February. 11, 1965 15 pension plan study ready for House Ottawa parliamentary committee set up to study the plan has completed its report but de tails won t be known until it is tabled in the commons prob ably next week. The 36 member committee drawn from the Senate and the commons held 51 sittings most of them during the parliamentary recess. A majority of the submissions to it were critical. The most frequent complaint was that the plan does the least for those who need it most. In most cases criticism was coupled with a suggestion that the government replace the plan with expanded Flat rate benefits under the old age Security pro Gram. But the plan received approval in principle from a num Ber of influential organizations including the Canadian labor Congress the Canadian welfare Council and the Canadian teachers federation. Just a few Days after the prov Ince announced it would enter the plan. It sought be changes s o in a Liberal members of the committee criticized them privately As be ing m o re political than prac tical. Pay extra the Ontario suggestions would result in an extra a month being paid from the Canada pension plan fund to All canadians receiving the old age Security Benefit and the establishment of a minimum monthly pension under the plan itself. The contributions for the plan would be collected from first Dollar of earnings As opposed to exempting the first and the plan would come to maturity in 20 years instead of the proposed 10. The Quebec government was insistent that a exemption base be established so that provincial Farmers would be exempt. The province was also anxious that the plan provide a relatively big fund for invest ment purposes. The monthly payment recommended by the Ontario government would take a Hearty bite from the fund. The 10-year maturity period was gained by the Federal government in its negotiations with Quebec which preferred a 20 year period. It was thought unlikely that Ottawa now would be willing to give this up. The committee under the the Way for eventual German reunification. Krupps have agreed to build Only in areas beyond the former German territories now under polish administration. Production details will be worked out by a committee composed of Krupps representatives and polish officials and it is expected that the factories will produce require a Large faced with the goods which labor Force. Poland is problem of finding employment for More than a million and a half Young people who were born in the Post War bulge. By co operation with West German concerns they Hope to solve this problem and at the same time open up new markets. The plan is that Krupps would deliver raw materials or partly Poland for eventual re made goods to manufacture and Export to Germany. It is said that the polish government is taking Steps to ensure a smooth passage for the transport through East Germany. Or. Beitz has also met with Success in similar negotiations in Hungary and the hungarian government is interested in starting a joint project at its Large Industrial Complex in Csepel. Many problems Are raised by the Krupps plan and these Are made More difficult since West Germany has no diplomatic Contact with Poland. There Are the questions for instance of the status of German Technics ians and their families who win be going to Poland the guarding of German property customs duties and erects. However the scheme presents the Prospect of improving at last the relations Between West Bonn s attempts to ease the tension through increased Trade during recent years have not been noticeably successful. While the committee s report is unlikely to recommend any changes that would affect the fundamentals of the plan it is probable some minor Amend ments will be suggested. One of these might concern the drop out num Ber of years in which contributors can have their incomes left out of the Benefit calculations. The maximum drop out period in the Bill is 10 per cent of a 47-year working lifetime. By in creasing this 10 per cent the plan could be improved for those continuing in school after the age of plan s entry for those subject. To sickness unemployment or Early retirement. Government officials have hinted that changes in the drop out years would be acceptable.
