Winnipeg Free Press (Newspaper) - June 20, 1968, Winnipeg, Manitoba Winnipeg free press thursday june 20, 1963 questions for Candi the free press asked each candidate running in Manitoba in the Federal election to answer seven Basic questions. Following Are some re plies received to Date from the candidates. A final group of answers will be published tomorrow. Question 1 Are you in favor of a medicare program As Laid Down by the fed eral government ? if so Are you in favor of it starting on july 1? question 2 do you support the recommendations of the Carter commission on Taxa Tion particularly the imposition of a Capi Tal gains tax question 3 Are you in favor of a guaranteed an Nual income for All canadians question 4 do you favor an end of deficit budgeting in Ottawa if so How would you achieve it question 5 do you favor unlimited foreign investment in can Ada if not Are you afraid of the eventual political takeover of Canada by the United states question 6 do you favor constitutional change in Canada to strengthen the Federal sys tem without Confer ring special status on any one group or province or should Quebec have special status question 7 what in your opinion Are the three major issues facing Canada today in order of priority Georges Forest social credit St. Boniface basically i am in favor of medicare but i am against compulsion. However medi care is Law and because of the economic plight individuals i recommend immediate participation with the firm resolve that the compulsory aspect be re moved and the Cost reduced. How by helping canadians to be free provide a medi care dividend to each Cana Dian not through taxation but from Bank of Canada thus allowing the individual to Purchase a satisfactory Basic plan from the insurance company of his Choice. Capital gain is an important fact of the profit making incentive of our free society. It is dangerous to tackle this source of in come when evidently it is pitting one class against the other. Jus Tice in taxation could Best be achieved by reducing taxes. The Best arms Ling is no Sling. Social or National Capi Tal will free private capital and help men to free themselves from economic slavery. I favor a Basic an Nual income for All canadians that is social credit s National dividend. Guaranteed in come through taxation is yet another socialist scheme with further erosion of. Human dig nity and Freedom. Give All canadians a Basic income to provide greater consumer Purchas ing Power a True Stim ulant to democratic character building free Enterprise. A National dividend is of greater necessity than Ever to Day because of Caber nation and thus a reduced purchasing Power in the hands of the consumer. Yes i do. How by use of the Bank of Canada to provide social or National credit. Let us have Radical changes in our financial policies rather than having radicals to govern us. If the country in spite of elections is run by outside or financial interests Why this exercise in futility Why vote people deserve the government they elect. It is True that economic control is a forerunner to political control. Foreign investments in Canada would find their own level if canadians could participate As individuals in Cana Dian ownership. As individual if they could afford to invest and not through yet another Agency such As the Canada development fund which would Drain away purchasing Power to further involve government in free Enterprise. Let us help the poor by giving them a Chance at affluence in this Rich prosperous free and wonderful Canada of ours. Who said there was need to strengthen the Federal system the constitutional question is secondary to the economic one which presently aggravates our major pro Blem Unity. A positive step towards helping All canadians to become responsible free people would make separation divorce or Call it what you May truly unnecessary most unlikely and there fore no longer a problem. Let us beware of abusing the words special a province one of ten in Canada is not like the others. A status for one if status is necessary has to be special or different if it is to be a status. Equal status can be achieved by decentralization. The main Issue facing can Ada to Day is the erosion of human dignity. This has its effect on individuals and prov inces in our Canadian Federal system by creating aversion when free participation could and should be the criteria. Moral decay is rampant. In spite of All compulsions and socialist schemes men Are born to be free and will eternally struggle for that. Proprietary principles through Reform of our economic system would build from the ground up a society of free men in a True democracy Able to co operate and freely work at helping others Here and throughout the world. Further consider that the provinces should be called in for consultation in or Der that it does not effect their responsibilities toward their other priorities. Con sequently the plan should not commence in july but should be postponed until after the consultation takes place. Don Livingston Liberal Lisgar the province of Manitoba has the responsibility of developing a plan to suit the needs of the people. The fed eral government merely insists that the plan be univer Sal before financial support is offered. One of Canada s major concerns is the development of her natural resources. For this purpose very substantial risk capital is required. The. Imposition of an Over All capital gains tax at this stage in Canada s development would not be advantageous. The proposal should be Stu died to see whether would accrue from a tax on purely speculative ventures that increase the Cost of housing and Urban development. Land Pur chased by Bona fide far mers for agricultural development should be exempt. An annual income should be guaranteed Only to those persons who by reason of age chronic illness or disability Are unable by their own efforts to earn an adequate Liv ing. No i do not support the recommendation of a capital gains tax. The Only time a Farmer or Small business Man has any real Money is when he retires and it would be unfair to tax As a capital gain the proceeds of his life s work. No i am not in favor of a guaranteed income for All canadians. The profit incentive of sup porting the Economy by individual Endeavor must be retained. Yes unless in a period of extreme necessity. A balanced budget can be achieved by reduced government spending in All areas under Federal Juris diction that do not directly assist in stimulating the growth of the Economy. A healthy yearly growth in the Gnu would of course assist in achieving this end. A balanced budget can Only be achieved by poli cies which will promote the productivity and wealth of our country coupled with restraint and select Ivity in spending. I favor continued foreign in vestment in Canada As a further Means of stimulating our econ omy provided those providing the Money either act or Are required to act As Good Cana Dian citizens. Companies invest ing in Canada should also be required to make their shares available for Purchase by canadians. I do not foresee any eventual political takeover of Canada by the United states. Yes do favor unlimited for eign investment in Canada with the qualifications that any foreign controlled company must obey the Laws and guide lines As Laid Down by the government of Canada. I am in favor of a Strong Federal system As the Only Way Canada can take its rightful place among the nations of the world. Except for the special rights and privileges granted Quebec As to language and culture All provinces must be equal. Quebec or any other pro Vince should not have special status. I believe rather that there should be More Federal control in various areas such As Edu cation and marketing boards for farm products. U High taxation 2 inflation 3 the economic development in All areas of can Ada to abolish poverty in a nation blessed with almost unlimited resources. 1 the Cost Price squeeze for the Western Farmer has ser Ved to Cut our farm population from 30 per cent of the Popula Tion in 1946 to 6 per cent of the population today 2 National Unity. It is most important that All the people of Canada whatever their ethnic background develop More Pride in Canada and being canadians. It is the duty of All Good Citi Zens to work toward this goal 3 the election of a Strong stable government to govern the country to the Best of its ability for a full term. A government with a sufficient bal Ance of Power to effectively eliminate the effect of splinter parties and an effective opposition to Point out inadequacies and demerits of proposed legis lation. Walter Dinsdale progressive conservative Brandon Souris while i recognize the urgent need for adequate medi Cal and health care for All canadians i am not in favor of the medicare program As Laid Down by the Federal government. The program was initiated hastily without Ade quate consultation with the provinces and has been accepted by Only two. It is a Universal program that will lower the Quality of medical service unless training facilities Are greatly expanded. Many of the recommendations of the Carter commission on taxation should be implemented. It has been widely Felt for years that the whole program of taxes is in need of overhauling. Governments have imposed taxes upon taxes to meet the Cost of growing services with out any Overall planning. The sweeping proposal of a capital gains tax can Only be accepted with certain reservations. The Farmer for example should not be taxed on the capital gains securing from the Sale of his farm. I would strongly oppose any imposition of capital gains tax on resource develop ment. Exploration should be encouraged rather than be discouraged. I am not in favor of a guaranteed annual in come for All canadians. However i am strongly in favor of the minimum income program. There is an urgent need to rationalize can Ada s social Security pro Gram to meet the real needs of canadians yes. I do favor an end to deficit budgeting in Ottawa. The recent Boom years have provided a wonderful Opportunity to balance the budget. Unfortunately the Opportunity was frittered away result ing in the disastrous conditions which Are now upon us. I am in favor of foreign in vestment in Canada. As minister of resources i encouraged in vestment in Canada s Rich resources in the North. At the same time we initiated policies that would give canadians equal Opportunity to participate in re source development programs. For example All companies working in the North had to offer shares on the Canadian Stock Exchange and a gradual canadians nation of management was provided for. Under these conditions there is no danger of political takeover of Canada by the United states. I favor constitutional change in Canada to strengthen the Federal sys tem without conferring special status on any one group or province. The British North America act guarantees certain linguistic rights to French speak ing canadians and these should be preserved. Constitutional change should be approached through continued consultation be tween the provinces and Ottawa As occurred at the Toronto and Ottawa conferences. I am strongly opposed to the kind of special status represented in Bill c-186, which would give special status to labor in Quebec. 1 National Unity achieved by consultation in Federal provincial conferences rather than confrontation in election campaigns 2 a Strong stable responsible majority govern ment 3 economic and fiscal policy based on development programs rather than on the technique of bribing the voters with their own Money. To or the most part yes particularly doing away with tax holidays for mining corporations and imposing a capital gains tax. The tax Load should be shifted from lower income groups and distributed More justly. Yes. We also believe in full employment and a decent minimum wage throughout Canada but those who through no fault of their own can not work should share in the affluence of can Adian society. If possible certainly. We would Cut Back on unnecessary expenditures such As the billion spent on defence arid unrealistic subsidies to giant corporations. But we would expand expenditures to meet real social needs such As housing. No. Especially investment which involves control As does much of present foreign investment. This inevitably leads to political pressures from outside Canada. We do not wish to become an american Colony. However we Are not against foreign investment per be. We simply want Canada to be for canadians. We believe in constitutional change to strengthen the Federal government. In some areas this is Neces sary to meet Canada s economic and social prob lems. However we admit that this May involve treat ing Quebec As a special Case at times otherwise necessary Federal pro Grams May be obstructed. 1 Cost of living Farmers cannot afford to farm workers cannot afford to own their own Homes 2 taxation. Much of the income of wealthy corporations remains untaxed within the present tax Structure. The Burden of taxation Falls on those least Able to pay 3 economic domination by the United states. Furthermore i recognize that these services must be so organized As to enable every Canadian to receive health care of a High Quality regardless of his Means or his location. This program should have been implemented As originally planned. Yes. In principle with minor exceptions. All in come should be taxed equitably whether earned income a gift an inheritance or capital gain. A wife should be Able to inherit from her Hus band without tax. Aver aging provisions should be allowed Over a five year period for income tax purposes. Yes. In order to have equal Opportunity for All canadians to be Able to work and pay their Way in our society there must be some guarantee that he can earn More by working than accept ing the benefits of Wel fare. Yes. This can be achieved by eliminating waste in the spending of govern ment funds and by spend ing tax dollars in a form of investment in which we will realize a return in one form or another such As education develop ment of natural resources Indus idl development. No. With reference to the Watkins report from 60 to 80 per cent of our main industries Are foreign owned. Our econ omy to a great measure is con trolled by the . Some action must be taken soon to regain control of our Economy. The loss of political control could be next. Yes. The Basic needs for All canadians Are the same. Quebec As a province should be Given the same rights and privileges As any other province in Canada whereby the French speak ing minorities in other pro Vinces will be the same As those enjoyed by the eng Lish speaking minority of Quebec. 1 establishing new terms of confederation to come to terms with existing conditions for our survival As one country 2 economic planning to pro vide equal Opportunity for All canadians 3 improve social legislation to provide better education health and Security and housing ;
