This All Means that Over the course o the next week there la be about people crossing Back and Forth. The obvious solution close Empress Street to traffic for the sex in fact the exhibition people would be Happy to have just two lanes left open for the Benefit of southbound traffic from St. Matthews Avenue headed for the Polo Park shopping Centre. Metro claims it does t have the authority to make the necessary move somebody must have it. And the exhibition can police and control two lanes. Growth hampered says Pekary the development of North Kildonan is seriously hampered and May be brought to a standstill unless metro installs a sanitary interceptor sewer in the Munici Pality mayor David Pekary warned tues Day i mayor Pekary and three municipal officials appeared before metro s waterworks and waste disposal committee. He also requested the installation of a water feeder main in 1968 to increase the water Supply to the municipality. However discussion centred upon the need for the sanitary interceptor sewer. The interceptor sewer which has been included in metro s capital estimates for 1970, would run from the Western end of Douglas Avenue in North Kildo Nan under the red River to the metro sewage disposal Plant in . It would link up with existing sewer lines in North. Kildonan reduce the sewer Load borne by North Kildonan s sewage lines and handle future sewage disposal requirements in the municipality. Mayor Pekary said it would Cost million for the Tunnel under the River to the sewage Plant and another to connect the sewer from the East Side of the River to Douglas Avenue a distance of feet. The mayor wants metro to Advance the installation Date of the first stage of the project linking Douglas Avenue to the East Side of the red River to 1969 from 1970 and to Complete installation under the River to the sewage Plant by 1970. The committee voted in favor of a motion to refer the matter to Alexander Penman director of the waterworks and waste disposal division for a report on whether it is feasible to change the installation Date. Mayor Pekary said North Kildonan has installed sewage lines during the past year. However he noted that the pumping station at the Western end of Hawthorne Avenue near Kildonan drive won t be Able to meet additional sewage disposal requirements when local improvement District 2 is completely developed. Mayor Pekary said it is essential for future development in North Kildonan that the interceptor sewer be installed. Otherwise he warned the municipality won t be Able to provide sewage facilities in the development areas of North Kildonan. Local improvement District 2, to which mayor Pekary was referring is already nearly half developed and contains single and Multi family dwellings. It is bounded by the red River Springfield Road Raleigh Street and a line parallel to Milvor Street but located 500 feet to the South. Local improvement District is a term which refers to municipal property designated for residential and commercial development there Are adequate sewage facilities in local improvement District 2, according to the mayor to handle future development. He emphasized there Are two planned develop ment areas which cannot be developed until metro constructs the interceptor sewer. At present both areas Are undeveloped and Lack sewage facilities. These areas Are the Gateway Industrial Park for which Industrial development is planned. It is bounded by Haleigh Street Mcleod Avenue Birds Hill Road and Springfield Road. Local improvement District 3, bounded by Raleigh Street the East Kildonan Boun Dary Birds Hill Road and Mcleod Avenue. Mayor Pekary said he is also concerned with development East of Birds Hill Road which he says will also be stalled until the interceptor sewer is completed. Mclauchlin. He was commenting on a suggestion put Forward by Joseph Teres Transcona fire chief that it was unsafe to turn the water off in houses where Gas and electrical appliances were still running because it might cause explosions. As a result of the Transcona fire chief s opinion Transcona City Council decided monday to turn water off in cases of non payment of water Bills for 24 hours Only and then have it turned on again to avoid explosions. A Survey of some of the larger municipalities in greater Winnipeg tuesday showed that this practice is not in effect elsewhere and no other cities Are considering implementing it. Acting chief Mclauchlin said the City does t have any problem in this regard. He said it is a very very Remote possibility that a hot water tank might explode if it does t have a thermostat and if steam and pressure Are building up in the pipes.
