But the scope of the problem would stagger most Urban planners. During the past decade. Hong Kong has maintained the highest housing construction rate per capita in the entire world. Housing however is just part of the picture. Public utilities Urban services Commerce anal Industry hospitals schools and every other facet of a modern Urban Centre has had to expand in proportion. Last year go new schools or expansions existing schools were opened to provide room for new students. And although the figure seems Large it was actually a drop Over Previ Ous years. For several years running Hong Kong opened an average of three new schools per week. The major expansion of facilities in Hong Kong did not actually Start until 1954. Because of its Peculiar position on the Edge China. Hong Kong has experienced m any Radical fluctuations of population. By Joyce Eglinton new York special owns among the autumn lecturers at new York s school for social research which runs even ing classes in adult Educa Tion there is a familiar name which has not been heard in Public life Here for almost 20 years. The subject of his lectures which Are being Given to crowded audiences is the new Deal of Franklin Roosevelt. The speaker is Alger Hiss. At 63. Or. His now regarded by most Ameri cans As an innocent victim of the Post War Witch Hunting Era has decided that in Liberal academic circles at least he can finally begin to resume some of his political work. In the past year he Hus Given occasional lectures at Princeton University and Public addresses at a school in Massachusetts. He is also writing a Book on the new Deal his own intimate knowledge of that period stemming from the fact that he was one of or. Roosevelt s Bright Young i brought in to help the president handle the prob lems of the depression. Or. Hiss formerly a senior aide in the suite department believes that his denunciation As an alleged communist spy an accusation which lie strenuously denied was part of an extremist plot to Rob the liberals in he administration of a Chance of speaking out. During what is now regarded As a rather dark period of modern american history. Label Sluck or. Hiss underwent two trials. The first ended in n Hung jury the Sei Ond resulted in a five year Pri son sentence on a charge of perjury. To was never convicted of s p y i n a Al though in right a i n 2 circles the Label stuck. He served 4 1 months in prison until his release in 1954. None of this background is mentioned in the Brief biography included in the current prospectus of the new school. It merely lists his universities Harvard and Johns Hopkins and the important posts which or. Hiss hold in the state department. A spokesman for the new school stated we did not approach or. Hiss about the new Deal lectures lie Cal us a suggested outline. As with All new lecturers or examined his qualify Calitis. We found them to ii aside from his appear ances at the thursday night lectures. Or. Hiss lives a cloistered life. He and his wife arc separated. Tall slender softly spoken he hns the appearance of a University Don his manner is diffident his clothes Are conservative. However lie makes no Sccott of the fad that lie has Little Money and sees no i Prospect of being Able to afford retirement. For seven and a half years he has been n Salesman fur a printing firm in Greenwich Village. he says. I was unemployed for six months. 1 mean 1 really unemployed drawing i i surprisingly. Alger Hiss whose last Job before his i conviction was As president of the Carnegie endowment for International peace shows no bitterness. He is certain he will be vindicated though perhaps not in i his lifetime. Asked if he hurl reason to suspect thai there were any i spies in the state department in his time. Jar. Hiss smiled and Shook his head. If there were elements in the department who should have been hounded out. I did not have a Chance to see he said. The Liberal Princi Ples for american foreign policy came from outside the department so the suggestion that there were people within it whose ideas differed from the conservative approach of the state department at that time does not make senso. There were probably Only two or three new dealers in the state department including since ii r. Roosevelt s Radical programmes caused a fundamental change in the american Way of life there was plenty of conservative hostility to the new Deal and its exponents. In the political climate of America today. Or. Hiss is convinced that his trial and condemnation could not happen. It is part of the history of the he remarked. Which it is hoped will contain any mass attempts to infiltrate the Colony. Family planning also has been pushed on a Large scale As a method of keeping the population from expanding further. Some 60 family planning clinics operate in various neighbor hoods of Hong Kong and the Public acceptance has been Good. In 1965, the natural increase in Popula Tion in Hong Kong based on births Over deaths was 84.574. Last year it dropped to and this year May drop by another some sociologists however Are warning that the Dre crease May not be entirely due to family planning. They Point out that there were fewer chinese births in the troubled years at the end of the War so that there Are now less women enter ing the Normal birth Span years of the Early-20 age group. They predict that a Radical upward trend May develop in another two or three years. To the chinese who make up 98 per cent of Hong Kong s population Large families have been a traditional form of social Security. A couple with Many children can be assured of ample support in old age. But social conditions Are changing. Servants once in ample Supply Are now difficult to find As Industry offers better wages and conditions. And few mothers want to take on the chores of a Large family unless outside help is assured. The industrialization of Hong Kong also has brought with it a growing Middle class previously almost unknown in a chinese society. And the Middle class is adopting Western methods of providing for the future. Bank deposits and savings accounts Are at a record level and insurance compan ies Are doing a booming business. Investment in real estate has become common among the Middle class whereas before it was Al most entirely confined to the Rich. Despite its crowding and strained conditions Hong Kong is destined to continue t o experience population growth. Officials estimate the rate will level at 3.5 per cent a year. But the growth will be Small compared with what the Colony has managed to absorb in the past and the future social Pat terns will continue to adjust. Assortment.
