He j left for Guam monday night with a warning that North Viet Nam had clearly decided to escalate the conflict. He fore cast a Long War. Mcnamara told an Airport press conference the e United states will continue to provide the men needed to wage the War. He also spoke of increases in the strength of the Strong South vietnamese armed forces. His statement reinforced speculation be will urge president Johnson to build up the . Force in South Viet Nam from the present 165.000 men to 000.
