Winnipeg Free Press (Newspaper) - February 13, 1965, Winnipeg, Manitoba Winnipeg free press air Canada continued Dixon Speas wrong says expert Vest Gate into the proposed move of air Canada s Winnipeg overhaul base to Montreal. The commission s Winnipeg hearings were expected to wind up saturday. The commission will then move to Manitoba. Mrs Banks spent six and half hours on the witness stand Friday and his answers to most questions raised by air Canada s counsel Henry Monck backed up his earlier testimony that the Dixon Speas report Over estimated costs in Many areas. The Dixon Speas report com piled for air Canada recommended in 1963 the immediate closing of Winnipeg s overhaul base. Barrage of questions under a barrage of questions or. Banks stood his ground when he maintained that his estimates reducing earlier figures presented by the Dixon Speas report were valid based on reasonable assumptions. Or. Banks said that if new hangars were built in Winnipeg to overhaul dc-9 aircraft Here the Dixon Speas figure which was based on the hangar Cost of dc-8 aircraft should not be considered because the Cost of the dc-9 hangar was much less he said that a dc-9 hangar for two aircraft and other facilities could be built in Winnipeg for an estimated compared to As suggested by the Dixon Speas report. Or. Banks added that there was no question of air Canada bringing the dc-8 overhaul to Winnipeg and the alternative plans suggest Only that the dc-9 Jet overhaul be brought Here. Therefore he said it was wrong to use dc-8 hangar costs and have them included in the report. Or. Banks said that the purpose of the Thompson in Quiry was to assist the Federal government and air Canada to arrive at a meaningful decision based on present Dollar value Levels. Any decision to be made has to be arrived at on present Dollar values and not on any future value level which cannot be determined at the present time he said. S4.75 per fort Garry Winnipeg hotel aircraft or the Here As Well has to be made on present and not any unknown future value or. Banks told the commission. Lower Cost or. Banks also said that if the expected trend of rapid breakthroughs in aviation technology continue for the next 10 or 15 years changes will reduce maintenance Cost and therefore there will be changes in the difference Between the plans left open to air Canada by the Dixon Speas report. He said that if. Electronic devices known As airborne integrated data now being developed Are accepted and installed on air Canada s Fleet a reduction in aircraft maintenance labor costs Are foreseen which would change the difference Between the plans air Canada has at present. Answering or. Monk s questions or. Banks maintained throughout his evidence that one of the major discrepancies he found in the Dixon Speas report involved around labor costs and the formula used in determining certain Cost ratio. Or. Banks said that the Dixon Speas report Vised a High rate in forecasting the maintenance Cost of dc-9 Jet aircraft. It estimated that the maintenance Cost of a dc-9 would be 70 per cent of the dc-8 aircraft. This figure or. Banks said was too High. Using a different method of evaluation or. Banks said a .55 per cent ratio would be a More realistic measure. However or. Banks admitted that his percentage ratio on aircraft maintenance Cost was his own judgment but added that my guess is closer to the Ata formula therefore More precedence should be Given his findings. The formula or. Banks referred to was prepared by the american transport association to estimate the labor costs involved in the maintenance work of an aircraft which has not yet been introduced on the Market Over estimated or. Banks further declared that Burden costs hours paid but not worked had also been Over estimated by the Dixon Speas report. Throughout his evidence or. Dixon Speas said they were trying to be conservative in making we did t attempt to be conservative we attempted to be reason or. Banks told the commission. The expert testified that thought on management were not on concretes -7 and the Dixon Speas conclusions defy com Mon or. Banks said this led the Dixon Speas report to the untenable conclusion that if a base was Large enough it would t need any management person Nel at All. He said the figures supplied by his study of the situation come closer to the average Man s Conception of what occurs that is management needs to increase As a base grows. The Dixon Speas report seems to give an impression that the management figure decreases As a base grows the Dixon Speas r e p o r t s curve to indicate this assumes the introduction of the dc-9 at Winnipeg would require new production personnel and More than 100 management personnel but 800 production employee at Dorval would Only require 12 management person Nel or. Banks said. This would leave a ratio of one manager for every five employees at the Winnipeg base and one for every. At Montreal which is too great a discrepancy to meet the test of common he said. More managers or. Banks agreed1 with or. Monk that the introduction the dc-9 jets at Winnipeg would the province of Manitoba requires teacher for the Manitoba Day school for deaf the department of education invites applications from qualified teachers to instruct deaf students in regular academic subjects at the e Day school for the deaf As Wellas in specialized areas As qualifications applicants must hold a valid Manitoba teach ing certificate and preferably with experience training in teaching the deaf. But or. Banks added that he was certain the increased de Mand on management would Aper off. He admitted further that the previous experience of management personnel with the dc-8 aircraft would assist them when they dealt with dc-9 medium Range jets. Or. Monk pointed out that personnel familiar with dc-8 jets were at Montreal and. That Only Viscount were in Winnipeg and would t this mean added management requirements Here or. Banks replied perhaps according to or. Banks s study of the situation the same ratio of management people to production employees applied for both the Winnipeg and Dorval bases. Or. Banks again stressed a complaint he made earlier in tie hearings that air Canada failed to Supply him with All the information he had asked for. He said that although r. Dixon Speas associates had All available information he did t seem to use it in a Way which is applicable to real life. Dixon Speas associates used mechanical Means of compute Ioa and came up with what could be termed a Purist s results but not ones which can meet the test of common Quebec drought ending Quebec owned by the Quebec liquor Board strike bound for 10 weeks will probably re open feb. 17. In announcing this to the legislature Friday Premier Jean Lesage said negotiations in the strike were hampered by difficulties that always go with the implementation of new rights. The employees acted under a labor code passed by the legislature last year said or. Lesage. First Call have you anything in French squeeze what next in Asia continued Tion has urged South Viet Nam to establish a stable government in Saigon and the result has been just the opposite. The president sought no wider War and yet this is precisely what he now has. Major problem the acceleration of the crisis forces or. Johnson into a major problem in his relations with the Saigon government. Until the . Air raids the president was faced with a South vietnamese political situation that was crumbling before his eyes. However the attacks prob ably boosted morale in Saigon and this May Well have slowed Down the Politi Cal deterioration. But in a sense the presi Dent is now trapped in the Wake of this escalation. He is against a major expansion of the War. But if he does not maintain the Pace set during the last week he could easily under mine what renewed Confidence Saigon May have gained from a More militant american approach. Thus it is Felt the presi Dent must establish Tion in coming months that will continue to bolster Saigon s Confidence in the a. Commitment without at the same time forcing a major sex parision of the War.1 such an objective is delicate to say the least. On a front the american reprisals May hive bought or. Johnson a i Little time to assess the dangerous implications flooring from . And North vietnamese actions. The problem in recent Days was that developments were moving too fast for the policies already set. If the administration does have time at this juncture in the War the real question is whether Washington will use such a pause wisely. Vision needed this proposition also holds True for Hanoi and indirectly peking and Moscow. The question is whether both sides have enough vision to Back away from the head on confrontation or whether they simply will let daily events control their policies rather than the other Way around. Meanwhile the president must Deal with mounting International pressure for some kind of political accommodation in Southeast Asia. Calls for a negotiated settlement Are now coming in from major capitals throughout the world. The latest such proposal came today from United n actions Secretary general u Thant. He urged restraint and asked that the crisis be taken away from the Field of Battle to the conference Washington is not opposed to the principle of an East West conference on the widening criss in Southeast Asia. It simply refuses to enter into new negotiations before the communists give some Assurance that they will abide agree ments specifically the 1954 and 1962 Geneva agree ments which supposedly and territorial integrity of North and South Viet Nam Laos and Cambodia. The How Ever sees no evidence that Hanoi and peking Are pre pared to Lionor the Geneva agreements. This is precisely Why there is Little or no effective East West dialogue about the Southeast Asia crisis. Washington does not Rule out an eventual settlement in Southeast Asia. It is simply convinced that pre sent communist hostilities Rule out a viable framework for such an accommodation.
