Winnipeg Free Press (Newspaper) - October 13, 1964, Winnipeg, Manitoba Winnipeg free press tuesday october 13, 1964 has sir Alec successfully plumbed the British heart by Gene Sherman Glasgow. Scotland prime minister sir Alec Douglas Home s insistence that Britain s nuclear capability is the most important Issue of the general election poses the Campaign s most intriguing question and gives a valuable insight into the character of the conservative Leader. In a number of Campaign speeches the prime minister has accented the necessity for Britain keeping its nuclear deterrent and not relinquishing it. As labor pro poses. Most of the response when he hammers on the subject even in labor strongholds is enthusiastic. He attacks the socialists for economic irresponsibility Points to Britain s highest Standard of living pledges More housing and Industrial modernization and tells the people they will lose what they have if they change governments. Sir Alec s most Clear Cut Challenge to the voters How Ever is whether they want to get out of the nuclear club once and for All by Vot ing labor. He leaves no doubt that in his mind this is the Paramount Issue on thursday. Most experienced political observers Are willing to con cede at this Point that the prime minister is either a Genius at defining the deep and True feeling of the aver age briton or has made a fatal error of judgment. They also Are agreed that sir Alec has not pivoted the tory Campaign on such a lofty and Remote Issue in an expeditious manoeuvre but that win or lose that s what he believes. He admits in fact he has no idea How much people think about it or How it will affect their vote. Much of Zamboanga s population is made up of moslem Moros whose chief occupation is smuggling cigarettes and luxury items into the country from Borneo to the South. As a result prices of such items Are about half those in Manila. East of Zamboanga facing the celebes sea lies the huge sprawling Frontier town of Davao whose rather dubious claim to Fame is that it is supposedly the largest City in area in the world. Davao is one of the big Gest logging find rubber Cen tres in the Philippines. Returning briefly to the South the More adventurous visitor May take a daily flight out of Zamboanga to Jolo capital of the Sulu islands returning the same Day. Jolo a moslem Centre built almost entirely on stilts Over the water is the True Home of the Bac Laos water Gyp sies who live aboard their boats Home of the Moro smugglers who race across the Sulu sea in their sleek vistas made from hollowed out logs with Bamboo outriggers and coloured sails. As a result the visitor is cautioned not to stay in Jolo overnight for it s said that the Moroni of Jolo hate Occidental Only slightly less than they hate the Christian filipinos. And that s one hell of a lot of hating. Hue and cry rises with teacher s salaries by Peter Cale Poronto special the Al education Board that of fers fattest Sal Aries the most fringe Bene fits the quickest prospects of promotion and the fanciest titles Hopes in doing so to attract the Best staff to its schools. It does t necessarily Fol Low however that the pick of the crop Are lured by these gimmicks. But when boards advertise in this Way As they have increasingly it does indicate a changing of the times that teachers despite the Mantle of supreme Dedi cation that society bestows on them Are really no Dif Ferent from other workers. The Money s the thing. Until recent years teachers were woefully underpaid. And ratepayers who after All pay them might have been accused in the past of feeling that teachers should be More interested in learning than in earning. Recent adjustments have brought salaries for Ontario teachers More into line with professional. Responsibility but they have also caused the province s federation of Home and school associations to complain. It says that current High salaries Are attracting into the profession an increasing number of recruits with Dol Lar signs in their eyes. The federation represent ing about parents told the legislature s select committee on youth the other Day that Many teachers were in the Job More for love of Money than love of children. Mrs. P. J. Glaubitz the federation s president said that traditionally Many peo ple had become teachers be cause of a deep love of know ledge and interest in Chil Dren. These she said could have been the Only motives Why so Many of them chose to remain All their lives in such poorly paid jobs. With higher salaries though More and More Are entering teaching with the idea that it is just another Job. They do not have the feeling that teaching is a life time calling nor the True conviction and understanding of children that a Good teacher must closer screening she proposed that Candi dates should be More closely screened. Hot on the heels of the federation came education minister William g. Davis with an announcement that Entrance requirements for teachers training colleges would be stiffened. In future it will be Neces sary for All training College entrants to be Grade 13 graduates. Since 1953, a two year course for Grade 12 graduates has been in operation to ease a serious shortage of elementary school teachers. Only last May or. Davis suggested that the course for Grade 12 graduates might be discontinued and he told members of the Ontario Public school men teachers federation that they walked a dead end Street if they weren t working towards a Bachelor of arts degree. He said at that time that there were always requests to his department to consider teaching experience travel and in school training As alternatives to formal training but he declared these were no substitute for a a. Teachers who can t accept this must be prepared to accept the fact that they Are on the wrong end to promo in the Toronto education Board area salaries Range from for a beginner to for a High school Prin Cipal. Teachers Are Able to improve Bier incomes and chances of better jobs by taking degree courses in part or in full during summer months at universities or the department of education. Salaries pegged those who fail to do so find their salaries pegged at even passes in Only five degree subjects Are Good enough for an additional maximum of while 10 subjects earn another a full a is Worth More and is the passport to teaching in a secondary school with higher financial rewards. Although mrs. Glaubitz stresses that her federation does t object to present Sal Ary Scales to suitable Quali fied her remarks have found Disfavour in Many quarters. In an editorial in which the salaries of maps Are compared the Tor onto Telegram comments sarcastically perhaps the Quality of parliamentary service might be improved if we raised teachers salaries and attracted Richer Talent to train future comments William Davies executive Secretary of the Ontario Public school men teachers federation the general Public has a Long Way to go before realizing the real importance of Educa Tion when it does they will be prepared to pay for and How Many teachers Are in the big just 32 of the province s have salaries of 9jo, according to the min Iii Ter s last report. The e ave rage is in separate schools in Public schools and in second Ary schools. Public interest in the issues place the question of Bri Tain s nuclear weapons far Down the list. A recent Gal Lup poll sampling based on the question what questions would you like to see the parties and candidates discussing in the general elec showed Only a six per cent response on the subject. Pensions and. Services for old people on the other hand captured 37 per cent of the Public interest followed by housing economic affairs education health and medical services. Emphasizes issues it is exactly these issues that labor party Leader har old Wilson emphasizes in his speeches. Is there a hidden Appeal in Herent in the nuclear Issue has sir Alec who is almost solely responsible for pulling his party up by its frayed Bootstraps during the last year to at least the possibility of v i c t o successfully plumbed the British heart there is a. Strong affirmative argument. The prime minister states flatly that Possession of a nuclear Arm enabled Britain to participate with the uni Ted states in negotiating the test ban treaty and keeps her in the High world councils. Retorts or. Wilson. National Pride but any observer can detect a swell of National Pride in sir Alec s audiences. He got some of his loudest applause from a predominantly tory audience in greens playhouse Here when he mentioned the British soldiers patience self discipline and Good humor in keeping the peace in Cyprus. The most casual observer could sense he stirred deep memories of Britannia ruling the world. Again and again he warns that if Britain gives up her nuclear prestige she will become a third class the implication is Clear Britain has been reduced to a second class nation let her not voluntarily take another step Down the ladder. Let her keep what she has because Only by maintaining her Posi Tion in the world can she grow at Home. Or. Wilson counters by con tending Britain s world voice depends instead on her econ Omic strength and Independence and her leadership of a United Commonwealth. In his major speeches As Well As his whistle stops sir Alec outlines the conserva Tive program for increasing housing introducing an in comes policy and upping pen Sions but clearly he consid ers his major ammunition nuclear. Another warning he also is adding another warning to his campaigning now. Each audience As elec Tion Day draws near and the polls act like Yoyo s gets this urgency from the prime minister we Are going to win but it is going to be close very How his commitment to Rise or fall with nuclear arms As the main Issue will Meas ure alongside labor s preoccupation with Domestic issues that relate to living conditions pocketbooks and Wel fare services in the historic question of this election.
