Nguyen Khanh s Man Date to Rule. The time Khanh borrowed to Hammer together a new govern ment for his War torn nation is almost up and prospects of Suc Cess Are Bleak. According to the Promise Khanh gave rebellious Street mobs in August he is required to step Down oct. 27 and turn the reins Over to civilians. Khanh assigned the responsibility for this Transfer of Power to his nominal Boss . Duong Van Minn the Vietnam Ese chief of state. Minn interviewed politicians religious leaders and various Power blocs. He ended up appointing a 17-member High National Council and told it to ate some kind of government. Two weeks ago the Council got Down to work in the stately Gia Long Palace from which the late president Ngo Dinh diem once ran the country. Members of the Council mostly old revolutionaries promptly fell to wrangling. One faction headed by coun cil chairman Pham Khac Suu held that a National election for the office of chief of state should be held immediately to give the new government a pop ular base. But even in this Job Minh was an irritant to Khanh and on aug., 16, Khanh threw his old toss out of the government Al together. This sparked the Street rioting and upheavals to which Khanh was forced to Bow a few weeks later. Something needed the High National Council must come up with something More than merely putting Minh Back in charge. Consideration is being Given to making Vul Van Mau a Hanai trained lawyer the new Premier with Khanh staying in the government As defence min ister. Other possible candidates for the premiership Are the present foreign Phan Nuy Quat and even the Council chairman Pham Khac Suu. Parliament has now approved a Bill for the establishment of a permanent standby Force of men for use with United nations operations. This will enable Sweden to act quickly and effectively if and when a request is received from the United nations.
