Winnipeg Free Press (Newspaper) - October 1, 1964, Winnipeg, Manitoba Plebs thursday of Tobuk 1, 1964 indians to be consulted by Victor Mackie Ottawa staff citizenship and immigration minister Rene Tremblay assured the commons wednesday that no important decisions respecting Indian affairs will be taken before the indians themselves Are consulted and accept them. The minister was questioned in the House regarding a Federal provincial conference to be held oct. 29 and 30 on Indian affairs. He said the conference will con Sider ways of extending such provincial services As education and social welfare to indians. How Ever he stressed that this did not mean that the Federal govern ment is surrendering any of its constitutional jurisdiction Over in Dian affairs. The minister encountered a bar rage of questions about what he described were preliminary discussions for the october meeting. He declined to say How Many of the provinces Felt about the idea or whether there is any opposition. It was Learned outside the House that at least three pro Vinces have taken the position that indians Are a Federal responsibility which they have to right or obligation to assume. The questions were first raised in the House by Erik Nielsen pc Yukon he enquired if there were any negotiations under Way Between anyone in the government of Canada and anyone in the governments of the pro Vinces with respect to the trans Fer to the provinces of any part of the Federal jurisdiction Over the Indian people. Or. Tremblay said he could give the House the Assurance that there is no question of Transfer ring the jurisdiction Over the in Dian people from the Federal to provincial governments. We intend As a government to maintain All the rights granted to them under the Constitution on Indian affairs in this country. On the other hand everybody recognizes that the indians being Citi Zens living in various provinces should Benefit like any other Citi zen from certain provincial ser vices. We feel that the Extension of those services to the Indian people in the various provinces does not prevent in any Way the Federal government from main Taining its jurisdiction. That is Why following the fed eral provincial conference held in december 1963, it was decided in co operation with the various provinces to Call a Federal provincial conference which would Deal Only with Indian affairs in order to bring about a change in methods and to apply other and More appropriate methods so that indians might Benefit from those provincial services. That Confer ence was scheduled for the end of May. In View of the scope of the matter to be discussed it was decided to postpone the Confer ence until the end of or. Tremblay said. We shall be discussing Meas ures that would enable the prov inces to extend a number of provincial services to the indians on condition the Federal govern ment Grant compensation. The very important problem of consultation on Indian affairs has been raised. I can assure the House that the present govern ment will not make any major decision during this parliament before consulting the indians themselves As they Are the first concerned in All these measures and All the More so provincial the minister said. He said negotiations Are now taking place Between the Federal government and the provincial government merely in order to extend provincial services to the indians. There is no question of abandonment of Federal jurisdiction As regards Indian or. Tremblay said. We Are now discussing with the provinces compensation for Mulas for provincial services that would be extended to indians. This is absolutely not a question of surrender of jurisdiction by the Federal government. But As members know such agreements exist in certain provinces especially As far As education is concerned. Besides that was the pol icy applied in the past by the Leader of the opposition and the present government is consider ing the Extension of other ser he said. In reply to questions put by opposition Leader Diefenbaker the minister replied i wish to state once More what i said a while ago that the government by no Means in tends to abandon its responsibilities in any matter falling under its jurisdiction. But the Federal government wishes to make agreement such As those which presently exist with the provinces of Ontario and other provinces in the area of education. Under such agreements the province j would extend the facilities provided for the whole population in re j turn for the payment of the fed eral government of a certain Normal compensation. Concerning the question asked by the opposition Leader i will Tell the opposition Leader that no important decision respecting Indian affairs will be taken before the indians them selves Are consulted and accept said or.
