Winnipeg Free Press (Newspaper) - March 23, 1968, Winnipeg, Manitoba Winnipeg free press saturday March 23, 1968 Britain v Savage budget wins Praise for Jenkins by Alfred Friendly London Roy Jenkins budget for Britain looks like a deft deed in an All thumbs world and the Man himself Sticks out like Cellini in a troupe of itinerant tinkers. For today s crop of Bri Tish politicians among All parties Are As politicians and policy makers As Clumsy and uninspiring a group As the country has been plagued with in. A Long time. The new Chancellor of the exchequer May not be an other John Maynard Keynes but compared to his con temporaries he appears As a giant. The budget he made Public tuesday in effect the operational plan for Bri Tain s Economy for the next 12 months has won remarkable Public acceptance even though it is the most peacetime history. It claws almost ?2 billion out of the Economy in added taxes and prohibits All but a minimal 3.5 per cent increase in wages and dividends. But with few the first 24 hours of criticism have been confined either to the roars of those oxen that have been gored or to arguments about an Only scattering of its multitudes of individual items. 1. But Over All from the Swiss Bankers Tif the daily Mirror there has been n e r a 1 a claim and acknowledgement that its approach Basic philosophy and expected brutal Impact on Consumers Are right. Or. Jenkins May not deserve All the Praise that has been heaped on him in the sense that. He had no other option economically and politically than a mass ively deflationary program. Nothing less Given the shaky recent history of the Pound no budget less severe would have satisfied the world s financiers who by moving their thumbs up wards or Down can Render a non appealable verdict on it. Given also the shaky status of the ruling labor party its Only Hope for re elections two or three years hence is that by then Britain s finances will be healthy. And the conditions of life will be seen to be moving upward after a period of painful deprivation. The alternative of encouraging growth resulted in repeated past crises and whatever May be said for it As a theory it cannot be tried again at this moment of Britain s Travail. But it has no mean trick to convert necessity into a virtue As or. Jenkins seems to have done. And beyond that the details of his budget showed skill and courage. There have been some complaints that the budget is. Too severe and will result in if so the error has probably been on the right Side and is easily remedied in any event. The government has available two or three Quick acting measures to increase de Mand if necessary. Events Are key granted that the budget gives credibility to the Pound s immediate future will it also accomplish the equally necessary goal of increasing exports other things being equal it should but other things never Are equal. The answer depends in broader events elsewhere expanding or contracting economies in Europe and americ world monetary stability or chaos continued free Trade or reversion to protectionism. But perhaps the most serious question is one that almost no one Here the guardian excepted both ered to pose wednesday is beating inquiry promised Toronto Toronto police commissioner Charles Bick announced he will personally investigate a claim by a hotel waiter that he was beaten by police for More Thano four hours tuesday night. Gerry Harding 35, is in Seri Ous condition in Hospital with a possible ruptured spleen bruises to his shoulders and upper arms and eight stitches to a Cut on the Back of his head. Harding was arrested late tuesday night and charged with assaulting police following a Brawl in a downtown hotel. Hos Pital officials said a was not to the emergency department until about . Wednesday. Acting Deputy police chief Adolphus Payne said Harding May have suffered the injuries during a struggle in the police car while he was being taken to the police station. Roy Jenkins a deflationary budget for Britain and by Extension for the United states As Well. The right formula for a world that needs the guardian noted that if the United states does follow the recommendation to outline a program similar to Britain a then both coun tries will find themselves moving to limit each other s exports. France Germany and Japan could Well be frightened into following suit. Limiting our ability to produce extra wealth in Britain As the guardian wrote carries the risk of increasing social conflict at Home and econ Omic anarchy abroad. In treading this or. Jenkins has taken big to . Meanwhile it was announced that or. Jenkins will come to Washington for talks with . Treasury Secretary Henry Fowler on april 4 and 5. The visit will presumably be Given Over to discussion of this month s great Gold buying Stampede. And Mea sures to put Back together an International monetary system that May be coming part at the the visit will follow a crucial meeting in Stock Holm on March 29 among representative of the group of 10 leading financial nations with the objective of perfecting a system to supplement world Gold re serves with credit managed by the International monetary fund. The creation of the de sired special drawing rights has been steadily opposed by France. The resistance of Paris was reinforced wednesday by French president Cle Gaulle s condemnation of the present International monetary system. Or. Jenkins will also address the world affairs Council in Boston on april 5 and the pilgrims dinner in new York on april 8. In Washington he is expected to Confer with Robert Mcnamara new head of the world Bank and Pierre Paul Schweitzer managing director of the International monetary fund and other financial officials. Market gains Market reaction wednesday indicated that the new budget had maintained Confidence in the Pound. In London Sterling Rose wednesday one cent above its official rate of in Early trading and held at at the close in contrast to a Price of less than on occasions last week. The Stock Market also responded happily to the budget even including securities serv ing Domestic demand. Trad ers were apparently relieved that the new taxes heavy As they Are were no worse. But the Long term future of the Pound is closely tied to the increasingly suspect american Dollar. Uncertainty about its future and its relationship with Gold persists despite the temporary solution to the great Gold Rush worked out last weekend. School grading syst termed relic of past Toronto up report cards and Marks Are useless and a relic of the past an eng Lish educationist said this week. Or.
