Winnipeg Free Press (Newspaper) - October 29, 1966, Winnipeg, Manitoba W foreign policy stomps Washington and peking h by Robert elegant Tong Kong despite persistent efforts to control information Washington is an open City. A number of diver gent views often surround every major question. On the other hand peking is a barred Citadel from which unauthorized information rarely escapes. Dissident views Are invariably expressed in obscure language that Only he who holds the key May understand. Out siders learn of major differences Only when authority chooses to speak. Yet both Washington and peking have in different ways. Revealed great perplexity with regard to foreign policy during the past months particularly concerning Asia. The conflict in Washington is easily visible. The conflict in peking is More acute. Both americas the super Power and China the aspirant superpower have interests beyond the wide Bounds of Asia. For Asia has become As the red chinese put it the focus of the world wide Asia has indeed become the Deci Sive area of world politics in this decade not because it is. Intrinsically More important than Europe or the americas but because the forces working in Asia tend toward instability. The red chinese believe Asia offers a unique Opportunity to demonstrate the truth of their secular but mystical Creed. Asia lying at their fingertips is aflame Wilh the newly awakened aspirations which arc Tho motive Power or revolt. If peking s allies the vietnamese communists can take South Viet Nam. They will have proved that no Power on Earth can Stem the tide of the people s War the chinese preach. Asia might then duly fall to guerrillas sustained by a conviction of inevitable Victory or the United states goaded by its own impotence might decide to fight a conventional War by attacking China. Neither of these consequences of a communist Victory in South Viet Nam is desirable. But worse could follow. The chinese As open about their objectives As was Hitler have proclaimed Asia is but the preliminary objective of their global strategy to the j entire world. I but the danger is not chinese j Conquest the danger is chinese incineration of a Good part of the world with the nuclear Arsenal which peking will eventually possess. The Crux of the crisis is Southeast Asia. The Region is both a Battlefield and a Well Spring of strife which could overflow into other regions. I it is Likely to remain such for some time. If there were no j War in Viet Nam there would j be War elsewhere in. Asia. Of the i . And China were not fight ing by surrogate other nations Man 66, seeks clean slate Detroit got to go Back there and face the music or i la have no peace of says 66-year-old Roylo Gan. Back there is Georgia where the possibility exists that Logan could face years of confinement in addition to the 42 he spent in a Michigan prison. Logan won release last month from a life term sentence imposed in 1924 in the slaying of his Highland Park. Mich., sweetheart. Still hanging Over Logan is a Georgia warrant charging him with escape from a prison Camp in 1923 when at age 23, he had just begun a 10-year sentence for armed robbery a crime he insists he did t commit. He says he wants to waive extradition and wipe his slate clean. Logan stopped by wednesday to visit circuit judge Joseph a. Sullivan the Jurist who granted his motion for a new murder trial on the grounds he was t advised of his rights when he signed a confession and that he saw his court appointed Law yer for the first time the Day his original trial began. In his new trial Logan pleaded guilty to manslaughter. Because the maximum sentence for manslaughter is 15 years and Logan already had served almost three times that. Judge Sullivan was ready to suspend sentence. But Logan asked for Proba Tion to get the judge placed him on probation for five years and Logan Shuf fled off to live in a salvation army residence on a City Wel fare stipend pending his win Ning a state old age pension. Lawyer Joe b. Sullivan who won Logan a new trial last sept. 15, said he was stunned adding i m convinced Roy could have successfully fought Airlift Over London Reuters Brit Ain s Airlift of Oil and other sup plies by Raf planes to Zambia will cease within a few. Days informed sources said Friday night. The zambian government was informed several weeks ago of Britain s intentions to phase out the Airlift at the end of this month. Would. The history of Asia from Japan to Afghanistan is a chronicle of struggle Between nations and within nations. Asia is much like other parts of the world but it has not yet Europe and North America appear to have Learned that space and time Are now too narrow and the Power of modern weapons too Broad to ambitious men the Lux Ury of pursuing their desires by War. The United states is Well informed on asian realities. She can rely upon local connections and local Good will. Both have j been enhanced by successful resistance to communist control of South Viet Nam As has purely military Power. The buildup of forces in and around Viet Nam and the acquisition of new bases like the Complex in Thailand have made America stronger in Asia. Material or is unfortunately essentia.1 to effective action. It is absurd to suggest the . Can control Asia by Mili tary and economic if she possessed the Wisdom and the desire to do so. Americas first task in Asia is to define her objectives. The United states cannot for example indefinitely Seal off Southeast Asia Japan and India from expanding chinese influence. She can on the other hand prevent expansion of red Chin Ese influence that might trigger a nuclear War. She can prevent the demoralization of the Small countries. She can assist the i growth of Strong and enduring i institutions when they appear i but the . Cannot create them. Them. J after defining America s objectives which Are Bath tial and possible americans must not stint their efforts to attain them. Present conflict is bound to understand a military and poli tical struggle different from any War they have fought. Unique among Powers both the . And China Are impelled primarily by the future rather than by present profits. The present strife is the practical expression of theological differences and its purpose is in both cases to capture the soul of the opponent. Such a description of the present conflict is bound to i make americans uncomfortable. J they like to feel they Are a pragmatic people. It is there fore difficult to acknowledge that what they seek is a world society which gives the individual the Opportunity to grow free from external interference. The chinese display no such embarrassment. The great pro Leteria cultural revolution the latest eruption in China Demon Strates their ardor. It is both a vicious struggle for Power and a deliberate Effort to destroy every aspect of the tenacious chinese civilization. The purpose of maoist Doc Trine is to create a society which rests upon overt coercion by the government until that magic marxist mom ent when both coercion and government vanish spontaneously. It is a Cardinal Tenet of the new chinese religion that the revolution in China will not have succeeded completely until the revolution has succeeded every where in the world. The . Has been forced into a religious War although its quarrel with the chinese is not Over the Way they run China but the Way they want to run j the world. They have again and again they will liberate the entire world by the same strategy they used to liberate China. It is the risk of nuclear War inherent i the chinese ambition rather than any deep fear of its realization which forces the . To fight in Viet Nam. It is impossible to negotiate with a dangerous fanatic. His delusions must first be revealed to himself. The . Is exposing the nature of those delusion to Many senior chinese officials. The . Is now puncturing the myth of the inevitability of communist domination of Southeast Asia and the myth of invincibility of guerrillas. The smaller nations have taken heart and action from the demonstration that they Are not doomed to live under communist Rule. The military Success against the has been a significant Factor in the internal crisis in China. The dissident group in China has used communist setbacks As evidence of the Lack of realism of the maoist plan of world Conquest. The opponents have argued red China would be better advised to look to the welfare of the chinese people by seeking rapprochement with us soviet Union and the . While ceasing to fritter away sparse resources in supporting revolutionary it May in the Long run prove impossible to prevent substantial chinese influence Over the Small countries of Asia. The . Should not succumb to the illusion that it has the Power to control All events in Asia. Its ambition should not be the creation of a dozen Little americas in Asia. It should Only prevent immediate chinese the nuclear conflict that could Spring from Hegemony. That task arises from Ameri Ca s vital interests. It within her Power. The Angeles time daily Stor.
