Slowdown Quebec mood changes by Stan Mcdowell first of a series Quebec City staff a recent headline in Montreal s be Devoir read like the epitaph of quiet revolution the state of Quebec is no longer an instrument of economic libera Tion. It was based on a speech by Jean Lesage the Man whose government turned the quiet the glorification of the state of and cast this state in. The role of economic Liberator. Or. Lesage s speech was political. He was attacking the economic policies of Daniel Johnson who Defeated him in 1966. But partisan or not his charge was Well enough documented and supported by the realities facing Quebec today to stand As evidence that the quiet revolution if not dead has at least lost much of its original purpose and momentum. Nationalism of the Early 1960s has not abated. For those to whom the revolution just meant a nationalist Renaissance it is As much alive As Ever. But there has been a change from the Early 1960s to today. The nationalist was used then rhetoric that As a driving Force behind changes intended to improve the. Quality of life in Quebec has now a Independent life of its own and threatens to be an. Obstacle rather than Progress. A help to social the resulting change in Public mood May be most significant political fact in Quebec today. The nationalism of the Early 1960s was optimistic. Quebec was on the move and the nationalist euphoria accentuated the scene of motion and Confidence. Now nationalism is increasingly pessimistic. Progress has not been As fast As the Heady atmosphere of the Early years seemed to Promise. And today s nationalism preaches that Quebec cannot make adequate Progress without be coming Independent or nearly so. So it often tends to play Down the gains that have been made and accentuate the sense of frustration and uncertainty. This is the most striking difference Between the Quebec of the Early Lesage years and the Quebec of the Johnson regime. Fair however to blame this evolution on the change of government. The new team is less inclined than its predecessor to favor social change. But the slowdown had begun before.1966. Many of the seeds of today s difficulties were planted for porn the Start in the orientation the Lesage. Government gave to the surge of impatient Energy thab brought it to Power in 1960. Until then. Quebec had been living disproof of the legend that the Best government is the least government. Quebec had been governed Little and badly. To live in Quebec was to be at a disadvantage in a great number of domains whether one was French speaking or not. Educa Tion was poor. Health services were poor. Birth in Quebec was simply a bad Start toward acquiring the ability t6 compete successfully in the North american Industrial Economy. For the French speaking majority there were extra difficulties. The economic Structure was English. For thousands this meant a working life spent under a severe Handicap that could not help leading to a sense of Inadequacy and collective frustration and nation. Suddenly in 1960, Quebec discovered that it had done what Many of its people had despaired of achieving. It had Given itself an Able progressive government committed to the proposition that it is time things the late Maurice Duplessis had helped in his Way. In what turned out to be a parting shot at. Unity he put his Union National machine to work in the 1958 Federal election and sent a solid Phalanx of unfaithful to sit behind John Diefenbaker in Ottawa. As. Duplessi sism was crumbling in Quebec it got a new lease on life in the province s representation in Ottawa. Until then Many progressive people in Quebec had looked hopefully. To Ottawa rather than Quebec City. After 1958 they made up their minds there was nothing to do. But work for the overthrow Othre old provincial the. Result of this was that after 1960, . Quebec saw in image of it was trying to shake off and in Quebec City the nucleus of the future it was trying to. Build. Conditions could hardly have been better for the glorification of the state of Quebec. The new men in Power used their Opportunity. Nationalism was deeply rooted in the French Canadian tradition but bad Long been a conservative Force. Just As. Deeply rooted was distrust of the state. The Lesage team led by the eloquence of Rene Levesque harnessed nationalism to make it the driving Force of change and of Confidence in the state. The state is one of us the Best of was message. There were risks Inyo Ved in this Effort to project the identity and Hopes of the French Canadian nation so exclusively on to the provincial state. No government of had Ever linked so intimately the the Laval University s perceptive political scientists Leon Dion said in 1963. Link has in fact become so firm that an eventual political setback could strike the French Canadian Cul Ture in the very heart of its prof. Dion warned that que Bec s political leaders were being led by their very aware Ness of the risk they were taking to overplay their hand. This he said explained the search for solutions that some times have More to do with magical incantation than with cold realistic analysis of the True it explained too he Felt the intense propagation of nationalist symbols and formulas to galvanize the people or else perhaps to maintain As Long As possible the illusion of grand but this rhetoric had its Appeal. The personal frustrations and difficulties French canadians had Felt in the past in an economic world that was not made in their image and a political world in which their influence had been Small we re offered the compensation of spectacular collective accomplishment. The individual was offered1 the Security of membership in a nation which had at its service a proud and burgeoning state Quebec. To the Young All this sounded like a Promise that collectively they would build a new society rather than have to compete As in the existing one. In this climate the modest role a Canadian province looked humdrum and mediocre. The leaders of the new Quebec soon looked beyond it and struck out for a policy of and for Powers patterned on those of a Sovereign state.
