Winnipeg Free Press (Newspaper) - February 21, 1967, Winnipeg, Manitoba R printed published Dally except sunday by tin company limited. 300 Carlton Street. Manitoba. John Shane Ert Tor r. S. Malone publisher and vice president Western. Peter Mclintock one Man one vote the time is approaching when a redistribution must be made of Octora. Seats in Manitoba. The last redistribution was in March 1957, the year the new electoral divisions act was passed. The act specifies that in 1967. And each ten Vears thereafter an electoral divisions boundaries commis soon Shau draw up a new election map for the province undoubtedly with this in mind the Winnipeg of Commerce has presented an admirable Brief to Roblin seeking to have corrected a great mus us that present electoral representation visits on the people of the of greater Winnipeg. What the chamber Winnipeg free press Winnipeg tuesday february 21, 1967 Freedom of Trade Liberty of religion Equality of civil rights pout an area is a fair distribution of members in the provincial legislature As Between Rural and Urban areas. The submission argues the chamber s Case fully Thor in and with conviction. It notes that since Manitoba ill became a province despite the fact that the growing population has tended to be concentrated in the. We mpg area representatives of Rural areas have been reluctant to Rea Porson the seats on an equitable basis. The consequence has been a steadily increasing Over representation of the Rural element and a corresponding under representation of the Urban. In 1957, the government was under pressure to make some efforts to re apportion the seats because by then about half of the province s population was Winnipeg. The result was the new legislation which provides that toe province is to be divided into 57 electoral seats of we Chow Are Rural and 21 Are Urban. The act also provides for four people in each Rural electoral division Shau be seven in each Urban electoral division. In words it took and takes at least seven City votes to equal four country votes. This imbalance says the chamber is the result of the concept that Man is by nature Good by society bad and hat Dweller is a special person a person apart who can bring to the serious business of government the girls of honesty Thrift and moral simplicity. This Aruty Sis of human nature unfortunately is not a True one being simply a preconceived image of Man in a pastoral setting Chhout adequate acknowledgement of the important Pat played by the Urban Dweller s social nature in his rela on to his neighbors by fellow feeling sympathy generosity and the like. In a word the author of the formula rejects the Basic democratic principle one Man one to one Urban under the dome last Friday the members of the legislature or great numbers of them visited the pasto take part in that great orgy of outdoor and indoor activity the trappers festival monday afternoon looking More or less intact and with Cheeks of a bloody Mary red the members were Back in their desks under the dome refreshed after season in the open air. Their by Christ Ophir particular question but the fact is that Warp revealed to West Pemmican readers As Early As monday afternoon that the new liquor Bill will allow sunday drinking in restaurants liquor advertising in newspapers and magazines it will extend by an hour the drinking hours in a number of places of refreshment. Or. Warp s Crystal Ball grows misty when one comes to the matter of allowing drinkers to stand up walk about and sing. It is to be assumed that Manitoban Aren t ready to enjoy themselves to that de Gree As yet. Or. Warp also has the Day began with a Lew i no information regarding the waggish references to what granting of liquor licences to had been done North of 54. Legitimate theatres concert two As late As 1949 a ratio of having voters Rural Haing i constituencies was was retained. But Many Ridings varied widely even from these quotas. Usually Urban constituencies were larger and Rural were smaller. This Holdover from a Hundred years ago May have been justified in the Days of the of cart and the horse and buggy when Rural areas were sparsely populated roads were rudimentary newspapers were few railways hardly existent and automobiles radios Tele phones and television unknown. To maintain it or some similar formula today is indeed continues the submission it can be argued that because of the complexities of City life it is More difficult for the average member of an Urban area to know and be sown by his constituents to keep in touch with them and s conduct an electoral Campaign than it is for the average Rural member. The chamber agrees that in Northern of be province there Are some areas that should receive consideration because of geographic difficulties but All existing constituencies present no such diff report on government waste Ottawa the annual reports to parliament of the auditor general get longer and longer not Only because or. Henderson is zealous in tracking Down new examples of government waste but also because the departments and agencies Are remarkably Resis Tant to the recommendations pressed upon them from year to year. Or. Henderson is a Persis tent Man who maintains a Box score of these matters last year he reported that 40 recommendations of the stand ing committee on Public accounts had produced no action. Since then 11 have been implemented. As the committee which deals with his reports has however Active in the meantime Otal outstanding is now 49. In the months which allowed publication of the Glassco report on the govern ment organization there was a flurry of activity and or. Lamontagne then the responsible minister used to Point with Pride to the statistics of ministerial Good works but the Pace appears to have slowed because according to Henderson. 151 of the Lal 276 recommendations As yet yielded no ave s also since publication of the almost cuties. The Brief Points out that an Effort is being made in the v v r a to a one United states to achieve the principle of one Man and that the government of Canada has taken Steps under the electoral boundaries readjustment act of 1964 to ensure More equitable representation in Par Ham in t the chamber believes that similar legislation is needed Mani Toba. To Back its Contention it Points to the fact that in 1966 the registered voters in Winnipeg made up 53 per cent of Manitoba s total voting population yet. The 20 members of Winnipeg constitute Only 35 per cent of the members in the House. In the Winnipeg electoral of Radisson one representative represents been the findings the number by by Murk a ment will be required to pass new legislation converting the Loans into Grants since expo unlike the Csc does not go on forever. Or. Hend brows. During the last election Campaign it was observed that the Canada pension plan booklets came out at a politically interesting time. It the annual report of the auditor general gets longer each year both because of new examples of How the government wastes taxpayers Money and because government departments do Little about the auditor general s recommendations As to How Money can be saved. Erson thinks and has said in previous reports that it is improper for the government to make indirect compensation to Banks for services by maintaining deposits of million with them on which they do not pay interest. As he notes however the new Bank act is so worded that it will be possible to continue this j practice. There Are always a few relatively minor items in the auditor general s report which now appears that the printing contracts exceeded estimates and required approved of the Treasury Board which however was not forthcoming until much later. There was evidently some urgency about publication because the department concerned passed Over not merely the lowest but also the second lowest tenderer in order seven Days. Or. Henderson offers an other revelation which will be of. Particular interest to lawyers and possibly to or. Herbert Herridge who Endea Vors to keep them for the Benefit of the under paid Legal profession the Queen s Printer produces Canada Law reports covering proceedings of the supreme and exchequer courts. Subscription rate is obviously a bargain since it is supposed to cover Only print ing costs. Judges get them for nothing As part of the War on poverty it is interesting to read that direct printing costs alone come to and that non lawyers served by the Queen s printers sales promotion division pay while the matter was brought to the attention of the proper authorities last. Spring Noth ing has been done and bargain rates jul continue throughout Calendar year 1967. The auditor general s report is of course required Reading in government departments. I Jurcoi 11. No to save but in too Many cases it is then Pigeon holed unless there is an. Adequate uproar from those who support the govern one gathered that draughts medicinal and otherwise had been Tarcen and that those members who Are still sound of wind find limb had taken part in the various outdoor sports available to them. There was reference to a Broomall game that did t take place Jas cause Sterling Lyon the government s Demon sweeper had vanished without Trace. This of course is something that tends to Hap pen at the trappers festival. People just disappear. I did it myself once and woke up on a train loaded Back to Winni Peg. It must be something in the Clear Northern air. In any Case the members or Lyon among them were brisk and Gay when the House got Down to business again monday afternoon. Various party leaders bragged about the number of their followers who had made the Golden journey beyond the rim at adventure and or. J. M. Froese the Leader of the social credit remarked that his party had been represented 100 per cent. Cried a waggish voice from the Bac benches and you were All drunk too. This of course was slander of the first order. Or. Froese is the Only social credit member in the House and a More solid temperate citizen would be difficult to find. One however understand the mood that prompted Halls and Art galleries items that Many think should be considered. Editorial comment in the times Harvester monday afternoon was what one might expect judging by past performance. When the last House passed legislation allow ing the serving of drinks by the Glass in hotel rooms times Harvester Leader writers spoke scathingly of the thin Edge of the monday afternoon they roared about the thick end of the t i m e s a a Rester Leader writers of course have Long denounced any proposed change in Manitoba s liquor aws. If in an election the province weighted the male vote More heavily than the female or the vote of those people of English descent More heavily than those of scottish or the protest ant vote More heavily than the roman Catholic no one could contend that the discrimination was allowable. How then can four persons in Rural Manitoba be Given the same voting Power As seven persons in Winnipeg merely because h for fighting they live in a Rural the submission concludes All who participate in an election Are entitled to have an equal vote whatever their sex whatever their occupation whatever their origin what Ever their income whatever their religion wherever their place of residence May this is an argument so self evident that it is difficult to understand How the provincial government can continue to fail to acknowledge or ing Henderson is also keep watchful Eye Canada s impressions of disunity such As that created last wednesday by Trade chief Douglas Jay whose gloomy meditations on the consequences of British entry came just As or. Wilson was trying to convince West German representatives in Bonn that Britain Means what it says about Europe. The sealed lips order is in. Effect an instruction to mini sters to go along with the government or resign. It will apply equally to those in favor of the european economic Community. This includes for eign Secretary George Brown that such hostile forces enable the prime minister to hedge his bets on Europe. This appears to be elaborate embroidery on a simple situation and does nothing to erase the embarrassment caused by or. Jay s bad timing. Singer is line up with the other common mar Ket countries in a revolt against a French veto on Britain. One report the observer in fact said or. Rura newspaper t h e times har Vester in the press gallery cites the highest possible Lor his information monday evening Chu ahoy s Plush new grog cellar times Harvester editor de Weed took time out from watching go go dancer Joy supple to give his views on the Story behind the Story of the liquor act changes. The new Liberal proposals or. Weed insists Are a sop to the liquor firm that is now planning a giant distillery in the Gill area. The liquor people or. Weed spellbound audience told a a had no intention of building a Plant on the of the Interlake area until the government promised to make it pos state for Manitoban to Purchase liquor in greater Quantity. Your average West Pem or. Weed claims can polish off at least a bottle of Rye during that extra hour. The will be West Pemmican who used that the changes will be of a to t out. Town after the bars sweeping nobody of course knows on a More substantial level Europe speculation continues about struck by Germany s exact intentions in relation to Britain s renewed interest in Europe. Although Bonn continues to sound in h High Cou raging. Chancellor it is Felt Kurt Georg that Kie Bonn is attaching to its policy of seeking an opening to the East what is not Clear is whether French help can prove As valuable As German who this highest possible authority is. Warp in touch with the hereafter does he have a pipeline to government House was he lurking in a Booth in the men s washroom during an Impromptu ministerial Confer ence did he take his place in the Cabinet room disguised As a potted Palm Only the highest possible authority knows the answer to that closed were inclined to agree. Rumor has it that the West Pemmican Centennial museum committee has approached or. Weed in the Hope that he will allow them to use As an exhibit his Colls and Copper kettles Tor so Long a prominent part of West Pemmican life. Or. Weed it is understood has Given Tenta Tive agreement but he says he plans to go Down fighting. Of the strongest euro peans who is due to address a Centre european rally in London this the schools budget Winnipeg ratepayers will know How this years record schools budget of million will affect the Mill rate on their property until the provincial government announces the details of its financing formula for the foundation program which is to be initiated this year. They do know however that re Gnu rimless of whore it comes from this Money has to be raised and that one Way or another it will come out of the pockets of the people. With some of the increased costs there need be no quibble _ salary increases for teachers and other employees Lor example. These Are in line with what is happening in other provinces and with pay schedules in general. But some other items Are More questionable such things As band instruments swimming classes and a donation to the Manitoba e d u c a t i o n a i re search Council. No one is against these things they Are All com 1 projects but band i instruments and swimming i classes would seem to be the responsibility of parents rather than the school Board and it is hard to see How the research Council however necessary it May be qualifies for financial support from an individual school division. Each of these is a relatively Small item it is True but enough of these Small items can materially affect the budget. And each year a few latest estimate for this project roughly four times the original is about million. However the auditor general notes this Only to make the Point that some was paid to architects for work performed but not utilized by Public works. This is reminiscent of the practices of the Canadian broadcasting corporation which As noted in the last report had made payments 01 for work not per formed. Or. Henderson observes sadly that this Situa Tion continued throughout last Yeshe also Points once again to the farcical procedure by which the government makes Loans to the Csc for its capital requirements. At March 31, 1966 these totalled wednesday. Under the Downing Street decree or. Brown will have to confine himself to policy As announced by or. Wilson in the commons last november 10 in these words i want the House the country and our friends abroad to know that the government is approaching these discussions with the Clear intention and determination to enter the eco if As we Hope our essential British and Commonwealth interests can be safeguarded. We mean or. More keep creeping in. Some March corporation is times this occurs because of l pressures brought to supposed group Bear on Board members but sometimes one suspects be cause of a tendency to Empire building on the part of Board members themselves. With the schools budget subject to no outside controls a Little More control in these areas should be exercised by Board members and a Little less Empire building at the Cost of the Public. Today s scripture woe is me for i am undone because i am a Man of unclean lips and i dwell in the midst of a people of unclean lips Lor mine eyes have seen the King the lord of hosts. Isaiah 6 5. Interest. Where Wilson it can be confidently reiterated does in n. _ Money naturally from parliament. But last wart vote for the Csc did not reveal to members that they were appropriating Over million for interest and for repayments. The same Dodge has been used to finance expo 67. Under existing legislation Grants from Canada Quebec and Montreal Are not to exceed million million and million respectively. So the government has Guaran teed treated by the department of finance As from estimates it appears that parliament will have to cover a b out million. This Money will have been spent but Paella fact mean business. The British probe of european prospects which he announced on november 10 is now two thirds Complete and the prime minister will not be deflected by ministerial mutterings. Or Jay has not earned a sensational reputation at the Board of Trade there was some sur prise that he escaped demo Tion in the recent government shuffle. Rightly or wrongly he does not command High affection among Canada s diplomatic and commeria Colony in London. One published report Ove birthdays Thos. J.
