Policy Walter Reuther George Meany Washington special tons the noises you hear around the Central intelligence Agency Cia announce the big thaw which has been underway in Europe for Sev eral years and has now reached America. The ice of the cold War is breaking up and As the climate is changing the landscape is changing too. The older and More permanent features of the american scene Are reappearing. Thus Only a year ago in april 1966, the new York times published a series of articles on the Cia. They exposed More systematically than ramparts Magazine has today the elaborate infiltration of american institutions by the Cia. Yet there was no general out cry. Now there is a tremendous outcry and the Cia operation has begun to smell like a backed up cesspool. This proves that it in t the activities of the Cia which have changed. What has changed is the Public attitude about it. Opinion shifts a year ago the preponderant mass of americans still Felt that they were at War a cold War if possible but a nuclear War quite possibly. This is no longer the prevailing Amer ican opinion. The same revolution of opinion which has changed the policy of european governments in the Early 1960s is now taking place Here. The Gap which has existed for some years Between european and american thinking the Gap which has caused so much misunderstanding and dislike is closing. In Europe this phenomenon has manifested itself in an almost total loss of interest in nato and the other institutions of the cold War. Here the change first manifested itself in our acceptance of the changes in Europe it manifests itself today in a revulsion against the Norm the confrontation Meany is. Reuther likes to recall with thinly disguised relish As an illustration of the competitive Ness Between him and or. Meany. It happened during an argument Between the two shortly after or. Meany had returned from a visit to London. Or. Meany who did not seem amused told or. Reuther How one Sun Day morning he looked Down from his London hotel win Dow and saw a sunday times poster with a pro Vocative invitation to read All about the american no. 1 Trade Union or. Meany eager to read what the sunday times had to say about him got dressed rushed downstairs to buy a copy and found a Long interview with Walter Reuther. Or. Reuther has not yet withdrawn from the Al Cio. So far he and his fellow officers have with drawn Only from its executive Council to end what or. Reuther called in futility and to be Able to pursue his own policies. The break had looked inevitable for some time. Or. Reuther though was less than Frank in stating that the United Auto work ers did not act out of personal pique but As a matter of for there is no doubt that when he agreed to the Al and Cio merger in 1955 he expected sooner rather than later to assume the presidency of the labor move ment s roof organization. And so the 60-year itch or. Reuther will be 60 this year has something to do with his declaration of in dependence. It has become Only too obvious that or. Meany plans to die with his boots on. Or. Meany is an old fashioned dictatorial labor Boss whose control Over his tightly run club is total. He has taken Little notice of the civil rights upheaval or of the Advent of automation and his foreign policy is still the cold War variety. Or. Reuther though Sec Ond in command had never really been accepted in or. Meany s club. He always remained a tolerated out Sider and had too Many new ideas to be trustworthy. A born political activist he is the epitome of toe modern Trade Union Leader. When i once suggested to him in Britain he would have had a Good Chance of becoming prime minister he replied that he had no political ambitions that his aim was to transform the american labor movement from a simple Trade Union group dealing with economic issues to what he hoped would ultimately be a social movement. But without becoming president of the Al Cio he had no Hope of budging the Craft Union leadership or. Meany used to be a plumber from then status quo mentality. There is a profound Dif Ference in Outlook Between them and the Industrial unions with the Law and the steel workers being the most progressive minded. Craft Union members Are highly paid Middle class and floating voters the by Arlene by Iankoff u h e w cation estimates of Edu costs soaring Manitoban especially those in Urban areas May be wondering what their tax Bills for this year will be. At the end of january the Manitoba legislature approved education estimates totalling an in crease of million Over last year s. Last week the Winnipeg school Board approved a budget of million higher than last year s. Other greater Winnipeg boards Are also expected to have bigger Bud gets. But no precise information about what these in creases will do to an taxation details Aren t ready yet individual s tax rate has been forthcoming. And none will come until the details of provincial government financing have been worked out. The government has pro posed million for what it Calls a Basic program in the province s schools. Of this million 65 per cent would be paid from general revenues and 35 per cent an estimated million through a revamped scheme of taxation. The the taxation proposal is an Endeavor to replace the inequitable pattern of Dif Ferent levies throughout the province by reducing the tax Load on farms and residential areas and retain ing of increasing taxes on business property and apartment blocks. Those districts which consolidate would receive funds through the foundation program. Those which turn Down larger divisions would work under the old system of varied Mill rates and the school tax rebate. The government s share of the program would be about million compare with the million it paid out in Grants and the million it paid in rebates last year. The 65-35 split would be set by statute. Sources say the uniform Standard levies might be expected to Rise in the future. An Over All pub Lic school finance Board would admin inter the pro Gram and each year would estimate the amounts required from real property that have to pay 35 per cent. It would also collect the government s 65 per cent share and pay Grants to the school boards. Final details won t be worked out until the pro Vince knows what percent age of the Money for schools technical training and universities will coma from Ottawa. Industrial workers Are lower Middle class and tend to be democrats. What will happen now is a polarization of the spokes Manship for labor a split which will express itself sharply in differences of an organizational political and social philosophical nature but which is not Likely to Lead to conflicts Over Juris diction or fratricidal War fare. It remains to be seen what specific actions and drives or. Reuther will initiate. He has the Power and the funds but or Reuther who sounds and looks the perpetual Young Man is no longer Young. He has lost his political dominance even in his own state Michigan and his influence with president Johnson As labor s spokes Man generally is not what it used to be with messes. Roosevelt Truman or with Kennedy. And no new younger commanding labor Leader has emerged As yet. I wonder also whether the labor movement is really in the mood to Lead the kind of Battles that Are close to or. Reuther s heart. It is Shar ing in the current Prosperity and is in a satisfied not a militant mood. Or. Reuther for instance feels deeply about civil rights and in this cause has Given million out of his Union s Kitty but the Candi dates his Union backed even in Michigan suffered heavy defeats and mainly be cause of the White backlash last november. However disillusioned a Man he is or. Reuther still has Elan but whether in the end he will give the labor movement the new social momentum he Hopes is doubtful especially in times of such affluence. It is also Uncertain whether he will secede completely from the Al Cio or limit himself to demonstrating his opposition. What is Clear though is that he prefers to be right to being president. Ity of the corruption which has resulted from the cold War. The enormity of the corruption stems from the secret use of government funds to deceive the world to deceive the communists to deceive our friends and allies and to deceive ourselves. It is said that the soviet Union has paid propagandists masquerading As students scholars journalists Trade unionists and that therefore we had to give subsidies so that our students could confront the communists. We had to fight fire with fire. We must remember today that we were then at War and that All is fair in love and in War. Something wrong this is plausible enough. But the event shows that something is wrong Wilh the argument. The event shows that while a free country like the United states can if it is sufficiently frightened imitate the methods of a totalitarian state once the fear is relaxed the More enduring tradition and spirit cannot be kept Down. In the last analysis a free system like ours can be manipulated Only if there it enough panic and fear. The old and real character of the people will not stay suppressed. This is one of the characteristics of a people who have been habituated to Freedom so Long that it is part of their very nature. What has happened in this affair is different from the business of spying which is an indispensable part of the rivalry of armed Powers. The payments to students scholars journalists has had very Little if anything to do with True intelligence work with penetrating the military secrets of rival Powers of calculating their capabilities and estimating their intentions. For the present outcry is about the fact that the United states government has compromised p r o f e s Sions and institutions on whose purity toe Hopes of american Freedom depends. Why did the Cia with the full responsibility of the presidents above it do this Why did the government not Itu subsidize openly the dents and were to go abroad to the american Case against the communists they did not do it because they believed that deception was a practical necessity. If the students and professors went openly on government expense accounts Neutral opinion abroad would no longer have treated them As free men and As essentially different from the paid agents of tyranny. That however was not the whole reason for the deception. It was deemed necessary to deceive the Congress of the United states and the Amer ican people. For the chosen instrument for exposing the was the non communist american left and it would have been virtually impossible to in Duce the anti communist right the Mccarthy Mun dts and the like to appropriate Public Money for american leftists. Therefore everybody had to be deceived. Recover As we Are recovering our senses no longer entirely blinded by our fears we need to examine our con sciences and search our souls. We have seen the enormous deception Crum ble and the True lesson is the Sovereign Rule for a people to yourselves be True.
