Tax Relief sought continued strict enforcement of Edu cation foundation program formula on a 65 to 35 per cent basis with the City paying 35 per cent. It claims the City s share of the foundation program had increased to 64 per cent in 1968. The province s share on the other hand had dropped to 36 per cent. The takeover of All health and welfare responsibilities by the provincial government including administration costs. It bases this request on the recommendations of the Mich ener commission which had advocated the shifting of health and welfare services from the municipalities to the province. An increase of unconditional Grants to per capita from these Grants represent revenues derived by the Vince from motor vehicles to assist in the construction and maintenance of roads and traffic control. It said the municipalities had reached the limits of their tax resources. It said taxpayers Here pay about million in Federal taxes and million is returned to the province. About million is used to assist municipalities. On a per capita basis greater Winnipeg should be receiving provincial assistance in 1968 of about million with million going to the citizens of Winnipeg but the Brief says Winnipeg receives Only million. It said this was Only one example of the unfair and discriminatory tax. Deal Winni Peg was getting. If All its proposals were implemented by the. Province. Winnipeg would Nave about million of. Education costs about million on health and welfare costs and roughly million on Highway and Bridge construction costs the Brief said. All trunk highways which were paid for by the provincial now Are financed on a 50 per cent basis by metro. This it says places an intolerable Burden on the Winnipeg taxpayer since the City paid More than 50 per cent of metro s costs. In introducing the Brief to Council finance committee chairman Alderman Mark h. Danzker said there were no new proposals in the Brief. All had been dealt with by Council on previous occasions. But we must take a definite stand said Aid. Danzker. We feel the militant reaction of the people More than any other level of government since we re closest to the Aid. Lloyd Stinson said the Brief might be improved on one or two Points. Aid. Alan c. Wade said the Brief would make the people of Winnipeg aware of the tax situation. He said a series of meetings with the province should be called As soon As possible so that the City s financial difficulties could be discussed. Aid. Slaw Ile Beshuk said unless get a Good hearing from the province we should refuse to give the services that Are actually the province s responsibility such As health and welfare and Aid. Lillian Hallonquist praised the Brief saying it was most concise and hard hitting. Aid. Ernest j. Sons said All. Levels of government were hard pressed for Money and All the province could do was to make a similar Appeal to the Federal government which also was Short of Money. Mayor Steve Juba accused the province of stripping the City of All authority first and then extracting Money wherever pos sible. No other City in Canada is submitted to As much interference As we mayor Juba said. The British government is thought to be anxious to mend fences with Biafra. Its policy of providing arms to Nigeria has been sharply criticized by the breakaway Biafra regime which considers that British pressure for renewal of peace talks is designed to persuade governments that it is not necessary to recognize Biafra. Only four countries so far have extended recognition. They Are Tanzania Zambia Gabon and tile Ivory coast. Commonwealth observers re Cognize that the Gap Between Nigeria and Biafra remains Large. A renewal of talks is considered unlikely unless there is extreme pressure from external sources.
