A Tchad contends theatre is tops by Chris Ladd Bill Wylie in Many respects is Hometown Booster. He enjoys the Good things in life but hesitates before he tries anything new. A few years Back for example you could t have dragged him to a Manitoba theatre Centre play at gun Point. Today however he s the theatre Centre s administrator. As a paid employee in charge of finances he contends that most productions there Are As Good As any at Stratford Lon Don or new York. He s not alone. The same View has been stated by various Cri tics and performers across North America. Or. Wylie says that the the theatre Centre s repute tation is More highly regarded in other parts of the country than it is in Winni Peg and that some Winnipeg residents Don t believe such a theatre is Worth sup porting. And or. Wylie himself once thought like this. It All started he claims after seeing a play produced by the Winnipeg Little theatre. He swore it would be his last one. I did t enjoy it a bit. One Day my wife won two tickets in a radio contest to the theatre Centre s production of Tea and sympathy. We went to see it but by some stroke of Chance were seated directly be Hind a pillar. After we met Tom Hendry former adminis Trator of the theatre Centre in the lobby. Then and there i told him exactly what i thought of him and his stinking theatre. Or. Wylie says that was the last play he meant to see but two weeks later complimentary tickets to on borrowed time arrived compliments of or. Hendry with apologies for the bad seats at the previous production. Different answer with misgivings we went. It was a delightful experience and the tickets were front Row Centre. We met Tom in the lobby. When he asked us How we enjoyed it we answered by purchasing season tickets on the spot the problem prevalent in Winnipeg today was that while top critics write glowingly of the theatre Centre its director John Hirsch and his productions a Large segment of the Public remains unconvinced. We be got to get them out to be just one play. Do that and they Are or. Wylie says that going to opening night at the theatre Cen re is becoming the thing to do in Winnipeg but it is William Wylie thought of As a social event and scares off Many customers. Some people Are nervous about anything new and different. On opening nights i come in a suit. At the opening of Mother courage All but one of the Board members appeared in tuxedos. The other wore a Turtle neck sweater in Complete Defiance. On finances or. Wylie says that when a performing arts group reaches the Centre s size it must take a realistic look at things. No theatre should spend More Money than necessary. We now have an accumulated deficit of some but Well wipe that out in a couple of years by slugging away at Quality plays he promises also that qual Ity plays will be produced As Long As Public support is Avail Able. We started our annual fund drive Jan. 27 for to us this is an Ordinary piece of Rev Enue. If we did Lousy work i would t dare ask for Money. My finance committee is composed of five Guys with hearts of Stone. It s terrible. Because we ask for Money we have to be careful what we do with what is theatre Centre s Forte our musicals always draw Best. There s no doubt about it. Mind you it costs More to do a in a musical he explains you make your Money from the hold Over customer. A hold Over customer is one who would not come to see any other Type of production but a musical. But Why is talking about the Manitoba theatre Centre All the arts with the talk of the Centen Ary of confederation there s been a big spotlight focussed on All the arts. People who never looked at us before did. Of course we be been doing a lot of Good work. It All culminated in Mother courage and was unique. In theory the Cabinet minis or wields Power and Parlia ment approves or disapproves after he has acted. But in the Case of the Power exercised by successive minis ers of citizenship and Immi Gration parliament rarely has lad a Clear idea of How and when the minister makes use of Lis Power. Prime minister Pearson has set Toronto lawyer Joseph Sedgwick to work on this thorny problem of ministerial Power in immigration. Four Points or. Sedgwick was Given four Basic questions 1. Is the present degree of ministerial Power necessary 2. Is the exercise of that discretion subject to pressures 3. Is it practical and reason Able to change the degree of Power and the Way it is exercised 4. Is there a More satisfactory Way of reaching decisions on difficult immigration cases three celebrated cases trate the problem or. Pearson has tossed to or. Sedjwick who already is examining other aspects of immigration proce Dure. In 1954, Hal c. Banks later Canadian head of the seafarers International Union and now a fugitive was permitted by ministerial discretion to re main in this country although his deportation had been recommended by the department Banks later was convicted 6j conspiracy to commit bodily harm and fled to the United states while out on bail appealing a five year prison sentence. More recently Joseph bananas Bonanno a mafia Boss with a criminal record tried to get permanent residence in Canada and was charged with perjury for failure to state his criminal record. He subsequently left the department says he was expelled and his lawyers say he left voluntarily while the perjury charges was pending application was made through Guy Rouleau to or. Tremblay to exercise his ministerial discretion to permit Bonanno Fredom on b ail. It was rejected. In another Case last year Harry s. Stonehill an Ameri Jan multimillionaire was re used permanent residence in Lanada but Only after efforts vere made to have or. Trem Ilay exercise ministerial discretion in his favor. Raymond Denis the ministerial aide handling the Stonehill application was reported to Lave asked what s in it for me the remark was taken As a joke in poor taste but the Dan or of such a situation devel Oping into something More serious apparently was a Factor in or. Pearson s decision to have or. Sedgwick examine whether ministerial discretion is subject to pressure. Another Factor in his decision also May have been the expectation that this whole system will come under attack when parliament resumes feb. 16. As David Orlikov my for Winnipeg North and a persistent critic of immigration practices puts it Active political workers and maps have been speaking to ministers and their executive assistants on behalf of Immi Grants and it should be obvious by now that the whole system whereby a minister does t have to account to anyone is invade or. Orlikov and others plan to plump for a thoroughly inde pendent tribunal of outstanding persons outside the government service to decide such matters with Complete Access to All the hitherto secret files on the immigrant involved.
