Winnipeg Free Press (Newspaper) - June 14, 1968, Winnipeg, Manitoba Winnipeg free press Friday june 14, 1968 19 by Sheldon Bowles the City of Winnipeg has decided to take sandpaper to some of the rougher edges of the big stick it plans to Wield in its drive to Force the province to contribute an extra million to City coffers. The move follows Strong reaction from the Winni Peg business Community to a report sent to the Provin Cial government by the City s finance committee Over the signature of mayor Steve Juba that said in part the continuation of the present Type of financing can Only Lead to the bankruptcy of the City and the same result will apply to the province of the City in t in any danger of going bankrupt said Winnipeg finance committee chairman Mark Danzker in an interview. When these things Are done they have to be done aggressively and with Impact or the whole thing is without he said referring to the report. Or. Danzker said the aim of the report was to improve the finances of the City and not to undermine Confidence in the City s financial position in National Money markets As some businessmen feared would happen following the statement that the City was heading for bankruptcy now we re going to have to perhaps Issue an ultimatum these things have to be done right you see you have to take the Bull by the horns Well Likely Issue an ultimatum even to the Point of saying Well discontinue welfare or withdraw our support for education. It an Early Success for the company s agricultural department in its pro Gram to find a Way to s mine tailings by the use of vegetation. The Rye is used As a nurse crop to protect the grass seedlings during the first two years of growth. The disposal of tailings the sterile Rock waste of the Mill has been of consider Able concern to the mining Industry. They cannot be dumped into streams of lakes As they would cause a Poh ution and silting problem. At International Nickel s Copper Ontario operations the tailings Are dumped in Saucer shaped areas where the Rock settles out and the clean water is decanted from the Centre be the depression. As the area fills the tailings around the Edge dry out and another problem arises. In areas exposed to wind the dry Loose tailings can be stirred up into a dust storm. Some years ago the prob Lem of stabilizing the dry tailings was put to International Nickel s agriculturists after Many years of trial and error they have devel oped a unique technique for growing Grain and grass on the Barren tailings the result is that not Only Are the tailings stabilized but the area is converted from a Grey desert to Lush Green pasture land. To Date Over 500 acres have been converted to gently sloping Grassland. Tests Are continuing to find even better More economical ways of growing vegetation on the tailings but a Standard practice has been evolved from the work Treasury Bill yield Montreal yield on government of Canada three month Treasury Bills dropped to 6.84 per cent from 6.95 per cent last week. The 11 basis Point decline brings the three month Bill yield to its lowest level since the end of february and reflects improving Money Market prices this week As Well As a lower Day to Day Money rate currently at 6% per cent against 7 per cent a week ago. Accepted bids on the million Dos of three month Bills ranged from a High of 98. 326 for a yield of 6.83 per cent to a Low of 98. 321 for 6.85 per cent. Average bid was 98. 323. On the million of six month Bills accepted bids ranged from a High of 96. 722 for a yield of 6.80 per cent to a Low of 96., 7 or 6.84 per cent. Average bid was 96.707 for a yield of 6.83 per cent against 7.0 per cent a week ago. Three month Bills mature sept. 13 and the six month Bills dec. 13. Both issues Are dated june 14. Similar amounts of both maturities will be offered next week. Fertilizer is applied and the area seeded with a mixture of grass and pall Rye. The Rye protects the grass during the first two years of growth. Snow fencing is often used to prevent seeds from being blown away or covered by Drifting tailings. Seeding is done towards the end of july As it has been found that the heavy Dews Are sufficient to pro vide All the moisture the seeds require and artificial irrigation is not required. When the Rye is harvested the following year a ten Inch stubble is left to collect Snow during the Winter for Protection for the grass. The grass is Cut each year and the Hay Soldo the local Farmers to feed their live Stock. To maintain the. Growth fertilizers Are applied annually after the Harvest. In recent years. Spontaneous tree growth has begun on the grassed areas and in time it is. Possible that the entire area will become forested. International Nickel s agricultural department one of the few such departments in the mining Industry is believed to be the first to grow vegetation on tailings areas in the Western hemisphere.
