion per Iod. The rest of the audience blanched before the tar Brush. Excepting some of the More Youthful delegates shirt too Young to the audience was anxious to be known As very in Gold water in philosophy.
