Following Are some re to Date from the candidates. This is the e final group of question 1 Are you in favor of a medicare program As Laid Down by the fed eral government if so ate you in favor of it starting on july 1 question 2 do you support the recommendations of the Carter commission on Taxa Tion particularly the imposition of a Capi Tal gains tax Mark g. Smerchanski Liberal Provencher medicare is now the Law of the land and is due to be implemented on july no change can or should be made. I believe sections of the Carter commission report have merits but before implementation of any Section serious consideration will have to be Given regarding the effects. I am not in favor of the implementation of a capital gains tax. Such a tax would have serious repercussions to the Western Farmer if the tax were applied to farm land. Most Farmers rely on the equity built up on their farm As a pension fund when they dispose of the property upon retirement. I would con Sider it unjust to apply this tax to Farmers and would oppose any move that would make a Cap ital gains tax retroactive. Question 3 Are you in favor of a guaranteed an Nual income canadians for All no. Frank Dembinsky Liberal Churchill yes on both scores. First because it is the Law of the land and we pay if we be Long or not. Second in View of what s happening to mrs Here it does not look so expensive any More. Many Fine suggestions Are in the report. But a capital gains tax is very Tricky. It sounds Fine but it would play havoc with Canadian investors who would be driven to Send their in vestments out of can Ada mostly to the . Northern Canada needs mining depletion Laws but Carter would scrap them. Yes in t every one this is the ultimate in social Legisla Tion this cannot be a casual election Promise but a goal we must work towards with a full understanding of All its problems and potential Pitfalls. Answers. Question 4 do you favor an end of deficit budgeting in Ottawa if so How would you achieve it question 5 am nor in favor of deficit financing. As a businessman i would hate to think of the damage to the Economy if every Busi Ness operated with continuing deficits. Over a period of years All Busi Nesses would be bankrupt. The government should operate As a business. We must face the fact that any government program is going to Cost Money con sequently the Way to pre vent deficits is to spend Only the amount you. Are Able to collect through taxation. Do you favor unlimited foreign investment in can Ada if not Are you afraid of the eventual political takeover of Canada by the United states Arn in favor of foreign investment. Imposing any limit could be dangerous. No limit should be placed on foreign investment except where it is apparent that for eign control of any particular Industry is endangering our Economy. No special privilege should be Given to foreign businesses and they must or Erate under the Laws established by Canadian governments. I Don t think the United states will Ever control Canada be cause of their investments Here. When the United states was in its Early stages of development foreign investment was Neces sary. As their country developed control of business was bought by residents. I believe this will be the Case in Canada. Question 6 do you favor constitutional change in Canada to strengthen the Federal sys tem without Confer ring special status on any one group or province or should Quebec have special states question 7 what in your opinion Are the three major issues facing Canada today in order of priority there is nothing wrong with deficit budgeting if the deficit is incurred to expand our Economy and build our country. Our financial problems lie in reckless spending in other areas and this must be checked. Foreign investment must be controlled but it is fundamental to our economic growth at this time. What is needed most is legislation to prevent any possible political infiltration from outside Canada. No province should have special status. Quebec should have no special status. We must recognize that French is an official language of Canada but this does not give Quebec any special rights. U Cost of living 2 National Unity 3 development of our natural and human re sources. Yes after 100 years our Constitution can be improved to Benefit both the Federal government and the provinces and we Al ready have set up Machin Ery. Quebec must have special Protection for language and culture but must 1st Ottawa speak for All Canada abroad. 1 National Unity 2 regional disparity 3 economic growth. A. I have not read the report of the Carter commission but i am told that its interpretation of a capital gains tax would mean taxing unsold wheat carried Over to the next crop year. At present the truly underprivileged Are those on a Low in come who pay taxes and have to eat Bologna to keep out of debt while recipients of welfare can have Steak. Yes. It would be very difficult to achieve As the pattern of party politicians has been to bribe the voter with his own debt. Surely it is time for Lead ers and would be leaders to ask or. Canadian to do More than Mark an x on a ballot. No. I believe that the social capital which both the liberals and new democrats gave lip service to before the 1963 election has a place Here if we can lend Money to poor underdeveloped nations at per cent interest for 50 years we should be Able to do something similar for constructing roads Bridges Hospi tals schools etc., Here at Home. This would free the Money which is in Canada for invest ment in Industry. If constitutional change be necessary then let us have it but the More com plex the Constitution the poorer the Quality of the average citizen. I do not believe that Quebec should have special status. Her problem vis a vis Canada As a whole is economic and social not political. 1 the need for responsibility on the part of All canadians 2 the use of our re sources that there need be no underprivileged 3 a world Outlook that causes canadians to see Canada s obligation in helping the hungry in every land.
