Erupts the hijacked Piane by Neil Louttit Brandon staff a comprehensive vocational and tech Nical training program in Agri culture is needed in Manitoba delegates to the Manitoba lib eral party s annual convention were told saturday. E. H. Lange director of the University of Manitoba s school agriculture the diploma course in agriculture said such a program would increase farm productivity generally Benefit the entire agricultural Industry and bolster the prov Ince s Economy. In a Brief to the convention or. Lange said the Over All goal of such a program must be to develop the optimum in Man Power in the entire Industry. By far the largest part of the program must be training for agriculture business both of and off the the Brief said. A different and lesser part of the program should train technicians to assist professionals i n research and or. Lange said agriculture is defined As the Industry which provides food for human con sumption and plants and Ani Mals for human enjoyment. Lie said 40 per cent of All canadians Are employed in agriculture 10 per cent on the farm and 30 per cent in farm related occupations. A technological revolution is changing the whole agricultural Industry most particularly the farming sector of it. Technology and capital applied to larger farm units Are replacing people on the farm. Those who remain must be highly skilled in the use and management of their he said special training must be made available to those people who Are forced to leave the farm but wish to remain in the agricultural Industry. Or. Lange also suggested that there now is a shortage of adequately trained Farmers and in the future this will increase. He said larger farms specialization changing in crops and farming practice and govern ment policies will change the role of the Fanner in the future. As the vital Supply of food becomes scarcer and More strategic it will be Neces sary for him the Farmer to understand clearly the implications of policies that affect his voice must be heard and respected on the level where policy is he said that Only through adequate training will Farmers and those employed in the Agri business of tomorrow Success fully meet the Challenge. He said Only three per cent of Canadian Farmers have received agriculture training compared to 13 per cent in the United states and 30 per cent in Denmark. Of the Young Farmers under 30 years of age in Denmark 80 per cent have received such he said. This is the Challenge that faces us in agriculture policy changes urged Liberal Premier Ross Thatcher of Saskatchewan said Satur Day time is running out for the Federal Liberal party unless major policy changes Are made quickly. Or. Thatcher speaking at the annual Manitoba Liberal party convention in Brandon said if policy changes Aren t made it won t matter who the next Liberal Leader is because out Side of Quebec he will have Only a handful of members to Lead. Nothing More important faces the Liberal party today than its need to re establish itself on a Broad and truly National the Premier said. The government in Ottawa must present policies which will restore responsible fiscal leadership promote the private Enterprise system without equivocation pursue Freer Trade and lower tariffs and will promote the doctrine of steady Domestic Reform and increasing wealth for All men he said. Or. Thatcher said he agreed with a Lack of enthusiasm with Federal finance minister Mitchell Sharp s recent decision to again raise Federal taxes because there was Little alter native at this time. But this unhappy step would have been much More palatable if it had been accompanied by real and meaningful expenditure cuts. Many Are still far from satisfied with the efforts which ask Andy children Ore invited to Send their question to ask Andy the Winnipeg free. Press on a postcard giving the name dress and age of the sender. If the question is used the writer vill receive a Complete set of encyclopedia or some other prize. Andy sends a world Book Atlas to John j. Everts age 13. Of Richmond town new York for his question what kind of reptiles in the mesozoic Era this Era of the Earth s geological past is known As the age of reptiles. When it began almost 200 million years ago a few Small reptiles already Lead Learned to Cope with life of the dry land and the clan of giant salamanders that had preceded them was beginning to decline. The opening paragraph of the mesozoic Era was the triassic period and it lasted some 50 i million years. The climate was just right for the cold blooded reptiles and they multiplied and branched out in a variety of shapes and sizes. The first giant dinosaurs arrived before t be close of this geological period. Conditions remained favourable in the following Jurassic period and a vast assortment of reptiles arose and became the dominant form of life on Earth. Some returned to life in the sea. Some found wings and became the first Birds. As the Large dinosaurs increased the smaller types of reptile tended to fall behind though some of these have held on to the present. Finally the dinosaurs of the Jurassic period gave Way to other stupendous specimens of the cretaceous period. But it last the conditions that had favored the giant reptiles for so Long began to change. Quite suddenly in terms of geological time the giants departed from he Earth forever and about go million years ago the age of reptiles ended. Andy sends a world Book Atlas to Matthew Sanders age 10, of Girard Ohio for his question what is the color of Onyx Onyx is another one of those handsome Semi precious Silica minerals. If its banded stripes included ribbons of Blue and Rusty red colors it would be called Agate. Many of the Beautiful Silica minerals have different names based on their colors and experts do not always agree about the right names for certain colors. But they All agree that some of the Flat stripes in an Onyx Stone should be Milky White and made from pure Chalcedony. Some claim that the other stripes May be an assortment of cinnamon Browns sandwiched along with stripes of Black. Other Mineral experts claim that a bit of hard Glossy Onyx must be Zebra striped with i bands of White sandwiched Between bands of Smoky and Midnight Black. When the Stone is striped with White and Reddish Browns it is called Sardonyx. The coloured bands of Onyx Are in straight or slightly Wavy lines. In a Block of the Stone the colors Are piled in layers one upon another. The Block can be used to make a Beautiful Cameo. The artist scrapes and polishes until he has a smooth top layer of Milky White. Then he makes a Central picture often a delicate profile and scrapes away the White layer around it. This reveals the Black or almost Black layer below. When the work is finished and polished the precious Cameo is a Milky White picture raised above a dark background. Dennis the menace fit ask my Ataw what that word she it Means i should t play with Premier Thatcher have been made in this the Premier said As an e m e r g e n c y measure consideration should be Given to the freezing of both prices and wages for at least a year. A halt should be called to de government serv ices particularly social welfare measures at least until they can be paid for without borrow or. Thatcher called on the delegates for the emphatic rejection once and for All of extreme far left the Liberal party should t try to move left to replace the new democratic party As recently advocated by privy Council president Walter Gordon. Canada has one socialist party. It certainly does not need a a move to the left by the Liberal party would destroy any Chance of repairing liberalism in the West or. Thatcher said. Liberals must support private Enterprise which is the Best available mechanism for the production and distribution of wealth for the maximum Benefit of the people he said. Or. Thatcher stopped in Brandon on his Way Back to Saskatchewan from the Federal provincial finance ministers conference in Ottawa which ended Friday. Understand Quebec., Marchand pleads by Neil Louttit Brandon is a society in itself and Many of its problems Are self inflicted but the rest of Canada must be understanding to preserve the nation manpower minister Jean Marchand said saturday. In a 40-minute, applause riddled speech to the final session of the Manitoba Liberal party s annual convention or. Marc hand said problems facing can Ada s National Unity today Are of Basic human relations. Jean Marchand we must understand each other together or we will destroy Canada he said. The reason for this country is the respect for diversities. If we do not accept diversities then Why Don t we merge with the United he said much of the blame for Quebec s problems lie within Quebec itself. English speaking Canada can not be blamed for a poor education system in Quebec he said. Nor can the remainder of the country be blamed because French canadians allowed an English speaking minority to dominate them in Quebec or because Quebec has had a history conservative govern ments. Or. Marchand a member of the Royal commission on bilingualism a n d by cultural ism said it must be recognized there Are English speaking people in North America and Canada needs English More than it needs French. But the two languages must be treated he said. Quebec cannot be assimilated with any other minority. It is a society in there Are French Canadian schools universities and Finan Cial Are different from any other ethnic group. He said Quebec is the Only place in Canada where French canadians feel at Home. It is the Only place where there Are French newspapers radio Tele vision and other institutions. This is our country and if we Are going to build this country we must take facts As facts. I am not going to change the West and when i insist that you try to understand Quebec this too is a he said French canadians have and Are entitled to Basic rights. But it is a problem we must solve English speaking Canada is not expected to say yes to everything Quebec asks he said. But problems must receive a sympathetic approach. What French canadians Are asking is respect and accept Ance by All canadians. This is he said the arguments that French canadians were in can Ada first or the British won the Battle of the Plains of Abraham Are not valid. I ask you not accept All that is said but try to understand. Forget about 1759." he said French canadians feel they do not have equal rights when they cannot speak with Many govern n t branches in their Mother Tongue. There Are canadians who speak Only French he said. Or. Marchand said French canadians who join the armed services Are required to learn English before they Are trained. This results in them being at a disadvantage from the Start he said a reason Why Only a few join the services.
