They id significantly More children seven to 10 years of age were picked up. Information about delinquency in greater Winnipeg was Dis closed during a press con Terence held in the Law courts building by judge a. J. Stringer of juvenile court and John to Mckay director of court ser vices. Or. Mckay said that the total number of referrals in greater Winnipeg excluding St Boni face and St. Vital Rose to cases last year from in 1965. A referral indicates a child picked up by police in connect Ion with an incident but not necessarily charged. The child is allowed to go Home to await the court s decision of whether or not he will be charged of the total number of referrals last year involved Highway or municipal bylaw infractions which include walking on the Road and smok ing under the age of 16. This was 334 referrals More than in 1965. May be dropped judge Stringer said that in the Case of a first offence and when the offence is not particularly serious the Case is usually dropped. The reason about 75 per cent of first offenders who Are warned Are never again picked up by the police. We Don t feel they should have a judge Stringer said. Of the 25 per cent of these first offenders who do com i another crime Only three be cent Are hard Core Delin according to or. Mckay. He said that in 1966 there were 101 such cases and 77 of them were sent to the training school at either the Portage for boys or the Portage Home for girls and 24 were transferred to the adult courts. Those sent to the training school usually stayed one to two ears. The five major delinquencies Eor which children Are charged with the 1966 total in each category Given first then the 1965 total in brackets were theft breach of the liquor act 611 breaking and entering 476 Wattul damage 214 and Auto theft 168 under 12 according to a report pre pared by or. Mckay referrals of children 12 Yean old and under continue to represent a High proportion of the total number of referrals in 1968 811, amounting to 19 per cent of the total the pattern of delinquency remains similar for children in this age group and the pattern shows somewhat Over involvement in Petty theft break and enter arson and false fire alarms and wilful damage. Significantly More children of extreme tender age 7, 8, 9 and 10 years old have been referred 1966 or. Mckay said that one of the favorite ticks of these children is to stand outside a Beer parlor and offer to help a drunk person to his car. While doing this they rifled his pockets. As to Why they stay out late getting into mischief or Mckay said their Home life is most of these children spen their evenings As late a Midnight roaming main Stree and almost inevitably were victimizing or being victim Zed or. Mckay said the Ideal situation would be for the police take the child Home and if ii catches that child on the Street again late at night have him referred to the children s do society. The Ideal but this was an Ideal and not often the real Case. As a result in 1965 3.7 per cent of All greater Winnipeg children 10 to 17 were picked up y police although not necessarily charged. In 1966, the percentage increased to 4.6 per ent. However judge Stringer said some of the increase is due to police on walking on the Road or on shoplifting. In addition Many of the charges of robbery brought against children were something like one in which 10-year-old lad beaten up another 10-year old and had taken a dime. With this in mind a crime May appear minor but it is still an entry into the realm of crime the judge said. Causing concern among police authorities was a Sharp increase in the number of cases of glue sniffing. Eight children were referred in glue sniffing Inci dents last year but 30 children had been picked up in just the first seven weeks of this year from All parts of the City. Automatically most of these children were not charged but they re automatically charged if they be been charged the probation service employed 38 people last year 19 of whom were involved directly in probation work. Eight of these social workers had master s degrees in social work seven held Bachelor s degrees in social work and Only four had no University qualifications.
