In its origin and in its Settle ment the crisis should especially remind us How excessively dependent we Are on our powerful neighbor. The concessions which or. Sharp obtained last week from his american colleague or. Fowler Treasury Secre Ary Henry Fowler will not ail to Lessen immediately the pressures against the Cana Dian Dollar. However the concessions appear to have been obtained at a Price costly for our Pride and our sovereignty. The concessions were obtained in Washington on two conditions one of which be trays our weakness and another which could seriously limit our government s Freedom of action 1. In agreeing to exempt Canada from measures announced in january washing ton rightly insisted that can Ada not be used As a Transfer Point for capital which Ameri can firms anxious to escape controls of their government would later move to another country. The Canadian government accepted this Condi Tion. Has it the control machinery necessary to make sure that this condition will be fully respected 2. In facilitating easier Ca Nadian Access to the Reservoir of american dollars washing ton insisted in return that the Canadian government hold a greatly increased proportion of american dollars in Long term Treasury Bonds. This will limit our govern ment s Freedom of decision. There appears to have been no question on the other hand of increasing by the slightest degree the ceiling Al ready fixed by Ottawa on the amount of american dollars we can hold in Reserve. In effect the american government agrees to help us out of the Hole. But this is done at the Price of a new contraction of our Freedom.
