Winnipeg Free Press (Newspaper) - March 23, 1968, Winnipeg, Manitoba Winnipeg free press saturday March 23, 1968 Franz Josef Strauss next Chancellor by Dan Morgan Bonn special tons there is still no moment in German politics like it. To the front of a Long Beer Teller in a bavarian farm Village strides Franz Josef Strauss. Farmers and shop keepers wearing bavarian Loden Coats become silent. For a moment he seems speechless. He rocks for Ward on his toes his hand just Forward but the words do not come. He seems about to soar upward like a ship s figurehead in a Rock Well Kent engraving. The barrel Chest and heavy neck which give him the build of a first mate on a coastal freighter totter precariously on the thin legs of bicycle racer. Ithen he begins to talk and continues for 90 min utes. What emerges is More than political speech. It is an economics lecture a political science course a Pep talk. He dates the audience with the grand designs of foreign policy. He pummels his listeners with budget statistics. And he flatters their political intelligence with a Subtle Appeal to reject the Ultra rightist National democratic party and stay with Franz Josef Strauss. There is something mov ing about this Brilliant Dis course on world affairs and intricate financial matters before an audience people. It is As if the Bond Between or. Strauss and his people is miraculously cemented and for a mom ent his great struggle be comes theirs. The intensity is All part of the political Strauss that Germany and the world have known off and on for 20 years. What is new is the tone serious reserved discreet in Short the Cor rect picture of a West German finance minister. Mockery of the country s leftist students is there to be sure not make half intellectuals the Model for but modulated. Ideas accepted and with few exceptions such As his dissenting views on the nuclear non proliferation treaty even his once daring ideas on foreign policy now seem Well within government policy haps because that policy More and More resembles his own. One asks if this could be the same Man who once harboured atomic ambitions for the bund Estehr and who had editors of Der Spiegel Magazine locked up on his protest tax increase demand a new tax Deal Winnipeg homeowners Are faced with a tax in crease of 12 to .14 Mills. On a Home assessed at this amounts to a hike. Tenants can expect a rent increase to follow. The 5-% sales tax was supposed to cover rising educational costs. But the provincial foundation program actually increased Winnipeg s education Bill by 4 Mills. Metro which was also supposed to save the taxpayers Money has increased its Winnipeg Levy by another 2 Mills. Civic expenditures have been Cut to the Bone but still the Mill rate rises Winnipeg taxpayers need a new tax Deal from the provincial government the Weir government must take emergency action to ease the tax Burden on homeowners and particularly those on pension and Low and fixed in comes. Winnipeg City Council must provide decisive leadership backed by homeowners and tenants and the labor movement to mount a Strong systematic Campaign to compel the la s to take immediate action. We propose City Council should refuse to adopt a budget which would boost the tax Burden to the High est rate in Winnipeg s history. The provincial foundation program for education must be changed at this session to relieve Winnipeg homeowners of the Ever mounting Educa Tion costs. City Council must press for action by the legis lature to exempt the first assessment on owner occupied non Revenue Homes. City Council must insist on an emergency meet ing with All metro Winnipeg la s and the Cabinet for action now on a new tax Deal for Winnipeg. Join the tax protest delegation to City Council this monday March 25th, . Sharp. Fill the Council Chambers to stave off an unbearable tax increase labor election committee 507 main St. We 2-8985 personal initiative for pub Lishing defence or is the old Strauss simply temporarily caged in the stifling confines of the Fin Ance ministry the question is important and if the answer is that Strauss has what does this mean for or. Strauss for Germany for Europe in 1962, m r Strauss seemed finished at the age of 46. He was forced to resign As defence minister after having admitted that he had played a part i the Spiegel raids. The 1962 setback called for a two stage come Back the first being rehabilitation and the second the final leap to the Chancel worship. The first stage it is now widely conceded has been completed. Or. Strauss went Back to Bavaria consolidated his base went to economics classes and set up an office in Bonn quickly dubbed the bavarian foreign ministry. The nov Ember 1966, bavarian state elections in which his Csc party retained its absolute majority was a great per Sonal Victory for chairman Strauss and one Only slightly dampened by the rightist National democrats 7.4 per cent tally. A few Days later or. Strauss broke the dead lock in the Chancellor sweepstakes by throwing the support of his 49 member Csc bundestag lower parliament delegation behind another South German Kurt Georg Kies Inger. Or. Strauss has done Well with his Reward the finance ministry. Under his tenure the budget has been brought into line with revenues after the fiscal chaos of 1966. The country s financial operations and Laws have been overhauled. But More than this or. Strauss seems nowadays to be a plan who is being proven right about the development of Europe and of German policy for better or worse. Influences policy one wit remarked after Chancellor Kiesinger s state of the nation address on March 11 that it was the Best speech Franz Josef Strauss Ever this was exaggerated but or. Strauss himself confided with satisfaction at a lunch Eon the next Day that he heartily approved of the speech and had been consulted on it. The close ties with France Long advocated by him As the Cornerstone of a United Europe have been realized. The american grip on Europe which or. Strauss thinks must be sloughed off if Europe is to develop As an Independent Power in its own right shows signs of weakening. . Troops in Germany Are being redeployed to Amer Ica american investment in Europe is being curbed by Washington and More and More it seems to be Bonn and Paris that Are taking the initiative for european Unity and not Washington. Fourteen months ago or. Strauss remarked about the disturbing level of . Investment in Europe particularly in the computer Field we should be careful that the influence of Amer ican capital in Germany does not pass a certain Boundary. It could be that Manitoba French rally the Manitoba French rally is a self look project of French speaking Manitoban. It Aims to increase participation and ideas for positive development. It must be based on the hard facts of the current social economic and cultural problems and aspirations of All concerned. It is your opinion that counts what do you think should be discussed at this rally d acres Vous fuels Devrient etre Les Dujets de discussion a rally believe that one of the topics should be mail your topics to rally do Manitoba Francais . Box 2, St. Boniface 6, Manitoba dynamite confiscated spied on Gnu Man testifies Franz Josef Strauss we have reached what is More or. Strauss As finance minister is now i a position to do something about dependence on America he has said for instance that there is not one pfennig in the German budget for Long term agreements that would offset the foreign Exchange Cost of ., troops Here. Long term support for the . Troops is obviously out of the he con tends. Bonn foreign policy seems to be following the general lines of gradual european ends panning relaxation Laid Down in his Book the grand design. This Calls for the rejection of the status quo of what Chancellor Kiesinger now Calls a North Atlantic and the Crea Tion of a dynamic All Europe confederation inde pendent economically and defensively. Or. Strauss is no believer in one sided concessions to Eastern Europe. He told a. Visitor last year if we should Tell the russians we will r of the americans out of Germany pull out of nato reduce the bund Estehr to and equip it with nothing More than rifles Promise not to discuss German reunification until the year 2000, and give russian Industry 100 million Marks investment credit then they would merely say that is a god basis for there was hawkish opposition in the Csc to recognizing Yugoslavia be cause it meant in effect abandoning the Hallstein doctrine under which Bonn had refused for a decade to maintain relations with countries that established embassies in East Ger Many. And there was deep scepticism Over last sum Mer s Exchange of letters with East Germany. Or. Strauss is Able to foresee the eventual merger of the three great european trading groups the common Market european free Trade association and com com in East All this would seem to indicate that or. Strauss was Riding the wave of the future. But there is a political Paradox in the wider acceptance of his ideas for As this happens his political profile becomes increasingly blurred. Next Chancellor his political strategy for the future seems Clear if not inevitable. His real Battles Are almost sure to be not wit i the spa but with the cd of which his own Csc is the bavarian Branch. And his tactic is to stake out a position to the right of the moderate centrist cd taking into his constituency the younger generation which wants a european order free from superpower Domina Tion and the older Genera Tion which can still remember the glorious Days German Power. In the moment when the cd stumble the country will turn to or. Strauss the strongman ready to put National and european interests first and not shrink from the decisions. This is the tactic and it is Why or. Strauss Tours the country quietly promo Ting a european consciousness meaning German interests Over american it is Why he ridicules global soviet a m Erica arrangements such As the nuclear non proliferation treaty. Or. Struass must be careful not to reawaken the old doubts about his Stabil Ity or to seem to court too openly the votes of the Radical right. When or. Strauss joined the Cabinet in 1966, Many predicted that he would dominate it As Leader of the ecu he was one of two party chairmen in the cab inet the other being the spa s Willy Brandt. At the time Chancellor Kiesinger had no solid constituency and Ludwig Erhard was cd chairman. But it has not worked out quite that Way. Or. Strauss was bogged Down with the financial reforms most of last year. Moreover Chan cellar Kiesinger shrewdly brought into the chancellors As his under Secretary an old Csc rival of or. Strauss a the Clever and Independent Baron Karl Theodore von und Zug gut Tenberg. In addition to ad--., rising the Chancellor Baron Guttenberg has served As a Csc Buffer against the formidable or. Strauss. Montreal up a car Security officer said Friday he was a dues paying member of a Quebec terrorist movement for More than 6 year As an under cover agent for the hemp. Testifying at the preliminary hearing of Jacques Desor arrested last week and charged with the Possession of explosives Gerard Sicotte said he had befriended the accused in 1966 at the request of the mounties.
